The City of Satellite Beach Community Development Department issues building permits and inspects construction for property inside Satellite Beach. Applications, plan uploads, fees and inspection scheduling all run through the city's BS&A online portal.

What requires a permit in Satellite Beach?

Satellite Beach states that most construction, installation or replacement work requires a permit. Its permit page lists structural changes, additions, garages, sheds, screen rooms, decks, docks, roofing, windows and doors, shutters, siding, electrical work, generators, EV chargers, plumbing, water heaters, HVAC, pools, fences, driveways, seawalls, solar and gas work.

The city also identifies limited cosmetic work such as painting, flooring and cabinet replacement without moving plumbing or electrical as examples that may not require a permit. When scope overlaps regulated work, the Community Development Department directs applicants to call before proceeding.

Satellite Beach is a coastal city, so floodplain information is often part of the package. Projects in AE, VE or Coastal A flood zones need floodplain items such as elevation data, flood vents and lowest-floor details.

The city's fee resolution covers permits for new commercial buildings, homes, townhomes and condominiums, additions and alterations, accessory structures, pools, docks and marine structures, and single-trade permits such as plumbing, mechanical, electrical, fuel/gas, specialty trades, fences, signs and re-roofs. Demolition needs its own permit.

Satellite Beach Resolution No. 1075, adopted October 1, 2025, sets the building, development and zoning fees. Construction-related permit fees are based on estimated construction cost; for new construction the city uses the current ICC building valuation data or the contract price, whichever is greater.

The schedule lists $55 for construction valued at $1,000 or less. From $1,001 through $50,000, it lists $55 for the first $1,000 plus $6.25 for each additional $1,000 or fraction. Higher valuation bands use progressively different per-$1,000 rates.

The resolution also lists a 50% plan-review fee for new construction, additions and renovations, a 25% life safety fee for buildings other than single-family homes and duplexes, a $50 additional charge per trade on multi-trade permits, and a $100 demolition permit fee.

Electrical, plumbing, mechanical and other trade permits

The city issues single-trade permits for plumbing, mechanical, electrical, fuel/gas and specialty trades on the same valuation-based fee schedule. A permit that covers several trades costs an extra $50 per trade. Trade contractors need an active state licence in their trade and Brevard County competency or registration where applicable.

The city identifies a typical application package as the permit application and scope of work, a site plan or survey showing setbacks and easements, flood information when applicable, plans, wind-design information and other details required for the project.

Windows, doors, roofing and shutters need product approvals (Florida Product Approval or Miami-Dade NOA). Owner-builders submit the same documents as contractors, must appear in person to sign the permit and the Owner-Builder Disclosure Statement, and provide licence and insurance details for any licensed trades they hire.

Satellite Beach states that all permitted work must be inspected. The BS&A account can be used to schedule or cancel inspections, view inspection results and communicate with the inspector.

Post the permit card on site and provide safe access. A re-inspection after failed work costs $50 the first time, $75 the second time and $100 for each one after that.
