What requires a permit
Cocoa requires permits for construction, alteration, repair, demolition, use and occupancy work regulated by the Florida Building Code and local requirements. The city publishes permit categories for structural, electrical, plumbing, mechanical, roofing, windows and doors, pools, fences, driveways, demolition, sheds, signs and other scopes.

Cocoa's Citizenserve system is the city's primary permit intake channel. The city states that applicants can submit applications, upload required files, monitor review, pay invoices, view submittal requirements and request inspections in the same system.

Cocoa states that new permit fees took effect January 1, 2026 under Resolution 2025-088. A $25 permit application processing fee applies. The city lists several residential miscellaneous permits at $75, including concrete slabs, demolition, driveways, exterior siding, fences/masonry walls/retaining walls, non-electric hurricane shutters, qualifying HVAC replacement, sheds and above-ground pools.
For permits not assigned a flat miscellaneous fee, Cocoa uses valuation. The published residential calculation is $75 for the first $1,000 plus $4 per additional $1,000. The commercial calculation is $100 for the first $1,000 plus $6 per additional $1,000. The plan review fee is $150 and plan revisions are $100 per request.

Cocoa's Building Division administers building-code plan review, permitting and inspections and publishes electrical, plumbing and HVAC permits among its available permit types. The city's current fee page also lists separate fire review and inspection charges for fire alarm, sprinkler, fire pump, hood and suppression-system work.
