Who handles permitting in Huntsville?
Development Services, which combines planning, building inspections, permitting, code enforcement and health inspections, issues building and trade permits for property inside city limits. Plans go to the building official and planner for review. The City’s Development Permit, a Certificate of Compliance, applies both inside the city and in its extraterritorial jurisdiction (ETJ), and takes up to 7–10 business days to process. Beyond the city limits and ETJ, property is in unincorporated Walker County.

The building permit fee itself varies by permit type and is set by City ordinance. The Fee Schedule page still links the FY 2021-22 schedule, which predates the amounts above, so the permit office (936-294-5717) gives the current building fee. Once work has started under a permit, the City’s code allows no refund of the fee.

Electrical, plumbing, mechanical and irrigation permits use one Trade Permit Application, which asks for the work valuation, the square footage for residential work, and items such as gas, medical gas, generators, pools, manufactured homes and backflow devices. Fire sprinkler and alarm systems use the separate Fire Protection Systems Application, and the City must approve fire extinguishing system plans before installation or changes.
Trade permits must be pulled by licensed electrical, mechanical or plumbing contractors, on homes as well as businesses. Every contractor needs a current City registration before a permit is issued. General, irrigation and fire extinguisher contractors pay $75 and supply a liability insurance certificate naming the City as holder; licensed electrical, mechanical, plumbing, sign and septic contractors register without a fee. The form lists the people allowed to apply for permits in the company’s name.

A septic system location is approved only with a design by an engineer or registered sanitarian. Commercial buildings must be within 500 feet of a fire hydrant by travel distance and have the main electrical disconnect outside.

Inspections are requested and tracked in the CivicGov portal; requests made before 4:30 p.m. are scheduled for the next business day. For a standard home the City lists these minimum inspections:
- Setbacks, checked with the ground plumbing or pier inspection, plus a form and elevation survey by a licensed surveyor
- Temporary electrical pole
- Piers, foundation and ground plumbing
- Framing with electrical rough-in, plumbing top-out, HVAC duct and energy
- Brick ties
- A duct seal test by a third party
- Finals for building, plumbing, electrical, HVAC and energy, and an air tightness test of the finished home by a third party
Water and sewer line inspections happen after the connection to the City system and before the trench is covered, and a gas test releases gas service. Inspectors also make unannounced job checks of erosion control, the portable restroom, permit and address posting, and site cleanliness. Commercial work may add inspections for fire partitions, masonry and fire alarms.
Job site rules: keep the City-stamped plans on site and dry, install erosion control before clearing the lot, and keep a portable restroom on site until the final plumbing inspection passes.
