Inside Spencer, the Planning & Development department at City Hall, 101 W 5th Street (712-580-7200), issues building-zoning permits and the city’s own electrical and plumbing permits. A construction permit that needs a site visit costs $70 plus $2 for each $1,000 of cost above $10,000, capped at $3,000, so a $300,000 house pays $650, and staff aim to review complete applications within five business days.
What requires a building permit in Spencer?
The city’s permitting, inspections and licensing sheet lists the work that needs a city permit, and the 2025 fee schedule prices each one. No construction may start until the permit is approved and the fee is paid, and the fee is due when the application is handed in.
City permit needed
- New houses, apartments and commercial or industrial buildings
- Additions and remodels, residential or commercial
- Decks, ramps and other yard structures
- Accessory buildings such as garages and sheds
- Fences, walls and hedges
- Signs, permanent or temporary
- Demolition and moving a building
- Excavation in the public right of way, driveway approaches and sidewalks
- Electrical and plumbing work
- Floodplain development, fill or excavation
- Communication and wind towers
Separate or no city fee
- Temporary use permits carry a $0 fee but still need an application
- Drive approaches and sidewalks need a separate Public Works permit as well as any building permit
- Rural driveway and culvert permits are priced separately ($10)
- Land outside city limits falls to Clay County zoning, not the city
The building application asks for the building materials, roofing and siding type, the setbacks on all sides, the number of floors, total and new floor area, height and, for multi-residential or commercial work, fire suppression, parking stalls and ADA stalls. A site plan is always required; floor plans, exterior elevations and a code review are attached as the Building Code Official asks.
What Spencer decides and what the state holds
Spencer’s Codes & Regulations page lists the model codes the city adopted, subject to local modifications in its ordinance: the 2024 International Building Code, chapters 2 through 7 and portions of chapter 8; the 2024 International Fire Code with the Iowa State Fire Code; the 2023 National Electrical Code, effective July 1, 2025; and the 2024 Uniform Plumbing Code. The page lists no residential code, and the adopting ordinance in the online code book could not be read, so ask the Building Code Official which standards apply to a house. Zoning (Title XV, chapter 155), floodplain management (chapter 152), the fee schedule and the Grand Avenue historic district guidelines are local; the state energy, mechanical and accessibility codes, the rules on when an architect or engineer must stamp plans (excepted and non-excepted buildings) and trade licensing are state matters.

Building Code Official Anna Harmon reviews applications and plans, and Planning Director Adam Severson heads planning and zoning; both work at City Hall. Requests that need a variance, a special exception or a change of zone are passed to the Board of Adjustment or the Planning Commission, and the City Council meets on the first and third Monday of each month.

The city permits only inside its limits. Land around Spencer is under Clay County Zoning, in the county Administration Building at 300 W 4th Street, Suite 6 (712-262-8165), which regulates the unincorporated area through the county’s own zoning, building code, subdivision and floodplain ordinances.
Spencer permit types
The Planning Department form center offers fillable electronic forms for the building permit, sign permit, electrical permit, the residential electrical service load calculation, the plumbing permit and the temporary use permit, plus print-only forms for the building and zoning permit, front yard parking and tree work. Non-fillable forms are printed, completed and returned to City Hall.
Residential permits
One form, the Building & Zoning Permit Application, covers new houses, additions, remodels, decks and ramps, accessory buildings, fences and walls, demolition and moving. It records the owner, any contractor or builder, the design professionals used, the electrical, plumbing and excavating contractors, the zoning district, whether the site is in the floodplain and the subdivision lot and block. A new house usually also needs an electrical permit with a residential load calculation, a plumbing permit, a sewer connection, and a Public Works permit for the drive approach and sidewalk. The city also takes applications for residential tax abatement and a paint assistance program on the same form center.
Building or remodeling a home here? Alliance handles home building permits, so the crew isn't waiting on the counter.
Commercial permits
Commercial, industrial and multi-residential projects use the same application with extra entries for fire suppression, parking and ADA stalls, and must attach a code review where the Building Code Official requires one. The city uses the state’s definitions of excepted and non-excepted buildings to decide when a licensed architect or engineer must be involved, and projects that receive public funding or serve specific public functions may also need State Fire Marshal or public health review.
For tenant improvements and new commercial builds, Alliance handles commercial permit filing through issuance. More on this: commercial building permits explained.

- Zoning. Projects that do not meet the zoning code go to the Board of Adjustment for a variance, a special exception (the city’s exception use) or an administrative appeal; rezonings go to the Planning Commission and Council.
- Floodplain. The Planning Department keeps the Flood Insurance Rate Map with its letters of map amendment and revision and will make a map determination for a lot or building; development there needs a floodplain permit on top of the construction permit.
- Historic district. Storefront work on Grand Avenue follows the Grand Ave Commercial Historic District Design Guidelines.
- Right of way. Digging in a street needs an excavation permit, and drive approaches and sidewalks need their own permit.
Spencer permit costs and fees
Spencer’s city-wide fee schedule took effect on January 20, 2025. Construction permits are priced on the estimated cost of the project: the base fee covers the first $10,000, and $2 is added for every further $1,000, up to a $3,000 maximum.
| Permit | Fee |
|---|---|
| Construction permit with on-site inspection | $70, plus $2 per $1,000 of cost above $10,000; maximum $3,000 |

Rather talk it over?
Call 1-855-478-4290 →Worked example: a new $300,000 house needs a site visit, so the construction permit is $70 plus $2 for each of the 290 thousands above $10,000 ($580), or $650. A $40,000 interior remodel without a site visit pays $35 plus $60, or $95. For a permit with a site visit, the $3,000 ceiling is reached at an estimated cost of $1,475,000.
Electrical and plumbing permits have their own schedule, listed under trade permits below. Copies of city records cost $0.25 a page in black and white and $1.00 in color, with staff time billed at $25 an hour once a request passes 25 pages or 30 minutes.
Trade permits and who may pull them
Spencer runs its own electrical and plumbing permits and inspections, applied for on the city’s electronic forms rather than through the state. Property owners may do electrical and plumbing work only in a single-family house that is their primary residence; multiple-family, commercial, industrial and all other buildings need a licensed electrician or plumber for every permitted activity. Contractors earning $2,000 or more a year from construction register with the state Department of Inspections, Appeals, and Licensing, and the application asks whether yours is registered.
| Item | Fee |
|---|---|
| Electrical permit | $10, plus the items below |
| New service up to 200 amps / 201 to 400 amps / over 400 amps | $50 / $80 / $80, plus $10 per additional 100 amps |
| Replacing or upgrading a service up to 200 amps / 201 to 400 / over 400 | $20 / $50 / $50 |
| Temporary service only | $20 |
| Additional circuits / additional inspections | $3 each / $30 each |
| Plumbing permit | $20, plus the items below |
| Water service / sewer service / both at once | $20 / $20 / $30 |
| Water heater | $15 |
| Each fixture or opening needing inspection (not cleanouts) | $5 |
Each trade permit is a separate application from the building permit, and the electrical application for a new home comes with a residential service load calculation form. The fee schedule lists no city mechanical permit; the Codes & Regulations page places the 2024 International Mechanical Code among the state codes that apply everywhere in Iowa. Excavators working in city streets hold a yearly city excavator license ($50) and take out a $25 excavation permit for each location.

Look up the lot on the city floodplain map or ask Planning & Development for a map determination and the zoning setbacks.
Show the lot, the new work and the front, rear and side setbacks; add floor plans and elevations for new buildings.
Use the electronic building permit or print the Building & Zoning Permit Application, listing every contractor.
Return it to City Hall or email it to the Building Code Official; the fee is paid when the application is submitted.
Electricians and plumbers file their own permits, and Public Works issues the drive approach and sidewalk permit.
Do not start until the permit is approved; then call 712-580-7200 for the site inspection.
Review, corrections and what causes delay
Staff review permits within five business days, or as soon as practicable, once the information is complete, so missing setbacks, an unanswered floodplain question or no site plan are the usual reasons an application waits. Any change to the approved plans or use voids the permit unless the city is told first. Projects needing a variance or special exception wait for a Board of Adjustment hearing, and rezonings for the Planning Commission and Council.
Inspections in Spencer
Call City Hall at 712-580-7200 to schedule an inspection. Under City Code section 8-3-12, as quoted on the city’s information sheet, inspections are done within 24 hours, not counting Saturdays, Sundays or holidays, or as soon after as practicable.
- Zoning site inspection before construction, to check building setbacks, fences, signs and moved buildings.
- Plumbing: underground, above-ground rough-in and final.
- Electrical: temporary service, service connection, rough-in and final; extra electrical inspections cost $30 each.
- Floodplain: anything that changes the site layout in a flood zone is checked under the floodplain permit.
A certificate of occupancy is issued after final inspections for new houses, new commercial and industrial buildings, major commercial or industrial remodels and expansions, and a change of occupancy in a commercial or industrial building. The owner or an authorized representative requests it by calling City Hall once the finals are done.
Iowa building code
Spencer enforces the codes on its adopted list with local modifications, issues its own electrical and plumbing permits, and administers its zoning, floodplain and historic district rules. FEMA’s Community Status Book lists the City of Spencer as participating in the National Flood Insurance Program, with flood maps effective February 22, 2024.
