What requires a permit in Lago Vista?
Lago Vista struck the residential code’s list of permit-exempt work (IRC section R105.2) from its adopted codes. Its building ordinance requires a City permit to build, enlarge, alter, repair, move, convert or demolish any building, structure or manufactured home, and to install plumbing, electrical, mechanical or irrigation systems. Owners planning small repairs are told to contact the City first to find out whether a permit is needed.

A building permit does not cover fences, pools or irrigation; each needs its own permit. Grading, fill and removing trees other than Ashe junipers also need City approval.
Who issues permits in Lago Vista?
Development Services processes all building-related permits, manages inspections and handles plats, zoning, business licences and certificate of occupancy changes inside city limits. It also staffs the Planning and Zoning Commission, the Building and Standards Commission and the Board of Adjustment. Plan review for new one- and two-family homes is done by a reviewer from the City’s approved third-party list, while City staff still check zoning, height, setbacks, impervious cover and outdoor lighting.

Applications, uploads, payments and inspection requests all go through MGO Connect. The City publishes a step-by-step guide for each common permit type and for MGO tasks such as creating an account, uploading a file and paying online. Plan review fees are paid before plans go out for review, and the permit is released in MGO once review is approved and the remaining fees are paid.
- Contractor registration: since January 1, 2023 most permits can only be issued to a contractor registered with the City. Register in MGO before applying, uploading a $10,000 indemnity bond, a liability insurance certificate naming the City of Lago Vista as holder, and a disclosure of adverse judgments on construction contracts. The annual fee is $500 for general, residential and demolition or home-moving contractors and $250 for home improvement and tree removal contractors; licensed electrical, plumbing, mechanical, gas, pool, well and septic trades are fee exempt. Registrations expire on December 31.
- Homeowners: an owner can take out permits for work on a primary residence that has a homestead tax exemption, with documentation and an affidavit naming the registered contractors who will do the work.
- Commercial and multifamily: these projects need site development review and approval, usually with a professional engineer, and a Planning and Zoning Commission design review if it was not part of the zoning approval.

Trade permits and fire review in Lago Vista
Plumbing, electrical and mechanical permits are issued after or alongside the building permit, and only to state-licensed master plumbers and electricians, licensed mechanical contractors or someone the master designates in writing. Each trade must also register with the City and file a copy of its state licence.

Since October 27, 2023, new one- and two-family homes must have their construction plan review approved by a City-approved third-party reviewer before the permit application is filed. The City’s New Single Family Permit Guide lists what to upload:
Survey and site
- Survey stamped by a licensed surveyor showing protected trees, MSL elevations, the lot’s highest point, floodplain lines, setbacks and easements
- Overlay on the survey with footprint, finished floor and roof heights, driveway slope (12% maximum), cuts, fills and impervious cover
- Tree Mitigation Agreement, even if no trees are removed
- Site plan and Site Development Agreement, with washout, trash, toilet, silt fence, utilities, grinder and drainage arrows
- Landscape plan and an engineer-stamped drainage plan or study
Building plans
- Elevations and floor plans (mirror plans are not accepted)
- Stamped foundation plan, roof and ceiling plans and a wall brace plan by a structural engineer
- Structural engineering for buildings over 5,000 sq ft or clear spans over 24 ft
- Manual J, S and D reports or REScheck
- Electrical plan with smoke and CO detectors and an exterior light fixture schedule
- Gas pipe diagram by the master plumber and a mechanical plan
- Grinder Pump Installation Form where it applies, and the third-party plan review
Lots needing a septic system must include the on-site sewage facility permit from the Lower Colorado River Authority, TCEQ’s septic agent for Lago Vista, with the plans, and lots in the 1% annual chance floodplain need an elevation certificate and a surveyor’s benchmark letter before the permit is issued.
How to get a Lago Vista building permit
Submit the contractor registration with bond, insurance and fee in MGO; it must be approved before you can apply for a permit.
For a new home, have the construction plans reviewed and accepted by a reviewer on the City’s approved vendor list.
Order the stamped survey, tree survey and overlay, and prepare the site plan, landscape plan and Tree Mitigation Agreement.
Choose the permit type, upload clearly labelled files and pay the plan review fee so the plans can be sent for review.
Once the City emails that review is approved, pay the remaining fees and sign the permit within 90 days, or the approval lapses.

Request inspections in MGO Connect: open the permit project, go to Tasks, choose New Request and pick the inspection type and date. A request is refused when the day is full, a holiday, a day the City does not inspect, or when the project has not reached that stage. The signed permit and approved documents must be on site whenever work is going on.
- Layout: corner pins flagged, string lines and foundation staked, erosion controls and culverts in, and the permit card posted, together with plumbing rough and the form survey.
- Foundation: needs the engineer’s inspection report and the surveyor’s form survey before it can be scheduled.
- Frame: includes building height verification certified by a land surveyor, with plumbing top-out and mechanical and electrical rough.
- Insulation and energy: third-party duct and air leakage test reports are uploaded before finals are scheduled.
- Finals: the gas final cannot be booked together with the building final; landscaping, permanent erosion control and every fee, including tree replacement fees, must be complete before the certificate of occupancy.
Re-inspections cost $150 for the first, $300 for the second and $500 from the third on; after-hours inspections are $300 and weekend or holiday inspections $350.
Local Lago Vista rules to plan for
- Permit life: accessory permits last 6 months, residential and site permits 12 months, and multifamily or commercial permits over 5,000 sq ft 24 months. A permit is void if work stops for 2 months; six-month extensions cost the original permit fee or the renewal fee, whichever is greater, up to 36 months in total.
- Garages: every new single-family home or duplex unit must be designed with a garage of at least 400 sq ft.
- Fences and retaining walls: only wrought iron is allowed beside the golf course, and front and corner side yards are limited to wrought iron, 3 ft privacy or rail fences. Retaining walls of 48 inches or more need an engineer’s design, and from 72 inches the backfill must also be tested by a geotechnical firm.
- Accessory buildings: may not be taller than 9 ft.
- Floodplain: the first habitable floor must be at least 1 ft above the base flood elevation, confirmed by a FEMA elevation certificate as soon as that floor is built.
- Water and sewer: each home or commercial building application triggers a utility extension estimate for City water and sewer, which the City can waive if a current estimate exists.
- Watershed: the City has adopted the LCRA Highland Lakes Watershed Ordinance, and a nonpoint pollution permit has its own City guide.
