What requires a permit in Ingleside?

Contractor registration and homeowner permits
Anyone doing permitted work must register with the City first, including subcontractors. The registration form covers general, repair and remodel, mechanical, electrical, plumbing, irrigation, water well and fire systems contractors, and asks for the licence holder’s state licence, a certificate of insurance naming the City as holder, and a driver’s licence emailed to the Building Department. Registrations run for the calendar year and expire on December 31. The annual fee is $135 for general contractors and $50 for repair and remodel contractors and subcontractors.
A homeowner may get a permit for work done with their own hands on a single-family home that is their homestead, as shown by the San Patricio County homestead exemption. The work must meet code, pass inspection and have its fees paid.

Water and wastewater impact fees for a home on a 3/4-inch meter total $2,000.82 ($468.50 water and $1,532.32 wastewater), and tap fees may also apply. Public schools, churches and other tax-exempt entities pay half the regular fee.
Starting work without a permit doubles the fee. The fee schedule adds $300: work in progress pays double the permit fee or $300, whichever is greater, and finished work pays double the fee plus $300.
Electrical, plumbing and mechanical permits
Trade work uses the City’s MEP Permit Application, which covers mechanical, electrical, plumbing, irrigation and water well work on homes and businesses. Only a Texas-licensed master electrician or their authorized agent can obtain an electrical permit. On a new commercial building the trade permits are included in the building permit, though each registered trade contractor still pulls its own; other commercial trade work costs $35 plus $10 per $1,000 of valuation. Home trade permits include one inspection per phase.
No new meter can be connected to the AEP electric system until the City has inspected the work and the permit fees are paid, and the City authorizes AEP to connect temporary construction meter loops after inspection. Ingleside enforces the 2018 International Building, Residential, Plumbing and Energy Conservation Codes and the 2020 National Electrical Code, along with the Texas Department of Insurance windstorm revisions.

How to get a permit in Ingleside
File the Contractor Registration Application with the state licence, insurance certificate and driver’s licence, or qualify for a homestead homeowner permit.
The City will not issue a permit for property that does not comply with zoning; note whether the lot is in the floodplain.
Use the Residential or Commercial Building Permit form, plus MEP, tree removal or excavation forms as needed.
Send the application and all documents through CivicGov or to building@inglesidetx.gov; incomplete packages are not considered.

Each home trade permit includes one inspection per phase, a phase being work finished to the point where it must be inspected before continuing. Electrical inspections cover temporary service, underground wiring under concrete, rough-in and final, and nothing can be energized until the inspector approves it. Re-inspections cost $25, and windstorm inspection requirements stay in force even when the City waives permit fees after a declared disaster.
The certificate of occupancy application costs $75 and may require a floor plan. Fire-damaged buildings must be inspected by the building official or fire marshal.
Local Ingleside rules
Elevation and drainage: outside a regulated flood zone, new homes and commercial buildings need a finished floor at least 12 inches above the crown of the road, measured at the center of the foundation (manufactured homes in T1-B and T1-C subdivisions are exempt). Any fill that raises the natural grade by 12 inches or more requires a drainage plan with existing and proposed grades, engineered by a Texas professional engineer for commercial sites.
Flood hazard areas: the City’s building code maps flood hazard areas from the San Patricio Drainage District flood study dated December 20, 2019.
Moved and preassembled buildings: movers must provide routes, state permits and at least $300,000 of liability insurance, and the building must sit on a foundation engineered by a Texas professional engineer.
