Hazelwood runs its own Building Department and Code Enforcement office: all residential and commercial building permits, inspections and occupancy permits are requested through the city’s online portal, under the 2021 International codes. St. Louis County issues and inspects electrical, plumbing, elevator and amusement permits for the city by contract. Building permit fees come from a cost-of-construction table that includes plan review and inspections, with a $90 minimum under the tables the City Council approved in June 2019.
What requires a permit in Hazelwood?
The city code requires a building permit before any structure is erected, reconstructed or structurally altered, and an occupancy permit before any building or land is occupied, reoccupied or put to a new use.

Hazelwood building department: who handles permitting
Hazelwood enforces its own building, residential, existing building and mechanical codes and its property maintenance code. St. Louis County’s list of municipal code contracts (revised August 3, 2026) matches the city’s own page: the county handles Hazelwood’s electrical and plumbing codes, elevators and amusement rides, plus residential occupancy permits for first-time home buyers in buyer-assistance programs. Matt Payne is the city’s Building Official.

Applying online in Hazelwood
The city has moved all residential and commercial applications online. The portal is used to request building permits and inspections, residential occupancy permits and inspections, and commercial occupancy.
Building permit plans go in quadruplicate, drawn to scale, showing the lot, existing buildings, the new work and the intended use, with lot dimensions based on an actual survey; the lot and building location are staked out before construction starts. The city publishes guides for residential decks (including the DCA 6 deck guide), fences and swimming pools.
Mechanical contractors work under St. Louis County’s mechanical licensing rules, and a current county licence is enough to show compliance.
Hazelwood permit fees
The building permit fee is read from a table against the total estimated cost of construction, and it includes permit processing, plan review and inspections. The fees the city charges are the tables dated May 2019 on the Building Department page: on June 19, 2019 the City Council concurred with the Building Official’s recommendation to raise the 2013 fees by about 12%. The schedule attached to Chapter 500 of the online code (Ordinance 4307-13, October 16, 2013) was never updated and still prints the older figures.
| Construction cost | Current fee (May 2019 table) | Older code attachment (2013) |
|---|---|---|
| Residential, up to $1,000 | $90 | $80 |
| Residential, up to $20,000 | $216 | $193 |
| Residential, up to $50,000 | $331 | $296 |
| Residential, up to $200,000 | $1,000 | $893 |
| Commercial or apartment, up to $100,000 | $856 | $765 |

Electrical, plumbing and mechanical work
Electrical and plumbing permits and inspections are handled by St. Louis County, and the city’s occupancy inspectors check that newer wiring, panels and service lines were installed under county permits. Pool supply piping and pool GFCI wiring also need county plumbing and electrical permits. Mechanical and fuel gas work stays with the city under the 2021 International Mechanical and Fuel Gas Codes.

Residential construction must have its exterior completed within six months and its interior within one year. The Director can extend a residential permit by up to six months for a fee of no more than $50; later extensions go to the City Council.
Under the Residential Occupancy Permit Program, in place since 2002, city code enforcement officers inspect the inside and outside of every home that changes occupancy, against the 2021 International Property Maintenance Code. The city inspects within five working days of a paid application. Fireplaces need a report from a fireplace company dated within the previous 12 months, and every outlet and the electrical panel must be accessible or the inspection fails.
| Item | Fee |
|---|---|
| House, duplex or condo: inspection and one re-inspection | $75 |
| Apartment: inspection and one re-inspection, per unit | $50 |
| Each additional re-inspection | $50 |
| Occupancy permit | $30 |
| Temporary occupancy permit (up to 90 days) | $60 |
| Non-residential, up to 50,000 sq ft / larger | $100 / $0.003 per sq ft |
An occupancy permit lapses if the use does not begin within 90 days, and adding a person who is not on the permit requires a free amendment. Modular and manufactured homes must pass St. Louis County plumbing and electrical inspections and show HUD or Missouri Public Service Commission certification before the city’s occupancy inspection.

Local rules worth knowing
Adopted codes: the 2021 International Building, Residential (with Appendix F), Existing Building, Mechanical, Fuel Gas and Energy Conservation Codes, adopted by Ordinance 5020-24 on August 7, 2024 and amended by Ordinance 5073-25 in November 2025, plus the 2021 International Fire and Property Maintenance Codes. The city’s design criteria are a 20 psf ground snow load, 107 mph wind speed, Seismic Design Category C or D depending on soil, and a 30-inch frost depth.
Fences: the City Planner issues fence permits ($35) on an application with two copies of a site plan; posts and the finished fence are inspected. Chain-link fences up to 6 feet are allowed in side and rear yards of dwelling districts, and razor-ribbon fencing is banned.
Pools: pools must sit at least 6 feet from side and rear property lines and need a fence permit for the enclosure.
Floodplain: Article VIII of the zoning code makes the City Manager the floodplain administrator, requires a floodplain development permit for work in mapped A and AE zones, and sets the lowest floor of new or substantially improved homes at least 1 foot above base flood elevation; non-residential buildings may instead be floodproofed. FEMA lists Hazelwood as a participating community in the National Flood Insurance Program.
