Its permit life is unusually generous and its structural design criteria unusually explicit, which together make it one of the more plannable counties in the state.

The Building and Planning Department accepts online applications for unincorporated Spokane County and for the towns of Rockford and Spangle, with a published map showing the service area before an application is started.

What requires a building permit in Spokane County?

Washington has a mandatory statewide building code. The codes enumerated in chapter 19.27 RCW, the State Building Code Act, are adopted and amended by the State Building Code Council within the Department of Enterprise Services, and they are required in all cities and counties — local government administers and enforces them rather than deciding whether to have them. A city or county may amend the state code, but it amends upward from a floor it cannot opt out of. So the question in Spokane County is not whether a code applies, but which edition is in force and what Spokane County Building and Planning has added to it.

Fees now come before review rather than after it. From the middle of two thousand twenty-five the processing and plan review fees must be paid before the application is routed for review — a project coordinator contacts the applicant by email when the fees are ready, and review only begins once they are paid. On a project with a fixed start date that payment step sits on the critical path.

Addressing is regulated in unusual detail because rural response depends on it. County ordinance requires property addresses to be conspicuously displayed on the building or adjacent to the driveway, with numbers at least four inches high, a half inch stroke width and a contrasting background. Buildings more than a hundred feet from the public way need the address on a sign or post between three and six feet above ground and within twenty-five feet of the right of way.

Residential submittals require foundation plans, floor plans, elevations, cross sections and structural details, with documents saved as individually named files separate from the drawing files. For additions and remodels a key plan for the whole house may be submitted with a partial floor plan covering only the proposed work area.

How Washington contractor credentials work

Washington registers contractors rather than licensing them. Under chapter 18.27 RCW every contractor must register with the Department of Labour and Industries, file a continuous surety bond — thirty thousand dollars for a general contractor, fifteen thousand for a specialty contractor — and keep liability insurance on file. Registration runs for two years and carries no continuing education requirement at the base level. Crucially, registration is not a competence test and it does not authorise trade work: electrical work requires certification under chapter 19.28 RCW and plumbing under chapter 18.106 RCW, each with its own examination and its own programme office.

A general registration does not let anyone touch the wiring or the pipes. A registered general contractor must subcontract electrical and plumbing work to appropriately certified trades, and an electrical contractor licence additionally requires at least one certified electrician on staff.
