Inside Lake Jackson city limits, the City’s Building / Permits Services department in Public Works reviews plans, issues building and trade permits and inspects the work; completed applications are emailed to inspections@lakejacksontx.gov. A new single-family home costs $0.45 per square foot plus a plan-checking fee of half the building permit fee, so about $1,350 for a 2,000 sq ft house before trade permits.

What requires a permit in Lake Jackson?

Section 110-9 of the zoning code makes it unlawful to excavate, build, store building material, build entrances or parking lots, or move, alter, convert, extend, enlarge or repair any structure, including accessory structures, without a building permit. The only repairs it exempts are painting or wallpapering, changing fixtures, and reroofing in residential zones. Lake Jackson also deleted the residential code’s permit exemptions for one-story detached accessory buildings, fences, retaining walls, sidewalks, driveways and decks.

The roofing exemption and the City’s paperwork do not line up: the fee sheet lists a $30 single-family re-roofing permit and the residential application has a roofing option. The building code amendment also allows no more than 25% of a roof covering to be replaced in any 12 months unless the whole roof is brought up to code. Conditional uses need City Council review before a permit.

Who issues permits in Lake Jackson?

Building / Permits Services, part of the Public Works Department, reviews plans, issues permits, inspects construction and consults with architects, engineers, contractors and homeowners for all work inside city limits. David Walton is the Building Official. The City Manager or a designee is the floodplain administrator, and the City’s subdivision rules also reach into its extraterritorial jurisdiction (ETJ). Land outside the city limits is unincorporated Brazoria County.

For a 2,000 sq ft new house, the building permit is $900 and the plan-checking fee $450. Work started before the permit is issued pays double fees. A cancelled permit can be refunded on a written request within 60 days of issue, but plan review fees are not refundable. The fence application form still prints $25, below the fee sheet’s $30.

Lake Jackson trade permits

Electrical, plumbing and gas, and mechanical permits are charged by the area of the building affected, and the work must be done by a state-licensed electrician, plumber or HVAC contractor. The residential application asks for copies or proof of the trade contractors’ current licences.

The City has its own fire alarm, fire sprinkler and vent hood suppression applications, and a commercial certificate of occupancy needs the Fire Marshal’s signature as well as the building inspector’s and Building Official’s.

How to get a Lake Jackson building permit

1. Meet the Building Official

Book the recommended pre-construction meeting, or a commercial intake appointment on 979-415-2430.

2. Pick the City form

Download the residential, commercial or single-trade application from the Permit Applications page and work through its submittal checklist.

3. Prepare surveys and plans

Have the plot survey, drawings, engineering, REScheck or COMcheck and the cross-connection survey ready in two copies.

4. Email the package

Inspections in Lake Jackson

When work is ready, call Public Works at 979-415-2430 and give the construction address, permit number and inspection type. The City’s forms list 979-415-2432 as the inspection line, which is also the after-hours number. Plumbing inspections are to be made within 24 hours of notice.

  • Stage 1: temporary power pole, plumbing ground rough-in and below-ground utilities, then the foundation before concrete is ordered. A forms survey must be given to the inspectors before the foundation is approved.
  • Stage 2: plumbing top-out, framing, electrical and mechanical rough-in before anything is covered.
  • Stage 3: insulation and windows for the energy code, yard grade, and the finals that clear the house for a certificate of occupancy and release the electric service.
  • Fences, accessory buildings, driveways and sidewalks, and house leveling also need inspections.

Re-inspections cost $75. Scheduled after-hours or weekend inspections and same-day inspections cost $150 each. Third-party and medical gas inspection reports must reach the Building Official before the certificate of occupancy.

Local Lake Jackson rules to plan for

  • Floor height: the ground floor of any building must sit at least 24 inches above the center of the street in front of the lot, and new homes in a special flood hazard area need the lowest floor at or above the base flood elevation, certified by an engineer, architect or surveyor, plus a floodplain development permit.
  • Substantial improvement: repairs or alterations costing more than 50% of a building’s value in 12 months bring the whole building up to new-building standards; between 25% and 50%, the Building Official decides how much must conform.
  • Codes: the City enforces the 2018 International codes, the 2023 National Electrical Code and the 2015 energy code.
  • Windstorm: the City posts the Texas Department of Insurance windstorm program and a list of windstorm engineers in Brazoria County, and commercial plan sets include windstorm engineering.
  • Storm water: sites file the City’s storm water permit application with their erosion, sediment and permanent controls, at $45 per acre.
  • Occupancy limit: a single-family home may house no more than one occupant per 200 sq ft of appraised living area.

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
