Building, electrical, plumbing, mechanical and gas permits inside the City of Falls Church are issued by the City’s Department of Code Administration, formed on July 1, 2026 from the former Zoning and Building Safety divisions. Applications and plans are emailed to the Permits Counter as PDFs and reviewed by Zoning first, then Building Safety. New fees took effect on July 1, 2026: the minimum permit fee is $91.50, and simple residential plans are typically reviewed in 2 weeks.
What requires a building permit in Falls Church?
The City’s guidance for single-family houses draws the line as follows. Multifamily and commercial work follows different rules.
Permit needed
- Adding, removing or changing the height of any wall, load-bearing or not
- Adding an opening, or changing the size of a window or door opening
- Any work on the framing of walls, floors, ceilings or rafters
- Moving or adding a plumbing fixture
- Adding electrical fixtures
- Any gas work, including swapping a stove, furnace or fireplace insert
- Decks, with a framing plan and a survey plat
- A fence that protects a swimming pool
No permit on a single-family house
- Painting, flooring, cabinets, paneling and drywall
- Replacing windows and doors without changing the opening
- Re-roofing, unless rafters or a major part of the decking are replaced
- Replacing an A/C unit or heat pump
- Replacing a sink, disposal or toilet in the same place
- Replacing an outlet, switch or ceiling light fixture
- Fences, other than pool fences
- Storage sheds and playhouses under 256 sq ft
Fences and small sheds still go on the City’s Building Permit Waiver for Fences and Sheds form, filed with a plat showing the location. A shed must sit 5 feet from the property line and 10 feet from the house, and be no taller than 12 feet to the midpoint of the roof.
Who issues building permits in Falls Church?
Falls Church is an independent city, so no county permits work inside its limits. The Department of Code Administration handles permits, inspections, certificates of occupancy, zoning administration and property maintenance from one counter.

Falls Church permit applications and filing routes
Every permit needs a signed application form, and the City asks for the newest version of each form from its forms page. Separate applications exist for building, electrical, fuel gas, mechanical, plumbing and fire suppression work. Low-voltage wiring and sump pumps go on a building permit application, not an electrical or plumbing one.
- Addendum to Building Permit Application for Exterior Work: required for any project with exterior work, unless it already has a grading plan or site plan.
- Asbestos Certification: required for all commercial jobs and signed by the building owner.
- Accessibility Compliance form: required for all commercial renovation jobs.
- Building Permit Waiver for Fences and Sheds: used in place of a permit for ordinary fences and sheds under 256 sq ft.
How to file: email everything to the Permits Counter in PDF format; the mailbox accepts files up to about 24 MB. Larger sets can be brought in on a USB flash drive, sent on a CD or DVD, or shared as a download link that needs no login. Plans should be one PDF, or two at most. Photographs of forms are not accepted.
Over the counter: like-for-like appliance replacements, simple work that can be checked at inspection, such as an electric service heavy-up, and trade work already shown on an approved building permit can be issued without plan review.
Permit fees in Falls Church
City Council adopted a new fee schedule on May 11, 2026 (Ordinance 2114, City Code Chapter 15), effective July 1, 2026. Most fees rose about 35%; most had not changed since 2016. Fees are based on the amount of work, by square footage or item count, never on construction cost. The fee due is the one in force on the day you pay.
The code lists base fees: $0.75 per inspectable sq ft for single-family work, $0.90 for commercial and multifamily, a $75 minimum, and plan review at 30% of the permit fee or $125, whichever is greater. A 10% technology fee, a 10% administrative fee and the 2% state levy are added to each. The figures below, from the City’s fee guides, already include those additions.
| Project | Fee |
|---|---|
| Minimum fee for any permit | $91.50 |
| Small residential project, up to about 600 sq ft | $152.50 + $0.915 per sq ft |
| Residential project over about 600 sq ft | $1.1895 per sq ft, plan review included |
| Small commercial project, up to about 500 sq ft | $152.50 + $1.098 per sq ft |
| Commercial project over about 500 sq ft | $1.4274 per sq ft, plan review included |
| Demolition | $18.30 per 1,000 sq ft of floor area or part; $91.50 minimum |
| Residential deck, 200 sq ft | $335.50 |
| Residential garage, 300 sq ft | $713.30 |
| Residential remodeling, 1,000 sq ft | $1,189.50 |
| Addition, 20 ft x 30 ft, two floors and basement | $2,854.80 |
| Commercial tenant fit-out, 2,000 sq ft | $2,854.80 |
| New house, about 4,500 sq ft of floor area | About $7,500 |
Not sure this scope needs a permit?
Get a free quote →Square footage counts decks, floors and roofs. A deck or an interior remodel is charged on its floor area only, but a porch, garage, addition or whole building also counts the roof: a 15 ft x 20 ft garage is charged as 600 sq ft, and the 20 ft x 30 ft two-story addition with a basement as 2,400 sq ft.
No payment is due at application; fees are paid when the permit is ready to issue. The exception is a commercial job over 15,000 sq ft, where the estimated plan review fee of 27 cents per sq ft is due at submission. Cash, checks and cards are accepted, with 2.95% added to card payments. Demolition also needs a cash escrow of $1 per sq ft of building, $1,000 minimum, returned when the site is left safe. Non-emergency work without a permit carries a $200 investigation fee under the code.
Electrical, plumbing, mechanical and gas permits in Falls Church

|---|---|
| Electrical circuit | $8.54 |
| Switch, light fixture, receptacle up to 20 A, hard-wired smoke detector | $6.10 each |
| Electrical service, or panel, up to 600 A | $91.50 each |
| Service heavy-up (typical total) | $183 |
| Gas appliance: stove, water heater, generator, fireplace | $48.80 |
| Gas piping | $103.70 per floor, regulator included |
| Air conditioner or heat pump | $42.70 per ton or part of a ton |
| Ductwork, single-family | $91.50 per floor on which duct is run |
| Plumbing fixture | $24.40 |
| Water or sewer pipe | $91.50 per floor |
| Install or repair a water or sewer service | $91.50 |
Rather talk it over?
Call 1-855-478-4290 →Replacing a gas dryer, furnace, stove or water heater costs the $91.50 minimum, and a one-for-one gas furnace swap needs only a gas permit. Any job that runs or changes gas pipe, or raises an appliance’s rating, must have a gas riser diagram approved before the permit is issued. Fire alarm, sprinkler and hood suppression permits share one application form but each needs its own permit and plans, with a $305 base fee.
Falls Church applications and supporting documents
A contractor applying for a permit provides a copy of the original Virginia contractor’s licence (a printout of the state website is not accepted) and a form processed by the Commissioner of the Revenue: either a business licence application or a waiver. The City recommends that owners take out permits only when they will do the work themselves. The Permit Holder section can be left blank at submission and completed before issue.

Commercial plans add

- Architectural, mechanical, electrical, plumbing and structural sheets
- A code analysis on difficult plans
- Asbestos Certification and, for renovations, the Accessibility Compliance form
Work in any building over 3 floors or over 5,000 sq ft generally needs plans signed and sealed by a Virginia architect or engineer. Residential plans need not be drawn by a design professional. PDFs must be unrestricted so reviewers can mark them up, and applicants should not annotate in red, which is reserved for City comments.
A residential backup generator is reviewed only once the whole package is in: electrical and gas permit applications, the exterior work addendum, a plat showing the generator, a gas riser diagram, an electrical interconnection diagram and the manufacturer’s sheets for the generator and transfer switch.

Compare the work with the City’s permit and no-permit lists; fences and small sheds use the waiver form.
Fill in the current application for each permit type, plus the exterior work addendum, asbestos and accessibility forms where they apply.
Send the application, plans and supporting paperwork to Permits@fallschurchva.gov.
Zoning reviews first, then Building Safety, and Public Works if there is exterior work. Reviewers contact the applicant directly with questions or rejections.

Falls Church building inspections and final closeout
The permit holder is legally responsible for requesting inspections. Appointments are made no sooner than the next business day and are typically one or two days out; a request sent after 4:30 p.m. is treated as received the following day. The City gives a specific time and allows up to an hour for delays. An online request is not confirmed until the Permits Counter replies by email with the date and time.
All City inspectors are combination inspectors, so a job with several trades books one appointment for everything that is ready. Only one appointment can be open on a job at a time; the next is requested after that inspection is done. Someone qualified, ideally the person who did the work, must meet the inspector.
A fee of $91.50 is charged for a same-day cancellation, when the work is clearly not ready, or when nobody is on site. That is the $75 reinspection fee in the City Code plus the standard additions, and it replaces the $55 charge still quoted in the text of the City’s inspections page. After-hours inspections, with the building official’s consent, cost $150 per hour with a one-hour minimum.
The request form lists the inspection stages, from pre-demolition, footing, foundation wall and slab through sheathing, braced wall, framing, trade close-ins and insulation to the final building and trade inspections. A final certificate of occupancy for a residential building is $300 under the code.

Review times: Building Safety’s estimates are 2 weeks for simple residential work (a deck, a kitchen or basement remodel), 3 to 4 weeks for a new house or major addition, 3 to 4 weeks for simple commercial work and 4 to 6 weeks for major commercial work. These are estimates for the review, not a promise of approval.
Grading plans: a single-family lot grading plan is reviewed in 15 business days for the first submission, 10 for the second and 5 for later ones, and can be reviewed alongside the building plans. Once it is approved there is a 10-day public notice and a SMRT meeting before final approval. The City Code sets the development review fee for a single-family grading plan at $2,160 under half an acre of disturbed area and $3,780 at half an acre or more.
Townhouse decks: for certain townhouses, a site plan amendment has to go through Planning before a deck permit is approved.
Resource protection area and floodplain: a shed or other work on a lot in the RPA or floodplain, or one that encroaches on an easement, can face extra requirements.
Pre-application meetings: Zoning arranges a meeting with the City’s review team for new businesses, changes of use and larger projects; email the address, a short description and any preliminary plans.
Business occupancy: a certificate of occupancy for a standard business use is $300, and $50 to rename a business or change its ownership.
Virginia building code
Every Virginia locality enforces the Uniform Statewide Building Code, 2021 edition, in effect since 18 January 2024. No Virginia locality can adopt its own building code or amendments, so what varies locally is zoning conditions, historic districts and flood plain rules. How Virginia’s statewide code works
