Inside Deer Park, building, electrical, mechanical and plumbing permits are issued by the City’s Building Department at City Hall, 710 E. San Augustine, either online through Citizen Self Service (CSS) or in person. A new home or addition costs $0.50 per square foot, new-home plan review takes at least 10 working days, and the City guarantees each inspection within 72 hours of the request.
What requires a permit in Deer Park?
A permit is needed whenever a building or structure is built, enlarged, altered, repaired, moved or demolished, and for any electrical work. The City sorts work by permit type:
Residential building permit
- New homes, remodels and additions
- Roofs, windows and exterior siding
- Carports, patios and patio covers
- Driveways and sidewalks
- Storage sheds and swimming pools
- Foundation repairs and demolition
- Fences, when more than 50% of one side is replaced
Other permits
- Electrical: any residential or commercial electrical work, including generators
- Mechanical: air conditioning, heating and boilers
- Plumbing: water heaters, re-piping, sewer work and irrigation
- Floodplain: any work in a flood zone
- Stormwater: disturbing more than one acre
- Underground construction in the City right-of-way
- Certificate of Occupancy for a new business, new owner or name change
Nothing may encroach on the street right-of-way or utility easements, including landscaping. Building on property other than your own primary residence without the required permit brings a $500 penalty plus triple the permit fee.

Deer Park applications and CSS filing
CSS is the quickest route: register, apply, upload documents, schedule inspections and see results online. Paper applications can be downloaded or picked up at City Hall. The City publishes separate residential forms for new construction, miscellaneous work (remodels, storage buildings, demolition), flatwork and exterior work, roofs, fences, foundation repair, pools, windows, and electrical, mechanical and plumbing permits, plus commercial new-construction and renovation packets.
For a fence, patio, driveway, pool or shed, upload or bring a copy of your property survey (it comes with your closing papers) marked with the proposed work. Simple permits such as fences, driveways and patios can be approved the same day; pools, new homes and commercial buildings go through plan review.
Homeowners with a Harris County Appraisal District homestead exemption may take out building, electrical and plumbing permits for work they do themselves on their own primary residence. If a contractor does the work, the contractor pulls the permit.
Deer Park permit costs
Residential fees are set in Appendix B of the Code of Ordinances and repeated in the City’s residential building packet. The full fee, including review, is paid when plans are submitted.

|---|---|
| New home or addition | $0.50 per sq ft |
| Interior remodel, demolition, storage building or other accessory structure | $0.35 per sq ft |
| Driveway, sidewalk, patio, patio cover, carport or siding | $0.10 per sq ft |

| Window replacement | $13 per window |
| Swimming pool | $450 |
| Foundation repair | $4.25 per pier |
| Fence | $20 for the first stretch, then $10 per additional 50 feet |
| Re-inspection | $45 |
For example, a 2,500 sq ft new home has a $1,250 building permit fee. The fence fee’s first stretch is 50 linear feet in the residential packet but 60 feet in the code’s fee schedule. A Certificate of Occupancy application costs $120 on the City’s CO page, while the code’s fee table still lists $90. Commercial permits are priced on construction value, with plan review at 50% of the permit fee.
Deer Park electrical, mechanical and plumbing permits
Trade permits are separate from the building permit. Only registered licensed electricians may pull electrical permits, mechanical permits go to registered licensed mechanical contractors, and plumbing permits can be pulled by a registered licensed plumber or by a homesteaded homeowner doing the work.

Deer Park permit application: step by step
In the SF-1 district a lot needs 6,900 sq ft with 25-foot front and 20-foot rear setbacks; the application asks whether the lot is in a floodplain, which adds a floodplain permit.
Every contractor registers with the City at no charge before pulling permits.
For a new house: two scaled site plans (8.5 x 11 inches at most) showing setbacks, easements, drainage and a finished floor two feet above the curb, plus two plan sets of at least 18 x 24 inches with foundation, framing, floor, electrical and plumbing plans, an electrical load analysis and energy calculations.
File in CSS or at City Hall and pay the full fee with the plans.
Minimum review times are 10 working days for a new home, 5 for remodels, additions, driveways, storage buildings and pools, and 2 for demolition.
Book each inspection a day ahead; once all finals pass, the City releases the gas meter to Entex.

Schedule inspections in CSS or by calling 281-478-7270, giving the contractor, inspection type, permit number and address. Book at least a day ahead, and call Monday inspections in on Friday. You can ask for a morning (about 8:30–11:30 a.m.) or afternoon (about 1–4 p.m.) visit but it is not guaranteed; the City does guarantee the inspection within 72 hours. The inspector leaves an approval or rejection sticker on site.
A new home is inspected in stages: building (piers, foundation, frame, clip and strap, brick tie, wall and ceiling cover, flatwork, building final and storm drain final), electrical (temporary pole, wall cover, ditch cover, service, ceiling cover, final), mechanical (rough-in, wall and ceiling cover, final) and plumbing (ground, water and sewer tests, top-out, gas test, shower pan, irrigation, final). The foundation inspection needs a form survey and an elevation certificate showing the as-built top-of-floor elevation. An independent certified inspector must certify energy code compliance before the building final.
A business Certificate of Occupancy is inspected in one visit by the building, electrical, plumbing and mechanical inspectors and the fire marshal, after which the City releases power to CenterPoint Energy.
Texas building code
Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide. Outside city limits most counties issue no building permits for homes. Texas building code rules
