Bolivar applications and plan requirements

Residential: no construction documents are required, but all work must comply with the adopted International Residential Code. Drawings you have may be submitted to show the intended work. Once the application is approved, staff generally issue the permit within 24 to 48 business hours.

Commercial: with the application, submit one initial wet-sealed set and one digital set of construction documents prepared by a Missouri-registered architect or engineer, for all new, remodel, addition and infill work. Staff review generally takes two weeks; staff then stamp two final sets, one for the site and one for the City’s records, and issue the permit. The older Code text (Section 500.025) still mentions three blueprint sets and one set of specifications.

Signs, pools and accessory buildings: drawings by an architect, engineer or sign contractor may be required for permanent signs, and these permits are also generally issued within 24 to 48 business hours.

Bolivar permit fees

Section 500.025 of the City Code sets the formula for building inspection fees. The square-foot construction costs (Schedule B) and the flat fees for accessory structures, fences, pools and driveway aprons (Schedule A) are in a schedule of residential and commercial fees approved by the Board of Aldermen and kept on file with the City Clerk; Community Development (417-326-2489) quotes the current figures.

All inspection and permit fees must be paid, and every Building and Zoning condition met, before a permit is issued. The Code gives the building inspector 15 days from a complete commercial pre-application to calculate the fees.

Electrical, plumbing and mechanical work in Bolivar

Trade work is reviewed and inspected by Community Development as part of the building permit: the plumbing, mechanical and electrical inspection fees are each a quarter of the building inspection fee. Mechanical, electrical and plumbing rough-in inspections can be done separately at the contractor’s request or together with the framing inspection. Bolivar enforces the 2017 National Electrical Code and the 2021 mechanical, plumbing and fuel gas codes. Its residential amendments drop the whole-house surge protection requirement, limit the expanded GFCI rules for 250-volt receptacles to wet locations and keep the 2009 insulation tables. Builders of one- and two-family homes and townhouses must offer buyers the option of a fire sprinkler system, at the buyer’s cost.

Bolivar inspections

Every permit the City issues needs inspections. Call the Code Compliance Technician (417-912-0246) at least 48 hours ahead with the permit number, address and type of inspection. The standard inspections for homes and commercial buildings are footings, foundation or basement walls, framing, mechanical, electrical and plumbing rough-in, gas, above-ceiling, sewer service, water service, electric service, driveway apron and final, plus any others the project needs. No new or altered building may be occupied until the Zoning Administrator and Building Inspector issue a certificate of occupancy. Code violations are punishable by a fine of up to $500, up to 90 days in jail, or both, and each day is a separate offence.

Local Bolivar rules

⚠️ Data center moratorium: Ordinance 4157, passed by the Board of Aldermen on June 23, 2026, stops the City from accepting, processing or approving any application, building permit, rezoning, site plan or other approval for small-, mid- or large-scale commercial data centers for 180 days from its effective date, which the ordinance sets as its passage and the Mayor’s approval; counted from June 23, 2026 that is December 20, 2026. The Board may extend it, but not beyond 12 months from the original effective date. Permanent data-center rules (Section 410.256) were on the Planning & Zoning Commission’s October 8, 2026 agenda for review.

Floodplain: Bolivar takes part in the National Flood Insurance Program, with flood maps effective September 17, 2010. The Zoning Administrator is the floodplain administrator; development in a special flood hazard area needs a separate floodplain development permit, and new or substantially improved buildings must have the lowest floor, including any basement, 1 ft above the base flood elevation (or, for non-residential buildings, be floodproofed).

Commercial fire systems: owners must test and maintain fire alarm, sprinkler and special hazard systems under the Fire Code and send the reports to the Fire Department within 48 hours; alarms must report first to the Fire Department through Polk County Central Dispatch.

Bolivar building codes

Chapter 500 of the Bolivar City Code (Ordinance 3717, February 22, 2022) adopts the 2021 International Building, Existing Building, Residential, Mechanical, Plumbing, Fuel Gas and Fire codes and the 2017 National Electrical Code, with local amendments.

Missouri has no mandatory statewide building code for private construction: a county, fire protection district or municipality may adopt one (usually by reference under RSMo 67.280), and in parts of the state none has. Building codes in Missouri
