Galena Park permit applications and contractor registration
The City has no online permit portal. Each permit has its own fill-in form on the Permits & Inspections page: building, electrical, mechanical, plumbing, sign and alarm system. The building form asks for the owner, contractor, type of work, approximate value and square footage; the electrical, plumbing and mechanical forms also ask for the master licence number. Send them to the permits email address or bring them to City Hall.
Contractors register with the City before working in Galena Park. The notarised registration form lists everyone in the company allowed to buy permits, and the City keeps on file the City-assigned contractor ID, a driver’s licence and a general liability insurance certificate (for commercial work, naming the City as certificate holder). The code sets the registration fee at $30 a year and minimum insurance at $100,000 per occurrence with a $300,000 aggregate; state-licensed plumbing contractors are exempt from registering but still file proof of insurance. Registrations expire on December 31 each year.

The building inspector checks permitted work for the City, and the permit desk on ext. 301 answers questions about a permit. Repeat visits for failed work are charged at $45, and inspections outside normal business hours are billed by the hour. A fence permit is approved twice, once before construction and again after it is built.
A manufactured home placement permit becomes final only after the Director of Public Works inspects the home in place; the owner or occupant has 20 days after placement to get that compliance certificate, and the permit is not issued until an affidavit confirms the placement breaks no zoning rule or deed restriction. Placing a mobile home, as opposed to a manufactured home, is not allowed in the city.
Local Galena Park rules that matter
Adopted codes: Section 10-27 of the City code lists the 2009 International Building, Residential, Energy and Fire Codes, the 2009 Uniform Mechanical and Plumbing Codes and the 2011 National Electrical Code, and lets the City Commission adopt later editions by resolution.
Fences: fences go on the property line, are limited to 4 ft within the 25-ft front setback, and may be up to 7 ft in zone A and 8 ft in other zones. Permitted materials are masonry, cedar, redwood, treated lumber, chain link and decorative iron; others need the Building Official’s written approval.
Carports: a carport must be attached to the house without continuing the main roof, have a flat roof, rest on no more than two posts and stay at least 5 ft from every property line.
Floodplain: the City has adopted the FEMA flood maps dated June 18, 2007 and requires a floodplain development permit in mapped flood hazard areas. New and substantially improved homes there need the lowest floor at or above the base flood elevation, certified by an engineer, architect or land surveyor.

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
