Inside Lamar, the City Building Inspector permits work under the 2006 International Building and Residential Codes; Golden City requires a permit from its City Clerk and Building Inspector. On unincorporated land the county asks for a right-of-way permit before anything is buried in a county road, and the Barton County Health Department issues septic permits.

Barton County building department: who handles permitting

The courthouse is at 1004 Gulf Street, Lamar. The County Commission (Room 102, 417-682-4110) meets every Monday and looks after county bridges and culverts and county road rights-of-way; gravel-road complaints go to the township officers. The Assessor’s office in Room 109 is the county’s floodplain contact in the state emergency agency’s directory (SEMA lists 417-682-3552; the Assessor’s own number is 417-682-3553), and Emergency Management can be reached at 417-682-2201. Six cities and villages lie in the county:

Golden City’s chapter has no model code: it sets a 20 ft front setback, frost-depth footings and framing minimums, fines anyone who builds without a permit $50 a day, and requires work to start within 90 days and finish within a year. A tiny home there needs a $100 application and inspection fee and a hearing notice to owners within 300 ft. Liberal charges a $35 inspection fee before a mobile home is placed and limits tiny homes to 400–800 sq ft.

Permit fees in Lamar and at the Health Department

Lamar works out the fee from the construction cost, using set values per square foot (City Code Sec. 8-69): $65 for houses and other residential buildings, $75 for business, assembly and school buildings, $35 for shops, $20 for storage and factories and $10 for utility buildings. The City’s fee list then applies these rates:

For example, a 2,000 sq ft house is valued at 2,000 × $65 = $130,000, so the building permit is 130 × $3 = $390 before trade permits and utility taps.

The Barton County Health Department lists its onsite wastewater permit at $100 on its fee page, while its application form still shows $90 for a new or replacement system.

Septic, floodplain and county roads

Septic systems: the Barton County Health Department, 1301 E. 12th St., Lamar (417-682-3363), permits onsite systems under the county’s On-Site Disposal Systems Ordinance (passed February 1996, amended November 2000). Send the application with the soil report and fee, and do not start work until the permit is issued. The ordinance excludes the owner of a single-family lot of 3 acres or more, except lots next to Corps of Engineers or utility lakes, when every part of the system is more than 10 ft from the property lines and no effluent leaves the lot. The state health department says that from August 28, 2026, after section 701.046 RSMo was changed to remove the $90 fee, onsite permit application fees are on hold until new fees are set; the county still lists its own fee, and the amended law lets a county set its own fee, so ask which applies.

Floodplain: the county has taken part in the National Flood Insurance Program since 1987, with flood maps dated March 17, 2011. Golden City, Lamar, Lamar Heights and Liberal also take part; FEMA lists Milford and Mindenmines as not participating. Liberal’s code names its City Superintendent as floodplain administrator.

County roads: the Road & Bridge right-of-way permit is applied for online. A commission statement of July 20, 2026 says nothing may be built above ground on county roads, bridges or rights-of-way, and buried work needs an approved permit application.
