Which work needs a local building permit is set by local ordinance, and the Class 1 work that needs no state design release is listed in 675 IAC 12-6-4. An exemption from a building permit is not an exemption from zoning, setbacks, floodplain rules, utility approval or a fire authority review. Which code edition applies

The county commission and the two cities’ offices all enforce Indiana’s statewide codes. Fees, submittal requirements and contractor rules differ between them.

⚠️ The towns are served by the county. Only Lafayette and West Lafayette run their own permit offices. The county commission issues permits in the rest of the county, including the towns of Battle Ground, Clarks Hill and Dayton. Shadeland has an interlocal agreement with the county: the town first reviews each permit for zoning, drainage and erosion control, and the county handles the rest of the permit process, including approvals and inspections.

Before construction starts on a Class 1 structure — one used by the public, by three or more tenants, or by anyone working as another’s employee — Indiana requires a state Construction Design Release, unless the work is exempt under 675 IAC 12-6-4. Before the county issues a permit it may require a copy of any septic or sewer permit, the County Surveyor’s drainage sign-off on the site plan and a driveway permit from the County Highway Department. On farm buildings, check the agricultural exclusion from Class 1 rather than assuming it.

In 2025, building permits issued in unincorporated Tippecanoe County authorized 945 new privately owned housing units, 470 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

The local building department issues the building permit and inspects the work. On a Class 1 structure the state design release, issued by IDHS or a certified local unit, must come before construction starts; IDHS has 10 business days to respond to a complete application and 20 for a plan review. Residential permits

A residential application needs the application and Advanced Structural Components form, a subcontractor list, the owner’s consent, construction plans, a site plan and one of three energy paths. Decks need a permit, with a post-hole inspection; a portable shed under 120 sq ft does not. The three-tenant threshold decides whether a project needs a state design release.

Commercial permits

Commercial work is charged at $0.35 per square foot with no maximum fee, and Class 1 buildings need a state design release before construction. For any permit, allow up to ten working days after a full submittal.

Since 1 January 2026, a unit that requires permits for one- and two-family work must review plans within 7 business days and offer inspections within 3, and the applicant may use a private reviewer or inspector instead (IC 36-7-2.5). Local permits and the 2026 deadlines

How to apply for a Tippecanoe County building permit

1. Test every housing project against the three-tenant threshold

It decides Class 1 or Class 2.

2. Start the design release as early as possible on Class 1 work

No construction on a Class 1 structure may start before it is issued (675 IAC 12-6-3).

3. Clear the site approvals first

Septic or sewer, drainage and driveway approvals come before the permit.

4. Consider a foundation release to keep the programme moving

It allows work to grade level while review continues, and must be requested with the application (675 IAC 12-6-14).

5. Check the agricultural exclusion on rural work

An agricultural building is outside Class 1 only if it is not used for retail trade, apart from a farm-produce stand open eight months or less a year (IC 22-12-1-4).

6. Put a bond on file for every contractor

The permit is not issued until each listed contractor’s License & Permit Bond is on file.

Inspections in Tippecanoe County

Schedule inspections with the office that issued the permit; the county commission is at 765-423-9225. Deck and pole-barn post holes must be inspected before the posts are set. The department sets the other inspection stages; ask for its list when the permit is issued.

Do not cover work before the required inspection has been approved. On Class 1 work the design release must be posted on site and a complete set of the released plans kept there until occupancy (675 IAC 12-6-19).

What is a Construction Design Release?

A state approval that must be issued before construction may be done on a Class 1 structure (675 IAC 12-6-3). It is issued by IDHS or by a city, town or county certified to issue releases (IC 22-15-3-1), and building a Class 1 structure without one is a Class C infraction (IC 22-15-3-7).

Do I need an Indiana-licensed architect or engineer?

It depends on volume, not cost. Under 675 IAC 12-6-9 a design professional is required for Class 1 work needing a design release, except for structures of 30,000 or fewer cubic feet, additions adding 30,000 or fewer cubic feet, alterations not affecting structural safety, and certain sprinkler work.

Which contractor licences does Indiana issue?

The state licenses plumbing contractors and journeyman plumbers (IC 25-28.5). It issues no electrical, HVAC or general contractor licence; any registration or licensing for those trades is set by the city, town or county, which may also require licensed plumbing contractors to register locally (IC 25-28.5-1-33).
