Only the county enforces the building code and issues building permits here. Inside the city, Class 2 work needs city approvals first: a City of Bloomington Utilities authorization letter, historic preservation review in historically regulated areas, a Floodplain Development Permit in a floodplain, and then the Certificate of Zoning Compliance, applied for online through CivicAccess.

Since 1 January 2026, Class 2 work — new single-family homes, duplexes and townhomes up to three stories, and additions, remodels, demolitions and accessory structures where the property’s main use is Class 2 — starts with the city. Planning has 3 days to decide whether an application is complete and 7 days to review it, and the building permit application then goes to the county. The three-tenant threshold decides whether a project needs a state design release.
Commercial permits
Commercial, non-residential and mixed-use projects apply directly at the Monroe County Building Department. The commercial application asks for the Construction Design Release number and the City of Bloomington Utilities authorization to connect to the sanitary sewer.

Inspections in Bloomington
Schedule inspections with the Monroe County Building Department at 812-349-2580 at least 24 hours ahead, with the permit number ready. The owner, contractor or a representative must attend, and the orange permit card must be visible from the road. The county’s inspection schedule lists the stages, starting with footing and foundation.
Do not cover work before the required inspection has been approved. On Class 1 work the design release must be posted on site and a complete set of the released plans kept there until occupancy (675 IAC 12-6-19).

A state approval that must be issued before construction may be done on a Class 1 structure (675 IAC 12-6-3). It is issued by IDHS or by a city, town or county certified to issue releases (IC 22-15-3-1), and building a Class 1 structure without one is a Class C infraction (IC 22-15-3-7).
Do I need an Indiana-licensed architect or engineer?
It depends on volume, not cost. Under 675 IAC 12-6-9 a design professional is required for Class 1 work needing a design release, except for structures of 30,000 or fewer cubic feet, additions adding 30,000 or fewer cubic feet, alterations not affecting structural safety, and certain sprinkler work.

The state licenses plumbing contractors and journeyman plumbers (IC 25-28.5).
