Warrenton is a town in Fauquier County that runs its own building office. The Department of Community Development at 21 Main Street (540-347-2405) issues building, electrical, plumbing, mechanical and gas permits together with zoning permits on a single Building / Zoning Permit application, online or by email. A new house costs $0.14 per square foot plus $0.03 per square foot for plan review, and exterior work in the Historic District needs a Certificate of Appropriateness first.

What requires a building permit in Warrenton?

Community Development’s “Do I Need a Permit?” sheet covers one- and two-family houses and townhouses. Apartments and condominiums are treated as commercial projects.

Building permit required

  • Additions, garages and carports
  • Porches or decks with a floor 30 inches or more above grade, or steps with 4 or more risers
  • Replacing deck guard rails, framing or posts
  • Finishing a basement, and adding a wet bar or food-warming kitchen
  • Sheds over 256 sq ft
  • Retaining walls holding back more than 4 ft of fill, or any wall carrying load from above
  • Pools and spas deeper than 2 ft, larger than 150 sq ft and over 5,000 gallons, and any pool barrier
  • Structural changes and alterations to plumbing, electrical or HVAC systems
  • New electrical circuits, lawn irrigation systems, fireplaces, inserts and wood stoves
  • Replacing a gas or oil furnace, gas logs or a gas appliance
  • Ramps, grab bars, lifts and other accessibility upgrades

No building permit

  • Sheds of 256 sq ft or less (zoning permit needed)
  • Fences that are not pool barriers (zoning permit needed)
  • Landscape retaining walls under 4 ft
  • Patio slabs on grade (zoning permit needed)
  • Re-roofing and siding repairs on a house
  • Replacing deck boards on the walking surface
  • Windows and doors swapped into the existing framed opening
  • Re-glazing

A zoning permit is its own requirement whenever you replace a fence or shed or build an accessory structure such as a garage or carport. Interior work needs no zoning review. Working on weekends or after hours needs the Town Manager’s permission.

The Town’s authority stops at the corporate limits. A property just outside them, even one on Town water and sewer, is permitted by Fauquier County, and the Town’s utility page notes that out-of-town customers must pay their connection fees to the Town Finance Department before the County will issue the building permit.

Warrenton permit application and forms

Warrenton merged its building and zoning forms into one Building / Zoning Permit application. You tick the scope, from fence or shed up to new building, electrical, plumbing, mechanical, gas, demolition, pool or sign, and list each contractor with a state licence number. If zoning review is needed it happens inside the building review, and staff may ask for a plat or survey showing the structure and its setbacks.

Applications can be submitted and paid through the Town’s online permit portal, emailed to permittech@warrentonva.gov, mailed, or brought to the office. Forms that go with them:

  • Homeowner as Contractor Form, for an owner doing some or all of the work on their own home. It cannot be used for commercial buildings.
  • Gas Piping Application Form for new or modified gas work, and a Gas Self-Inspection Certification that is accepted only from DPOR-licensed gas fitters.
  • Wet Bar Declaration, required with any wet bar or basement plan that includes one.
  • Vent/Chimney Certification Form, required with a new chimney or fireplace application.
  • Accessibility Certification Statement, for changes to a commercial tenant space.
  • Asbestos Abatement Form and Mechanic’s Lien Agent Form.
  • Typical Deck Details Packet and Typical Basement Details Packet; the deck packet has a drawing page that can be submitted as the plan.
  • Statement of Special Inspections and the Residential Third-Party Inspection Form.

Contractor business licence: for a job valued under $25,000, attach a copy of the business licence from your home locality. At $25,000 or more you must apply for a Town of Warrenton business licence through the Tax Administrator, whether or not you have a location in town.

Permit fees in Warrenton

  • The Wet Bar Declaration, Vent/Chimney Certification or Gas Piping Application, where the work includes those items
  • For commercial tenant work, the Accessibility Certification Statement, and a Statement of Special Inspections when the structure calls for one
  • The Certificate of Appropriateness, for exterior work in the Historic District
  • A Land Disturbance Permit or, for a single-family house, an Agreement in Lieu of an Erosion and Sediment Control Plan

How to apply: 6-step Warrenton permit process

1. Check the town limits

Warrenton permits only property inside the corporate limits; a Warrenton mailing address outside them belongs to Fauquier County.

2. Clear the Historic District

For exterior changes in the district, apply for the Certificate of Appropriateness by 4:30 p.m. on the first of the month.

3. Complete the combined application

One Building / Zoning Permit form covers the building work, each trade and any zoning review.

4. Submit and pay

Use the online permit portal, email permittech@warrentonva.gov, or file at 21 Main Street. Contractors on jobs of $25,000 or more also need a Town business licence.

5. Post the permit

Display it in a window or doorway visible from the street and keep the approved plans on site, on paper or digitally.

6. Call for inspections

Phone 540-347-2405 with the permit number and address, through to the final inspection and Certificate of Occupancy.

Warrenton building inspections and final closeout

Inspections are scheduled by calling Community Development at 540-347-2405 with the permit number and the address. The permit holder is responsible for requesting each one before the work is covered. The Town’s Required Inspections sheet lists the usual sequence:

  • Electrical service, footings and poured concrete walls
  • Plumbing groundwork under test, trenches and concrete slabs
  • Backfill, after waterproofing and foundation drainage
  • Fireplace hearth, throat and thimble
  • Close-in for framing, electrical, mechanical and plumbing, then insulation
  • Tank and gas line under pressure test
  • Final inspection and Certificate of Occupancy

A permit needs an inspection at least every 6 months to stay alive; without one you have to request an extension, which costs $45 per 6 months. The Building Official can also set a 3-year limit for finishing a new detached house, an addition to one or a residential accessory structure. An after-hours inspection is $200.

Third-party inspections: approved private inspection agencies may inspect in place of Town staff under the Town’s Third-Party Inspections Policy, with reports filed on the Town’s form. Erosion controls can be inspected at any time by the Stormwater Administrator.

Local Warrenton permitting details

Historic District: the Town designated its Historic District in 1982, covering the central business district and 5 surrounding residential neighborhoods. A Certificate of Appropriateness must be obtained before exterior alterations there. Applications are due by 4:30 p.m. on the first of the month, or the next business day, and are decided by staff or by the Architectural Review Board, which generally meets on the fourth Thursday at 6:30 p.m. at Town Hall. Applicants must attend. Review costs $50 for a residential property, $100 for non-residential and $25 for an administrative review.

Land disturbance: no land-disturbing activity may start until a Land Disturbance Permit has been approved by the Town, and the approved permit must be posted on site. The Town has separate applications for sites under and over 1 acre. The fee for a single-family lot disturbing less than 10,000 sq ft is $200.

Signs: a sign permit is $50 plus $2 per square foot.

Water and sewer laterals: replacing a lateral from the street needs a permit and a cleanout built to the Town’s facility manual. Public Works (540-347-1858) answers lateral and irrigation backflow questions.

Zoning letters: a Zoning Confirmation Letter is $30 and a formal Zoning Determination, which can be appealed, is $350 and is issued within 90 days.

Virginia building code

Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works

Warrenton building permit FAQs

Yes. Although it is a town inside Fauquier County, Warrenton has its own Building Official and inspectors in the Department of Community Development at 21 Main Street. Fauquier County permits property outside the town limits.

How much is a building permit in Warrenton?

A new house is $0.14 per square foot with a $100 minimum, plus residential plan review at $0.03 per square foot. Residential alterations are $0.13 per square foot with a $75 minimum, and an accessory structure is $50. A 2% state levy applies.

Both need a zoning permit, which costs $75. A building permit is added only for a shed over 256 sq ft or a fence that serves as a pool barrier.

Can a homeowner pull a permit in Warrenton?

Yes, for their own home, by filing the Homeowner as Contractor Form with the application. The form is not accepted for commercial buildings.
