Inside La Porte city limits, the City’s Inspection Services Division issues building, electrical, plumbing and mechanical permits, and every application, plan, payment and inspection request goes through the Citizen Self Service (CSS) portal. A new house costs $25 plus $0.39 per square foot for the building permit and $10 for each residential trade permit, and the City has enforced the 2024 International codes since February 10, 2025.
What requires a permit in La Porte?
La Porte rewrote the permit exemptions in its residential code. The only building work that needs no permit is painting, papering, tiling, carpeting, cabinets, countertops and similar finish work, prefabricated pools under 24 inches deep, and swings and other playground equipment. The City’s FAQ is blunt: all buildings require a building permit.

Any development in the floodplain, including filling, grading and paving, also needs a Floodplain Development Permit, and land clearing has its own permit from Planning & Development (281-470-5065).
Who issues permits in La Porte?
The Inspection Services Division, part of Planning & Development, issues construction permits and does plan review for building, electrical, plumbing and mechanical work, driveways, accessory buildings, roofing, demolition, signs and fences. William “Chip” Jerauld is the Chief Building Official. The Fire Marshal’s Office reviews fire protection systems, and the City Engineer is the floodplain administrator. Property outside the city limits falls outside these City permits; Harris County’s Office of the County Engineer runs its own Permits Division.

CSS portal, contractors and homeowner permits
Since June 18, 2024 La Porte has taken all planning and development applications and inspection requests through CSS. Create an account, apply, upload plans, pay invoices and track the review online; once the permit is paid, the City emails the permit and approved plans. CSS has direct links for Residential Back-Up Power, Mechanical, Plumbing, Electrical and Accessory Structure permits and for all residential and all commercial permit types. Fees can also be paid in person at 604 W. Fairmont Parkway; card payments carry a 3% processing fee.
- Contractors: there is no registration form or fee. General contractors file a certificate of commercial liability insurance naming the City of La Porte as certificate holder (with workers’ compensation, $50,000/$100,000 public liability and $10,000/$100,000 property damage cover). Plumbing, mechanical, electrical, fire alarm, fire sprinkler, lawn sprinkler, vent hood and underground fuel tank work needs a state-licensed contractor, and trade permits need a copy of the master licence. Send them by email or upload them in CSS.
- Homeowners: the City lets an owner take out permits for remodeling, repairs and additions to their own home; its FAQ ties homeowner work to having the Harris County residential homestead exemption.
- Businesses: a new business needs a zoning permit, which the City calls its version of a certificate of occupancy; a certificate of occupancy itself is issued only for new construction.
- Other City forms: Floodplain Development Application, Zoning Permit Application, Storm Water Quality Checklist, Right of Way Conditions, Fill Dirt Information, Roofing Policy and Certification Letter, House Moving Packet and residential plot plan samples for fences, pools, carports, driveways, additions and new homes.

For example, a new 2,000 sq ft house in an R-1 zone has a building permit fee of $25 + $780 = $805, plus $10 each for the electrical, plumbing and mechanical permits. A commercial build-out valued at $200,000 is $687.50 + 100 × $4.50 = $1,137.50, plus $568.75 for plan review.

- Back-stab wiring is banned: outlets and switches must use screw-wrap or approved screw-clamp terminals in all buildings.
- Home backup power: since September 1, 2025, systems of 50 kW or less, or with 100 kWh or less of storage, need no City generator or trade permit unless the owner wants City inspections or is in the City’s Generator Reimbursement Program. Owners who use a third-party reviewer (a master electrician, an IAEI- or ICC-certified electrical inspector, or a Texas PE) file the Residential Backup Power permit ($10) with declaration forms, reports, the Plan Review Compliance Form and a hold harmless agreement. The City still inspects the electric service release, not the generator or batteries.
- Fire Marshal: automatic sprinklers, fire alarms and kitchen hood suppression systems each need a separate plan submittal and permit, and fire alarm and sprinkler permits need the Fire Marshal’s approval before they are issued. Plans must show hydrant locations and water main sizes. The building permit is issued only after every department has reviewed the plans.

Look up the parcel on the City GIS; in a flood hazard area, plan for a Floodplain Development Permit and an elevation certificate.
Register on the Citizen Self Service portal and send the contractor’s insurance certificate and licences to Permits@laportetx.gov or upload them.
Follow the residential plan review notes: 2x6 stud walls where drain-waste-vent piping runs in new work and additions, the City’s Type V windstorm details or an engineered 150 mph design, and a generator inlet box and rain gutters on new single-family homes.
Choose the residential or commercial permit type, attach the plot plan and plans, and answer review comments from building, fire and engineering staff.

Book each inspection in CSS; for a new home, the dust-free driveway and final grading must be done before utilities are released.
Inspections in La Porte
Schedule inspections and read the results in CSS; inspections are done during business hours only. Re-inspections cost $10 on residential permits and $35 on commercial ones. The residential plan review notes add site conditions that can stop inspections:
- Silt fences in place and streets kept clean of dirt and debris
- Sanitary facilities on site before the City will inspect
- Lots graded to drain from back to front throughout construction, with final grading done before utilities are released
- Construction limited to 7:00 a.m.–9:00 p.m.
A permit is valid for 6 months and is extended 6 months from each scheduled inspection. One extension is allowed for a permit with no activity, on written request and for a fee; after that an expired permit is void. For roofs, a final approval is due within 30 days of the permit: shingles must be nailed (never stapled), meet the 150 mph wind rating, and the wrapper kept, and the owner or roofer files a WPI-8 (east of Highway 146) or a certification letter from a Texas licensed engineer or ICC-certified coastal construction inspector.
Local La Porte rules to plan for
- Floodplain: new and substantially improved buildings must be at least 12 inches above the base flood elevation. Repairs or improvements costing 50% or more of the building’s market value need permits and elevation certificates and are held to new-construction standards.
- Windstorm: the City’s plan review notes call for its Type V windstorm requirements or an engineered design for at least 150 mph. Properties east of Highway 146 can also use the Texas Department of Insurance windstorm program.
- Residential code amendments: new single-family homes need at least one generator inlet box and rain gutters carrying water from the sides to the front; wood shingles and wood shakes are deleted from the code.
- Earth removal: a permit for removing earth costs $2,500.
