Permit costs in Ripley County

Doniphan charges by building size for each inspection site, however many visits it takes: $5 for the first 500 sq ft and $1 for each additional 100 sq ft. A 2,000 sq ft building therefore costs $20 ($5 plus 15 × $1). An appeal to the city’s board of adjustment costs $100, and a home or multi-unit building that has stood vacant for six months and been cited for code violations is charged a $200 registration fee every six months.

For septic systems, the Health Center’s page still quotes a $90 state permit fee, of which $65 returns to the county; the state suspended that application fee on August 28, 2026, until it sets new fees.

Septic and floodplain rules

When a septic permit is needed: the Health Center requires one before building or making major repairs to a sewage system for a single-family home on a lot of less than 3 acres, for any building other than a single-family home whatever the lot size, and on any lot next to a lake regulated by a public utility or the Corps of Engineers. Under state law (RSMo 701.031) a single-family lot of 3 acres or more is excluded only when every part of the system is more than 10 feet from the property lines and no effluent leaves the lot, pollutes water or causes a nuisance. A soil morphology report by a registered evaluator is part of the design; the Health Center does not design systems.

How it works: once the state permit number is issued and the application packet and soils report are in, a county Environmental Public Health Specialist visits the site and issues the construction permit, usually in about a week. The permit is valid for one calendar year, must be displayed on site during the work, and the Health Center makes a final inspection after installation.

Floodplain: Ripley County, Doniphan and Naylor take part in the National Flood Insurance Program with flood maps dated November 1, 2019. Doniphan’s floodplain rules are in Appendix C of its city code.
