The City of Waynesboro Building Division, part of the Building & Zoning Department at 230 S. Wayne Avenue (540-942-6628), issues building, electrical, mechanical, plumbing and gas fitting permits for property in the city. Waynesboro is not part of Augusta County, so the county has no role. A new house is charged $0.15 per square foot of gross floor area plus $50 for each trade permit, and the City asks for at least 15 business days for residential plan review.
What requires a building permit in Waynesboro?
The Building Division’s answer is broad: any construction, alteration, enlargement, replacement, repair or maintenance of a structure or its equipment needs a permit, and that includes accessory structures. It then lists common jobs that do not.
Permit required
- New houses and additions
- Alterations to an existing structure and changes of use
- Decks and patios (ticked on the building application)
- Detached garages, storage buildings and carports
- Fences and pre-built storage buildings
- Above-ground and in-ground swimming pools
- Masonry flues
- Manufactured home placement
- Demolition, signs, fire suppression systems and telecommunication towers
No permit
- Installing or replacing gutters
- Installing or replacing roof covering on a house
- Installing or replacing vinyl siding
- Painting, wallpaper, carpet, laminate and other cosmetic work
- Replacing cabinets
- Replacing residential fixtures such as lights, bathtubs, sinks and toilets
- Replacing residential windows
Fences, pools and detached storage buildings or garages go on the City’s separate Accessory Structure Permit Application, which is reviewed against the accessory-structure rules in the zoning chapter of the City Code. Accessory structures over 256 sq ft need continuous footings.

Several approvals sit with the Public Works Department instead: curb and gutter work, entrance permits, land disturbance approval, right-of-way permits and water and sewer connections.
Waynesboro permit applications and forms
Waynesboro does not run an online permit portal. Applications are PDF forms from the Building Division’s Forms & Applications page, handed in as one complete package with plans, site plan and fees.
- Building Permit Application, for residential, multi-family, commercial and industrial work: new construction, additions, decks and patios, alterations and changes of use.
- Accessory Structure Permit Application, for detached storage buildings and garages, fences and pools.
- Electrical / Plumbing / Mechanical / Gas Fitting Permit Application, one form for all 4 trades.
- Demolition Permit Application and Manufactured Home Placement Application.
- Asbestos Certificate of Compliance, which must accompany every Building Permit Application and Demolition Permit Application.
- Sign Permit Application, Fire Suppression Permit Application, Telecommunication Towers and Amusement Device forms.
- Revision to Approved Building Permit and Revision to Approved Trade Permit.
- Special Power of Attorney Form, required when a tenant or lessee applies for the owner.
- Statement of Special Inspections Agreement and Third-Party Inspector Preapproval.
- Certificate of Occupancy Request for Existing Structure and Temporary Certificate of Occupancy Request.
Property owners and Virginia-licensed contractors can apply. A contractor attaches a copy of the state licence and needs a current City business licence from the Commissioner of the Revenue; homeowners do not need a business licence. An applicant who is not a licensed contractor signs the affidavit on page 3 of the building application.
Waynesboro permit fees
The City posts a Residential Permit Fee Schedule for use groups R-3, R-4 and R-5. It carries no date; City Code section 18-38 reaffirmed the existing schedule when the building chapter was re-adopted on August 24, 2020. Rates per square foot are calculated on gross floor area.
| Permit type | Fee |
|---|---|
| New construction, including additions | $0.15 per sq ft, $50 minimum |
| Alterations to an existing structure | $0.05 per sq ft, $50 minimum |
| Accessory structures: garages, storage buildings, carports, decks, swimming pools | $0.10 per sq ft, $50 minimum |
| Fences, pre-built storage buildings, masonry flues | $25 |
| Manufactured home placement | $75 |
| Electrical, mechanical, plumbing or gas fitting: new single-family dwelling | $50 per trade |
| Trade permit: new multi-family dwelling, additions and alterations | $0.05 per sq ft, $50 minimum |
| Re-inspection, after the first one | $50 |
Not sure this scope needs a permit?
Get a free quote →For example, a new house with 2,000 sq ft of gross floor area is $300 for the building permit, plus $50 each for the electrical, mechanical and plumbing permits, or $450 before any gas fitting permit.
The schedule does not cover commercial or industrial work. The City quotes those fees from the Building & Zoning office at 540-942-6628. Commercial projects also pay for site plan review: $250 for a site under 3 acres, or $250 for the first 3 acres plus $20 for each additional acre or part of one, with $100 for a revision to an approved plan.
When the owner is the applicant, section 18-37 of the City Code requires any debt to the City that is a lien on the property to be paid in full before the permit is issued.
Electrical, plumbing, mechanical and gas work in Waynesboro
The building permit does not cover the trades. Electrical, plumbing, mechanical and gas fitting each need their own permit, all requested on the combined trade application. Typical residential charges:
| Permit type | Fee |
|---|---|
| Electrical: new service, service change or temporary service | $50 each |
| Mechanical: add or replace a heating or air conditioning system | $50 per dwelling unit |
| Plumbing: new single-family dwelling | $50, including water and sewer lines done by the same contractor |
| Plumbing: new or replaced water or sewer line | $50 |
| Gas: natural gas line, or interior or exterior LP gas line | $50 each |
| Gas appliance with its line, complete installation | $50 |
Fire suppression work has its own permit application, and the City keeps sprinkler material and test certificates and a fire alarm record of completion among its forms. The Building Division also publishes information sheets for generators and alternative energy systems.
Waynesboro application documents
The City wants everything submitted together. What goes in depends on whether the project is a one- or two-family dwelling:

Building plans must show the full scope of work (with phases, if any), floor plans with room labels and dimensions, front, side and rear elevations with final grade and roof pitch, a foundation plan, the floor and roof systems with sizes, spacing and spans, a wall section from footing to roofing, and the braced wall lines and panels. For interior alterations and additions, show both existing and proposed layouts.
Site plans for houses must show property lines, adjacent streets and alleys, rights-of-way and easements, setback lines, every existing and proposed structure with distances to the lot lines, driveways and parking, and the lot coverage as a percentage of impervious area.
The City’s design standards for plans are a 24-inch frost depth, a 43 psf ground snow load, Seismic Design Category B, a 16°F winter design temperature, severe weathering and moderate to heavy termite exposure. Design wind speed varies across the city, so the office gives it per site.
How to apply: 6-step Waynesboro process
Only parcels inside the Waynesboro city limits are handled at 230 S. Wayne Avenue; Augusta County permits everything outside.

Arrange entrance permits, land disturbance approval, curb and gutter work and water and sewer connections with the Public Works Department.
Bring the application, Asbestos Certificate of Compliance, plan sets, site plans and fees to the Building & Zoning Department.
Residential projects that need plan review take a minimum of 15 business days; building, zoning and erosion control each sign the application.

Inspections are booked by phone at 540-942-6628. The Required Inspections page asks for at least 24 hours’ notice, and the Building Division’s FAQ recommends calling 48 hours ahead. The required stages are:
- Footing: after excavation, forms and reinforcement, before concrete.
- Slab: basement and floor slabs and poured foundation walls, to check vapor barriers, reinforcement and perimeter insulation.
- Foundation and drain tile: after damp-proofing and anchor bolts, before backfill.
- Rough-in: electrical, mechanical, plumbing and gas fitting, before concealment.
- Framing: once the building is in the dry, before insulation. Truss plans must be on site.
- Insulation: before concealment, together with fire and draft stopping.
- Final: when all trades are complete and the structure is ready for occupancy.
For the final, provide a ladder for access, have the utilities on, the off-street parking in place, any required landscaping done and the address displayed so it can be read from the street. Work that needs more than one re-inspection is charged $50.
A permit expires after 6 months with no activity or no inspections. A Certificate of Occupancy for new construction follows the approved finals. For an existing structure you apply separately with a floor plan, a certificate that there are no current Statewide Fire Prevention Code violations, and the fee.
Local Waynesboro requirements that matter
Site development plans: required for any construction, expansion, reconstruction or alteration of a building or use other than a one- or two-family dwelling, and even for re-striping a parking lot. The submission is the application, 4 copies of the site plan no larger than 24 by 36 inches, 2 sets of erosion and stormwater calculations and electronic copies. Building & Zoning staff collect the departments’ comments into a single response, and the City may require a pre-application conference for large projects.
Demolition: written proof of disconnection from every utility serving the building is required before a demolition permit is issued. The City’s contact sheet lists its Water & Sewer Department at 540-942-6624.
Want this handled start to finish?
Get a free quote →Land disturbance: the City’s erosion and stormwater ordinance regulates land disturbance of 10,000 sq ft or more. The Engineering Division of Public Works manages erosion and sediment control, right-of-way permits and entrance permits.
Floodplain: the building application asks whether the property is in the floodplain, and site plans must show flood hazard areas from the City’s flood insurance maps.
Signs and home businesses: a permanent sign permit is $75 per sign, a temporary sign permit $50 and a home occupation permit $50, all through Building & Zoning.
Business licence: the building application asks contractors to confirm they are licensed with the Waynesboro Commissioner of the Revenue when gross receipts exceed $25,000 a year.
Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works
