Building permits for unincorporated Pend Oreille County are issued by the Community Development Department, 418 S. Scott Avenue, Newport (509-447-4821), open weekdays from 8 a.m. to 4:30 p.m. Every project begins with an approved Site Evaluation Application; the permit applications themselves are filed online, and a permit stays valid for one year and can be renewed four times for $55 each. The county exempts one-story detached sheds and similar buildings up to 600 square feet, and electrical permits come from L&I in Spokane.

What requires a building permit in Pend Oreille County?

The county’s test is whether the work is structural. Its permitting page lists a new home, garage or shop, placing a manufactured home, additions and remodels that change the structure or footprint, adding a heating source such as a propane tank, mini-split or fireplace, a change of use (usually turning a non-residential building into a dwelling), structural sheathing, foundation work, truss repair, and adding bedrooms or bathrooms.

Permit needed

  • New homes, garages and shops, and manufactured home placement
  • Pole buildings over the exempt size
  • Structural remodels, additions and new bedrooms or bathrooms
  • Fireplaces, wood stoves, propane tanks, mini-splits and other HVAC
  • Plumbing remodels and plumbing in accessory buildings
  • Clearing and grading (its own permit)

No building permit

  • One-story detached accessory buildings (tool sheds, playhouses, private garages) up to 600 sq ft, decks and porches included
  • Structures used for a farming operation, if set back from lines and buildings a distance equal to their height
  • Uncovered decks under 600 sq ft, under 30 inches high and not attached to a house
  • Fences up to 8 feet; private greenhouses
  • Cosmetic work such as siding, windows and non-structural roofing

An exempt building still needs an approved Site Evaluation Application for where it sits, and setbacks apply to sheds and woodsheds as much as to houses.

What the county decides and what the state holds

The county’s Building Regulations, approved by the Board of County Commissioners in 2023, adopt the current state editions of the building, residential, mechanical, fire, plumbing, energy and existing building codes, now the 2021 codes, with the 2024 codes due statewide on May 3, 2027. The local amendments are what make the county different: the 600-square-foot accessory building exemption, the farm structure exemption, 8-foot fences, permits that last a year with four renewals, inspections within two working days of 24 hours’ notice, and permission to use sound rough-cut, ungraded lumber or logs with the building official’s approval. Local design values are a 50 psf roof snow load, 110 mph wind (85 mph with deductions), seismic design category C, severe weathering, a 30-inch frost line and ice shield underlayment.

Pend Oreille County building department: who handles permitting

Community Development reviews site evaluations, building, mechanical and plumbing permits, land use, shoreline and floodplain applications for the unincorporated county, and under the county’s building regulations its Planning Commission doubles as the building code board of appeals.

Pend Oreille County permit types and what comes first

Residential permits

Houses and other residential work use the residential application, built to the 2021 building and energy codes and filed with the county’s 2021 energy code forms. Manufactured homes and pole buildings each have their own application, and a manufactured home needing a snow roof is permitted at a higher fee. Every dwelling, including a “hunting cabin” or seasonal cabin of any size, must connect to a permanent potable water source and a wastewater system approved by the health district, so dry cabins are not allowed. A private well must be tested by a state-certified laboratory for bacteria, arsenic, lead, nitrate and uranium before a permit is issued; remodels need only the uranium test unless the others were never done. A site address is required before issuance. The department posts short guides on decks, foundations, framing, HVAC, insulation, plumbing and stairs, and its Geographic Design Criteria sheet, and it provides paper copies of any application to people who call or email.

Commercial permits

Commercial and multifamily projects use the commercial application and the commercial site evaluation, which must be drawn to scale with every property line, setback, water source and sewage system shown. Temporary structures can be permitted for up to 365 days, with longer periods only by the Board of County Commissioners.

What comes before the building permit

  • Site evaluation: the $50 Site Evaluation Application, with a scaled sketch of the parcel, is checked against the setback rules. It must be approved before any other application can be filed; the county’s public Site Planner map helps with the sketch.
  • Setbacks: 25 feet from the front line and from road rights of way; 5 feet from side and rear lines for the first 25 feet of building height plus a foot for each foot above; 5 feet for porches, decks and overhangs; 2 feet for heat pumps and other equipment.
  • Septic: the Northeast Tri County Health District permits septic systems, and adding a bedroom triggers its review of the existing permit. Its offices open Monday to Thursday from 7:30 a.m. to 4:30 p.m. and Friday until 11 a.m., and it is launching an online system for septic and other environmental health permits.
  • Shorelines and floodplains: a shoreline exemption is $400 and a substantial development permit $500; a floodplain development permit is $150 ($450 with SEPA review).
  • Water: the fee schedule lists a $700 Water Resource Inventory Area 55 fee, included with the completed permit fee where it applies; ask the department whether it applies to your parcel.

Pend Oreille County permit fees

Building permit fees are based on square-footage valuations published by the International Code Council and adopted by the Board of County Commissioners, with the fee table itself adopted by county resolution (Table 1-A in the 2023 Building Regulations). The department asks applicants to call for a project-specific figure. The flat fees are on the schedule posted as the “2025 Fee Schedule Effective 05-01-25”, whose pages are headed “Updated February 2023”.

The state building code fee under RCW 19.27.085 ($6.50 for a residential permit, $25 for a commercial one) is added to the building permit; the posted schedule does not list it separately. Refund requests must be made in writing within 180 days of payment and before a decision; they are capped at 80 percent once processing has started and 50 percent once a public notice has been mailed, and nothing is refunded after a decision or hearing.

Trade permits and who may pull them

The county issues its own fireplace and mechanical permit (HVAC work, propane, fireplaces and wood stoves, $114.50) and a plumbing permit for plumbing remodels and plumbing in accessory buildings. The county’s FAQ sends electrical work to L&I in Spokane, and L&I issues electrical permits everywhere in the county, Newport included, because no Pend Oreille County city runs its own electrical program.

  • Manufactured home installation: under the county’s building regulations the owner or installer must hold the installation permit before the home is set, and a dealer may not deliver until it has checked that permit. Homes built before 1978 may not be permitted or moved within the county, and in the 100-year floodplain the first floor must sit at least a foot above base flood elevation. Changes to the home’s own plumbing, wiring, heating or structure follow L&I’s rules.
  • Sprinklers: the county’s amendment to residential code section P2904.1 states that automatic sprinkler systems are not required in Group R-3 occupancies.

How to apply for a Pend Oreille County building permit

1. Check the jurisdiction

Inside Newport, apply to the city; elsewhere, Community Development.

2. File the Site Evaluation

Submit the residential or commercial Site Evaluation with a sketch of the parcel and wait for approval.

3. Arrange water, septic and address

Get the health district’s septic approval, the well tests and a site address.

4. Apply online

Choose the right CivicReview application and attach every item on its checklist; incomplete applications are not reviewed.

5. Pay and collect the permit packet

The permit issues once fees are paid; keep the packet on site.

6. Book inspections

Call 509-447-6454 before 3 p.m. for the next business day.

Review, corrections and what causes delay

The Site Evaluation is the first gate: it cannot be filed together with the permit application, so a sketch that breaks a setback has to be redrawn before anything else moves. Applications are reviewed only when complete. Projects begun under one code edition are finished under it unless the newer code is less restrictive and the applicant chooses it. A permit lasts one year; renewals ($55, up to four) must be requested within the year and need visible progress, and an expired permit means a new permit priced on the work left.

Inspections in Pend Oreille County

Inspections are scheduled Monday to Thursday on 509-447-6454, for a day rather than a time. Requests made before 3 p.m. go on the next business day’s schedule and later ones on the second business day; same-day inspections are not scheduled, and north county jobs are prioritized on Tuesdays and Thursdays. Have the permit number, site address, contact name and phone, inspection type and any gate code ready.

The site must be inspection-ready from 8 a.m. to 4:30 p.m. on the day, with the permit packet on site, dry and visible, and the address posted at the driveway entry; missing either can fail the inspection and add a fee. The county’s insulation inspection follows its local amendment: after air-sealing foam is applied and the insulation and vapor barriers are in place.

Code editions and flood maps

The county applies the current state codes as adopted by the State Building Code Council. FEMA’s Community Status Book lists Pend Oreille County, Cusick, Ione, Metaline, Metaline Falls and Newport as participating in the National Flood Insurance Program. The county links FEMA guidance on ground anchors and foundation systems for manufactured homes in flood areas.

Washington has a mandatory statewide building code under chapter 19.27 RCW that every city and county enforces and may make stricter; electrical permits come from the Department of Labor and Industries unless the city runs its own program or Tacoma Power serves the site. Pend Oreille County building permit FAQ

How big a shed can I build without a permit?

A one-story detached accessory building up to 600 square feet, including stand-alone decks or porches, needs no building permit, but it still needs an approved Site Evaluation and must meet setbacks.

How long is a building permit valid?

One year from issue. It can be renewed up to four times for $55 each, for five years in total, if you apply within the year and show progress.

Can I build a dry cabin?

No. Every dwelling, including seasonal and hunting cabins, needs a permanent potable water source and a health-district-approved wastewater system.

When will my inspection happen?

Call 509-447-6454 before 3 p.m. for the next business day; inspections run Monday to Thursday and same-day requests are not scheduled.

Who issues building permits in Newport?

The City of Newport, through its contractor J.A. Sewell & Associates; send applications to the city and call 208-263-4160 for inspections.

Where do I get an electrical permit?

From L&I, 901 N. Monroe Street, Suite 100, Spokane (509-324-2600).

Do I need a permit for new siding or windows?

No. The county treats siding, windows and non-structural roofing as cosmetic work that needs no building permit.

Permit search and official resources

For the permit history of a property, ask Community Development on 509-447-4821 or use the county’s public records request process; the health district keeps the permit records for completed septic systems and explains on its site how to request them. Newport keeps its own permit files, and L&I holds electrical permits.

Inspections are where schedules slip.
