Moniteau County publishes no building, zoning or planning permit program. For rural land the permits that apply come from elsewhere: the Missouri Department of Health and Senior Services issues septic permits directly (573-751-6095 ext. 5), and building in mapped flood areas falls under the county’s membership of the National Flood Insurance Program. Inside Tipton the City Clerk issues building permits for $10, and California requires a permit from its Building Inspector.
Moniteau County building department: who handles permitting

Septic systems: the state Department of Health and Senior Services handles septic permitting for Moniteau County, and the Moniteau County Health Center’s environmental public health specialist answers questions (573-796-3412, option 3). Request an application number through the department’s online OWTS form before installing or repairing a system, and wait for the permit or a confirmed exemption before starting. From August 28, 2026 the state has suspended its septic application fees until it sets new fees under the amended RSMo 701.046. Lagoons serving anything other than a single-family home go to the Department of Natural Resources instead.
Floodplains: FEMA lists Moniteau County, California, Jamestown, Lupus and Tipton as participating in the National Flood Insurance Program, with current maps dated March 3, 2011; Clarksburg is not listed. The state emergency management agency’s floodplain contact list gives a county entry at P.O. Box 87, California (573-619-2802), and separate administrators for each participating city.
Tipton permits: a permit is needed to build or remodel any building or structure other than a fence where the remodeling exceeds 150 sq ft, or to change bearing walls, beams, supports or the roof. Bring a plat or sketch showing the lot lines and location plus plans of the work. Ordinary repairs costing $200 or less, and small outbuildings such as sheds outside the city’s fire limits costing $200 or less, need no permit, and moving a building onto a lot needs a permit from the City Clerk. Tipton’s code also has chapters on small or “tiny” homes and structures.
