Vanderburgh County is in southwest Indiana on the Kentucky border, and its county seat, Evansville, is on the Ohio River. The county shares a single building authority with the City of Evansville: the Evansville–Vanderburgh County Building Commission issues permits and inspects work for projects in the city and across the county.

This guide covers Vanderburgh County. The Building Commission serves both the county and the City of Evansville from Room 310 of the Civic Center Complex.

There is no separate county building department. Evansville and Vanderburgh County share the Building Commission, so one authority issues building permits and carries out inspections in the city and the county alike. Zoning is the step that comes first: the Area Plan Commission, in Room 312 of the same building, issues the Improvement Location Permit, and it applies separate city and county standards for principal buildings on individual lots.

What requires a building permit in Vanderburgh County?

Class 1 construction needs a state design release unless 675 IAC 12-6-4 exempts it, and local building permits are required as the local ordinance provides.

  • HVAC installation and change-out, ductwork and venting; roofing, siding, windows, pools, signs and demolition

Typically exempt

  • Little is exempt: the commission requires a permit for interior and exterior, structural and nonstructural work, including tile, drywall, windows, doors, siding, re-roofing and accessory buildings
  • Portable equipment or temporary work the adopted rules specifically exempt

Which work needs a local building permit is set by local ordinance, and the Class 1 work that needs no state design release is listed in 675 IAC 12-6-4. An exemption from a building permit is not an exemption from zoning, setbacks, floodplain rules, utility approval or a fire authority review. Which code edition applies

The Building Commission enforces Indiana’s statewide codes as adopted by the Fire Prevention and Building Safety Commission, and Evansville and Vanderburgh County ordinances require permits, inspections and licensed contractors.

⚠️ Floodplain development needs its own permit. The City of Evansville and Vanderburgh County have both adopted floodplain management regulations, and a Floodplain Development Permit is required before any development in an area of special flood hazard, including new buildings, additions, fill and grading. The application asks for the elevation of the top of the planned lowest floor, including any basement, of every proposed building. The Building Commission’s floodplain office is at 812-436-7871.

Before construction starts on a Class 1 structure — one used by the public, by three or more tenants, or by anyone working as another’s employee — Indiana requires a state Construction Design Release, unless the work is exempt under 675 IAC 12-6-4. Evansville and Vanderburgh County license contractors and tradesmen locally: a licence needs a written exam, verification of experience, insurance, a bond and workers’ compensation. A firm licensed as a Building General Contractor (commercial) or Residential General Contractor (residential) does not need separate subcontractor licences. Confirm each contractor’s licence with the License Clerk (812-436-7880) before filing.

On farm buildings, check the agricultural exclusion from Class 1 rather than assuming it. It covers only a building used for an agricultural purpose on the land where it stands, and not one used for retail trade other than a farm-produce stand used for eight or fewer consecutive months a year (IC 22-12-1-4).

In 2025, building permits issued in unincorporated Vanderburgh County authorized 230 new privately owned housing units, 182 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

The local building department issues the building permit and inspects the work. On a Class 1 structure the state design release, issued by IDHS or a certified local unit, must come before construction starts; IDHS has 10 business days to respond to a complete application and 20 for a plan review. Permit types

Residential permits

New single-family homes, residential additions and accessory buildings need an Improvement Location Permit, which Area Plan Commission staff review and can issue over the counter; these types can also be applied for online. Floodplain rules apply in areas of special flood hazard, and a building with three or more tenants is Class 1 and needs a state release.

Commercial permits

Commercial, industrial and multifamily projects go to the Area Plan Commission’s Site Review Committee: plans submitted by 4:00pm on a Monday are reviewed the next Monday at 10:00am, and site approval is good for six months. Class 1 buildings also need a state design release before construction.

Since 1 January 2026, a unit that requires permits for one- and two-family work must review plans within 7 business days and offer inspections within 3, and the applicant may use a private reviewer or inspector instead (IC 36-7-2.5). Local permits and the 2026 deadlines

How to apply for a Vanderburgh County building permit

1. Start at the Area Plan Commission

Its Improvement Location Permit, from Room 312, comes before the building permit.

2. Check whether the parcel is in a special flood hazard area

Development there needs a Floodplain Development Permit.

3. Establish Class 1 or Class 2 first

Test against the statutory definition, not an impression of the building.

4. Start the design release as early as possible on Class 1 work

No construction on a Class 1 structure may start before it is issued (675 IAC 12-6-3).

5. Confirm every contractor holds a local licence

Licences need a written exam, bond, insurance and workers’ compensation; a resident homeowner has a limited exception.

6. Consider a foundation release to keep the programme moving

It allows work to grade level while review continues, and must be requested with the application (675 IAC 12-6-14).

Contractors request inspections from the Building Commission by email at inspectionrequests@evansville.in.gov or by phone at 812-436-7867. The commission sets the inspection stages; ask for its list when the permit is issued.

Do not cover work before the required inspection has been approved. On Class 1 work the design release must be posted on site and a complete set of the released plans kept there until occupancy (675 IAC 12-6-19).

What is a Construction Design Release?

A state approval that must be issued before construction may be done on a Class 1 structure (675 IAC 12-6-3). It is issued by IDHS or by a city, town or county certified to issue releases (IC 22-15-3-1), and building a Class 1 structure without one is a Class C infraction (IC 22-15-3-7).

Which contractor licences does Indiana issue?

The state licenses plumbing contractors and journeyman plumbers (IC 25-28.5). It issues no electrical, HVAC or general contractor licence; any registration or licensing for those trades is set by the city, town or county, which may also require licensed plumbing contractors to register locally (IC 25-28.5-1-33).

Can I start before the design release comes back?

Only within a granted partial mechanism. A foundation release allows construction to grade level only; a partial design release allows work to the extent of that scope and no further. Both must be applied for, and neither permits exceeding the released scope.

What does the state design release cost?

Under 675 IAC 12-3-2 it is a $75 filing fee plus a processing fee of at least $75, generally $0.050 per gross square foot for normal occupancy and $0.030 for warehouses, refrigerated storage, hangars and similar uses. Local permit fees are separate.
