The City of Rockledge Building Division issues building, electrical, plumbing, mechanical and gas permits for property in the city, and applications are filed in the SmartGOV portal or by email, with every permit issued digitally. Fees start at $60 and are based on the job value, and the city quotes an average of 15–30 working days for residential and commercial construction permits that need only one review.

What requires a building permit in Rockledge?

Rockledge’s Building Division says any work needs a permit except minor repairs. Its FAQ lists these jobs:

Building and site

  • New construction, additions and alterations
  • Roofing, including any roof repair
  • Windows, exterior doors, garage doors and shutters
  • Fences, driveways and pavers, and parking lots
  • Patios larger than 100 sq ft and sheds larger than 50 sq ft
  • Pools, above-ground pools, pool screen enclosures and solar pool heaters
  • Signs, commercial awnings, construction trailers and manufactured homes
  • Tree removal and land-disturbing activity

Systems

  • Electrical work and low-voltage wiring
  • Plumbing, including water heater replacement and sewer repair
  • Gas piping and connections
  • A/C change-outs and other HVAC work
  • Generators
  • Fire alarms, sprinklers and standpipes

Starting work without a permit adds a penalty of 100% of the building permit fee. Rockledge has adopted the Florida Building Code, 8th Edition (2023), and rejects applications and documents that reference older editions.

SmartGOV, contractor registration and forms

Rockledge moved from its old BS&A portal to SmartGOV, and the old portal no longer takes applications. Contractors register first by emailing the Building Division their general liability certificate, workers’ comp certificate or exemption, State of Florida contractor’s licence and Brevard County competency card, and asking for a Portal Access Code. With the code, choose Sign Up on the SmartGOV home page; to apply, go to My Portal, then Apply Online.

The city accepts these contractor credentials: state certified contractors send their certification and insurance; state registered contractors and subcontractors also send a Brevard County competency card; specialty contractors are licensed by the county.

  • Building Permit Application, signed and notarized, signed by the licence holder and the owner (or with a signed contract between them).
  • Owner/Builder Affidavit for owners doing the work themselves.
  • Letter of Authorization, notarized, for each subcontractor who does not sign the back of the application.
  • Notice of Commencement, recorded with the Brevard County Clerk of Courts, with two copies to the department, when the job is worth $5,000 or more (A/C change-outs from $15,000).
  • Re-roof Supplement Form and Deck Nailing Affidavit for re-roofs; separate handouts cover pools, fences and generators.
  • Tree Removal Permit application, a separate form.

Some residential permits qualify for One-Stop permitting, issued without plan review, often while you wait: re-roofs without skylights or ISO board, fences, mechanical change-outs without new ductwork, pool resurfacing and tree removal.

Rockledge building permit cost

Fees come from the Building Department Fee Schedule. The job value must include all materials and labor, including electrical, gas, mechanical and plumbing; new construction is valued with the current International Code Council Building Valuation Data, and the Building Official can deny a permit if the value looks too low.

Reissuing an expired permit costs the original permit fee, without the plan review fee.

Trade permits in Rockledge

The Building Division issues electrical, plumbing, gas and mechanical permits under the same valuation-based fee schedule, with the $60 minimum. Its residential requirements list what each trade permit needs:

  • Electrical service: two copies of the electrical riser diagram.
  • Interior drains and water line replacement: two copies of a plumbing riser diagram with pipe sizes and types. Replacing a water heater needs a permit; give its capacity, fuel and the size and type of connecting pipe.
  • Sewer repair or replacement: two copies of a site plan showing the pipe and clean-outs; exterior sewer piping also needs Waste Water Department approval.
  • A/C change-out: the AHRI certificate, Manual J and Manual S, the application and a signed contract, plus the HVAC affidavit when the air handler or condenser is replaced separately.

Documents Rockledge asks for

Every application needs a written, detailed narrative of the scope of work. New construction and additions also need a survey, proof of ownership (deed or tax statement) and the estimated value, and most plans must be signed and sealed by a registered design professional.

Common home projects

  • Room addition: two copies of the survey and floor plan, signed and sealed structural and MEP plans, energy form and product approvals
  • Alterations: two copies of existing and proposed layouts with any electric, plumbing and HVAC risers
  • Windows and doors: Florida product approval and installation instructions; wind-borne debris protection when more than 25% of windows are replaced
  • Sheds: two copies of a plot plan with anchoring; signed and sealed drawings at 200 sq ft or more

Site and outdoor work

  • Pools and screen enclosures: two copies of the survey and sealed engineered drawings
  • Driveways and pavers: two copies of the site plan; Public Works approval for work in the right-of-way
  • Tree removal: a sketch of all trees on the lot; four trees must remain afterwards
  • Manufactured homes: site plan, Rule 15C-2 tie-down form, HUD label and installer licence

Review times quoted by the city for applications that need a single review: 15–30 working days on average for residential and commercial construction, 7 working days for fire systems, and some permits on the spot or within 3 days.

Local Rockledge details that matter

Flood zones: any development in the floodplain needs a permit under Section 30.20 of the Land Development Regulations. If improvements or repairs reach 50% of the building’s market value, the building must meet new-construction standards; the county assessed value is not accepted for this, and an independent appraisal may be required.

Trees: tree removal needs its own permit, and at least four trees must remain on the lot.

Right-of-way: driveways in the right-of-way need Public Works approval, and pavers in the right-of-way need an extra form approved by the City Manager.
