Inside Branson city limits, permits come from the City’s Planning & Development Department, whose Building Division coordinates building, planning, fire, stormwater, utility and health reviews; you apply, pay and book inspections in Citizenserve. Since October 2025 the building permit fee is the floor area times the ICC Building Valuation Data cost times 0.0055, and since September 22, 2026 plan review is a flat $500 per application that needs plans. A residential permit normally gets its first response or approval within five working days.
What requires a building permit in Branson?
The City requires a permit before any new construction or alteration of an existing structure, including new buildings, additions, renovations, demolition, prefabricated and temporary buildings, electrical, HVAC and plumbing systems, signs and landscaping. Its “When Is a Permit Required?” brochure adds:
Permit needed
- Rooms, garages or sheds attached to a house
- Detached structures over 200 sq ft or more than 10 ft high
- Attached porch, patio covers or carports over 200 sq ft, and enclosing a patio, porch or carport
- Finishing an attic, garage or basement as living space
- Decks and exterior stairs more than 30 inches high
- Fences more than 7 ft high and retaining walls over 4 ft (or carrying a slope, driveway or structure)
- New, widened or reduced window and door openings; moving or removing walls
- Roof replacement or repair
Exempt (IBC/IRC 105.2 list)
- One-story detached sheds and playhouses up to 200 sq ft
- Fences up to 7 ft and retaining walls up to 4 ft that carry no surcharge
- Painting, flooring, cabinets, countertops and similar finish work
- Sidewalks and driveways
- Prefabricated pools under 24 inches deep, swings and play equipment
- Freestanding decks up to 200 sq ft and 30 inches high that do not serve the required exit door
The 2025 fee ordinance repeats the accessory-building limits: a detached one-story residential accessory structure of 200 sq ft or less is exempt, and for commercial uses the limit is 120 sq ft. No permit is needed to trim trees, to reface an existing sign or to repaint a sign without taking it apart.
Branson building department: who handles permitting
The Planning & Development Department has three divisions: Planning (zoning, annexation, special uses), the Building Division (plan review and construction inspection) and Business Licensing (business, contractor and short-term rental licences). Amanda Ross is the Planning & Development Director. The Building Division issues a Certificate of Occupancy for new buildings and a Certificate of Completion for other finished projects. Fire safety inspections for short-term rentals are carried out by the Fire Department.

Branson permit types, licences and online filing
Every permit request is made in Citizenserve, which also handles planning applications (annexation, zoning, special events, Open for Business reviews) and business, contractor and short-term rental licences. All plans and documents are uploaded electronically, and commercial plans must be digitally stamped by a Missouri-registered architect or engineer. Applications must be signed by the property owner or an authorized representative; a Property Owner’s Authorization Form is on the Planning & Development page.
Contractor licences: anyone contracting for work that needs a permit must hold a City contractor licence. A Class A licence covers general construction; a Class B licence is issued separately for each trade (mechanical/HVAC, electrical or plumbing). Class B applicants qualify with an ICC contractor exam passed at 75 percent, a degree in engineering, architecture or construction science, or five years of documented journeyman or master work. Contractors carry general liability insurance (at least $100,000 for Class B) and workers’ compensation, and excavation or blasting contractors post a $500 bond. The licence fee is $50 for firms with up to 4 employees and $75 for 5 or more.
Homeowners: an owner who lives in a single-family house may do work on it, or on its accessory structures, without a contractor licence; building a new house for yourself more than once in five years makes you a contractor under the code.
Branson building permit fees
Ordinance 2025-0028, passed on May 13, 2025, replaced the old valuation table with fees based on the ICC Building Valuation Data (BVD). The ordinance sets an effective date of October 1, 2025; the City’s fee page gives October 15, 2025. For a new building or addition the permit fee is the gross floor area × the BVD square-foot cost for its occupancy and construction type (August 2024 table) × a local multiplier of 0.0055; remodels and shell permits pay 75 percent of that.

Ordinance 2026-0079, read twice and passed on September 22, 2026, replaced the plan review fee of 50 percent of the permit fee with a flat $500 for each building permit application that needs plan review; stand-alone permits that need no plans pay no plan review fee. The online Municode fee schedule (August 25, 2026 version) still shows the 50 percent rule. The Building Division page also still links a valuation table charging $5.30 per $1,000, which the 2025 ordinance repealed. Work started before a permit is issued costs twice the permit fee, with a minimum of $200 for residential and $250 for commercial work. A certificate of occupancy is not issued until all fees are paid.

Call 1-855-478-4290 →Electrical, plumbing and mechanical work in Branson
Trade work is permitted by the same department: a residential mechanical, electrical or plumbing permit is a $100 stand-alone permit. Contractors doing mechanical, electrical or plumbing work need a Class B licence for that trade, and a Class A general contractor may not do such work without one. Branson enforces the 2017 National Electrical Code and the 2018 mechanical, plumbing and fuel gas codes with local amendments. Its residential code deletes the requirement for sprinklers in new one- and two-family homes.
New water and sewer connections are charged by meter size. For a 3/4-inch residential meter the water connection charge is $1,200 and the sewer connection charge is $1,800.
Alliance handles electrical permits for contractors here. More on this: who pulls the electrical permit.
How to get a Branson building permit
Use the City’s city-limits map; businesses can ask for a free Open for Business review, with a staff comment report within five days.
Create an account; the contractor needs a current Branson contractor licence, unless you are an owner-occupant working on your own home.
Enter the floor area, occupancy group and construction type, upload the plan set and pay the fees Citizenserve calculates.
Up to seven departments review; expect a first response within five working days for homes and ten for commercial or multi-family work.
Citizenserve emails you when the permit is ready for final payment; the permit includes the inspection card listing the minimum inspections.
Request each inspection in Citizenserve and finish with a Certificate of Occupancy or Certificate of Completion.
Branson inspections, permit life and extensions
Request inspections in Citizenserve (My Account, View My Requests, select the permit, Request an Inspection). The City’s 2022 process sheets say requests made before 8 a.m. on a business day are inspected that day and later requests are scheduled for the next business day. Do not cover work before it is inspected.
Rather not deal with the building department?
Get a free quote →A permit is valid for one year from issuance, but it becomes invalid if work is suspended or abandoned for 180 days; passing an inspection is what counts as progress. Passing a required inspection extends the permit once, by 90 days, and the director can grant written extensions of up to 180 days each. The applicant uploads the Extension Request Form to the Citizenserve file before the permit or application expires. The City’s extension guide asks for any appeal of a denied extension within 7 days, while City Code Section 18-7 (as re-enacted in September 2025) allows 45 days to appeal a decision to the Board of Appeals; the appeal application fee is $250.
Demolition: the owner must sign or consent, asbestos must be handled under Missouri DNR rules, and the applicant must confirm that all utilities are disconnected before the permit is issued.
Short-term rentals, signs and floodplain rules
Short-term (nightly) rentals: a dwelling rented for 1 to 30 nights (rentals inside the owner’s primary residence and lodging establishments are not short-term rentals under the City’s definition) needs a short-term rental business licence ($100 a year, May 1 to April 30), a $150 STR permit issued by the Fire Department after a fire safety inspection (valid for three years) and a tourism tax bond, all through Citizenserve, plus a posted emergency safety plan and evacuation map. Short-term rentals and lodging establishments are not allowed in Low Density Residential districts. A residence converted to a nightly rental is not charged a new utility connection fee, but a new nightly rental with its own meter pays the commercial Class I rate ($1,700 water and $2,200 sewer for a 3/4-inch meter). Since October 14, 2025 a stand-alone R-1 lodging building of up to 1,200 sq ft of living space and six occupants is exempt from the building code’s sprinkler and fire alarm requirements.
Signs: new signs, changes in size or location, electronic or digital upgrades, new sign lighting and repairs that take a sign apart need a permit.
Floodplain: Branson takes part in the National Flood Insurance Program, with flood maps dated March 15, 2012. Development in an A or AE zone needs a Floodplain Development Permit as well as the building permit, plus an elevation certificate for new buildings and major additions, and the lowest floor (including a basement) must be at least one foot above the base flood elevation. The city administrator is the floodplain administrator.
