The local building department issues the building permit and inspects the work. On a Class 1 structure the state design release, issued by IDHS or a certified local unit, must come before construction starts; IDHS has 10 business days to respond to a complete application and 20 for a plan review. The joint department publishes combined City and County residential applications for new houses, additions, renovation, accessory structures, accessory dwelling units, fences, pools and demolition. A conversion to three or more tenants crosses into Class 1 and state review.
Commercial permits
Commercial work is Class 1 and needs a state design release before construction. For a property in a flood plain or wetland, prior approval may be needed; the county and the city each have a flood plain ordinance.
