Inside the City of Fairfax, building, electrical, plumbing, mechanical, gas and fire protection permits come from the City’s Office of Code Administration, part of the Fire Department, and are filed online in the City of Fairfax Permit Portal. A new house is charged $0.11 per inspectable square foot under the FY 2027 rates, the minimum permit fee is $93.60, and the City currently reviews building permits within 4 weeks of accepting the application. Addresses outside the city limits belong to Fairfax County, which runs a separate system.
What requires a building permit in the City of Fairfax?
Code Administration’s Permit FAQs list the work that needs a building permit. The list is not exhaustive, and the office answers scope questions on 703-385-7830.
Permit needed
- Adding, removing or changing walls, load-bearing or not
- New or modified framing, and new or resized window and door openings
- Decks, footings, new foundations and foundation repair
- Detached sheds, greenhouses, trash enclosures and gazebos over 256 sq ft
- Commercial tenant fit-outs and changes of occupancy

Trade permit not needed

- Mechanical equipment replaced in kind in the same location
- Plumbing fixtures replaced in kind in the same location, except shower pans
Gas work is treated differently: replacing a gas water heater, stove or range needs a gas permit even when it is like for like. A gas water heater needs a gas permit and a plumbing permit; an electric one needs an electrical permit and a plumbing permit. Solar panels need a building permit and an electrical permit.
Who issues building permits in the City of Fairfax?
The City of Fairfax is an independent city, so Fairfax County does not permit work here. The Office of Code Administration, which shares an office with the Fire Marshal, reviews building plans, issues residential and commercial construction permits and inspects the work. Zoning permits, site plans and architectural review belong to the Department of Community Development and Planning.

Rather talk it over?
Call 1-855-478-4290 →Where a stop work order is issued because a trade permit was never obtained, the schedule adds an administrative fee of 200% of the permit fee, up to $250. Fire alarm, sprinkler, standpipe and range hood suppression work needs a fire protection permit, and the Fire Marshal issues Fire Prevention Code permits for uses such as places of assembly, tents and hazardous materials.
City of Fairfax application documents
The City’s how-to-apply guides, updated August 12, 2026, list what to upload. Staff may ask for more or less depending on the scope.
Residential
- Building plans as a single PDF; sheets uploaded one by one are not accepted
- A plat or site plan, to scale, if the work affects the exterior, showing the location and dimensions of the improvement
- Owner Authorization Form signed by the applicant and the owner
- Virginia contractor’s licence, or a signed and notarized Owner Exemption Statement
- City of Fairfax business licence where the contractor needs one
- Asbestos Affidavit for existing buildings
Commercial
- Building plans as a single PDF
- Virginia contractor’s licence and City business licence
- Asbestos Affidavit, with the abatement report if one applies
- Accessibility Compliance Form
- A separate commercial zoning permit application when staff ask for one
Uploaded plans must be named in the City’s format: address, document type, record type and submission number. For very basic work, drawings may not be required, and a contractor can draw simple changes; larger jobs may need plans from a Virginia-licensed architect or engineer.
Review times: the guides say zoning permits are currently reviewed within 2 weeks of application acceptance and building permits within 4 weeks, and the building permit is not issued until the zoning permit is approved. The Permit Review Metrics page gives up to 3 weeks per residential submission and up to 4 weeks per commercial submission, and publishes six-month averages by permit type.

Use Register Now on the portal home screen and allow pop-ups for the site.
Choose Apply for a Building Code Permit, answer the intake questions and search the address by street number and name only. For residential work this creates the zoning record (ZON).
Add the single-PDF plan set, the plat and the Owner Authorization Form, then submit and note the record number.
Staff email a link to a temporary record (TMP). Add the contractor or mark it TBD, give the scope and job cost, and upload the licence and asbestos documents to receive the BLDR or BLDC number.
Pay the review invoice online through Pay Fees Due, and file each electrical, plumbing, mechanical or gas permit against the building record.
Portal emails come from Auto_Sender@Accela.com; resubmit through the portal when comments arrive.
Schedule inspections in the portal. The permit is finaled by email once the last inspection passes.
City of Fairfax building inspections and closeout
The permit holder is responsible for scheduling. In the portal, open the record, choose Inspections, then Request an Inspection, and pick a morning slot (7:00 to 11:30 a.m.) or an afternoon slot (12:00 to 2:30 p.m.). A next-day inspection has to be booked by 3:00 p.m. on the previous business day, and someone must be on site to meet the inspector. You do not have to be the applicant to book, but you do need a portal account.
Building inspections run from footing, foundation, slab and backfill through wind bracing, framing, close-in and insulation to the final. The final building inspection can only be scheduled once every trade permit is finaled, or with the trade finals booked for the same slot.
To cancel, call 703-385-7830, ideally at least 24 hours ahead. Booking an inspection before the work is complete can bring a re-inspection fee, and the fee schedule bills non-compliance inspections (two or more follow-up visits) at $90 per hour per inspector.
New houses: a wall check survey goes to Zoning when the foundation inspection is scheduled, with a height certification if the house will be within 3 feet of the district’s height limit. After construction, a house location survey is submitted and Residential Use Permit inspections by zoning, public works and architectural review staff are booked. The Certificate of Occupancy and Residential Use Permit are issued through the portal once those and the final building inspection pass.
Local City of Fairfax requirements that matter
House grading plan: a new house needs an approved house grading plan, an engineering review coordinated by zoning staff across several departments that the City says often takes several months. The building permit can be filed at the same time but is not issued until the grading plan is approved.
Want this handled start to finish?
Get a free quote →Site plans: a new commercial building needs an approved site plan before its building permit is issued. Minor site plan review is $4,000 and major review $9,000, plus itemized fees.
Land disturbance and stormwater: Public Works inspects erosion and sediment control on any land disturbance over 2,500 sq ft. The erosion and stormwater management fee is $775 for up to half an acre of disturbed land, plus $140 per disturbed acre beyond that.
Floodplain and Resource Protection Areas: a residential floodplain permit that does not need a special exception is $775, and an RPA delineation or determination is $390.
Architectural review and trees: certificates of appropriateness from the Board of Architectural Review and tree removal permits are both filed in the Permit Portal.
Business occupancy: a Commercial Use and Occupancy permit is approved by zoning staff and passed to Code Administration; the Fire Marshal then decides whether a use inspection is needed, typically when the use is changing or the space has not been inspected for 2 years or more.
Pre-construction meetings: projects tied to an approved site plan generally need an on-site pre-construction meeting, requested the same way as an inspection.
Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works
