The City of Hurst Building Inspections Department at City Hall, 1505 Precinct Line Road (817-788-7088), issues building and trade permits, and every application, payment and inspection request goes through the CSS online portal. What requires a permit in Hurst?

The City’s permit fee sheet shows the work it permits. A new-home building permit covers only the building; trades, flatwork and paving, fences and irrigation each need their own permit.

Garage sales do not need a building permit. Construction is allowed from 7 a.m. to 6 p.m. during Central Standard Time and 7 a.m. to 8 p.m. during Daylight Saving Time.

Filing in CSS and contractor registration

Create the CSS account in the company’s name with a company email, not an individual’s. Applications are made by record type, such as “Building Residential: New Construction” or “Building Residential: Addition Application”, and plans and documents are uploaded as PDFs. Some permits need plan review before they are issued. The City emails an invoice to the account, payable by credit card or e-check. The portal’s “Estimate Fees” tool gives an estimate before you apply.

Contractor registration: registration is free, handled in CSS under Licenses, and usually issued the same day when filed in business hours. Separate registrations exist for general, mechanical, electrical, plumbing and irrigation contractors. Upload a valid photo ID, a current general liability certificate (the City need not be the holder, and there is no minimum) and any master trade licence. A registration lasts until the first of those documents expires, and you renew it under My Work > Licenses. Permits that need a registered contractor cannot be filed until the registration is approved. Each trade pulls its own permit, and a general contractor who will request the inspections must be added as a contact on every permit.

Homeowners: an owner who lives in the home and does the work personally can apply, using the Homestead Homeowner registration and a notarized Homestead Homeowner Affidavit naming the building, plumbing, mechanical or electrical work they will do. The affidavit bars paying anyone else to do that work.

Commercial work is priced on the valuation table, and only commercial permits pay a plan review fee, set at 65% of the permit fee. The table starts at $50 for work up to $500 and reaches $1,161.75 at $100,000. Above that it adds $6.50 per $1,000 up to $500,000, $5.50 per $1,000 from $500,000 to $1 million (base $3,761.75) and $4.50 per $1,000 above $1 million (base $6,011.75). A $250,000 tenant finish-out therefore pays $2,136.75 for the permit plus $1,388.89 for plan review.

A 2,400 sq ft new home pays $2,400 for the building permit and $525 for its three trade permits, before paving, fence or irrigation permits.

Electrical, plumbing and mechanical permits in Hurst

Every trade gets its own permit in CSS, filed by a contractor registered for that trade with a master licence uploaded; irrigation contractors register the same way. Commercial trade work on new buildings, additions, remodels and finish-outs is priced on the valuation table, and commercial trade repairs start at $60 plus itemized charges. Hurst enforces the 2021 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Energy Conservation, Existing Building, Fire, Property Maintenance and Swimming Pool and Spa Codes and the 2020 National Electrical Code, with local amendments, in effect since October 1, 2022.

Documents for a new home or addition

The City’s handout for new homes and additions lists the minimum uploads:

  • Construction plans drawn to an engineer’s or architect’s scale
  • Site plan with property and building lines, easements, structures, paving, drainage, landscaping, utility equipment, fences, overhead lines, fire hydrants and a north arrow
  • Floor plan labeling each room and showing doors, windows, fixtures, appliances (gas or electric), outlets, panel, HVAC, water heater, attic access and smoke and CO detectors
  • Sealed engineered or prescriptive framing details, with an engineered truss layout
  • Exterior elevations with roof pitch and overall height, plus a roof plan
  • Door and window schedule and braced wall lines
  • Energy compliance (REScheck, IC3 or Energy Star report, or prescriptive values on the plan)
  • Engineered foundation plan with a site-specific soil report sealed by a Texas professional engineer
  • For additions, existing and proposed floor plans

How to get a Hurst building permit

1. Set up CSS

Create a company account at the City’s CSS portal.

2. Register

Submit the free contractor registration, or the Homestead Homeowner registration and notarized affidavit, and wait for approval by email.

3. Apply by record type

Pick the matching record, upload the PDF plans and documents, and add the general contractor as a contact if they will call inspections.

4. Answer review comments

Each round of review on a new home or addition takes about 10 business days.

5. Pay the invoice

Pay the emailed invoice in CSS by card or e-check, then post the permit and address on site.

6. Inspect in phases

Request each inspection group on the permit’s Inspections tab until the all-inclusive final, and get a certificate of occupancy where one is needed.

Inspections in Hurst

Choose the inspection type on the Inspections tab of the permit in CSS. The City’s FAQ says requests placed by 4 p.m. are usually done the next business day; its new-home handout sets a 3 p.m. cut-off, with inspections between 7 a.m. and 3 p.m. and no specific times honored. After-hours inspections are arranged by phone and billed at $60 an hour with a 2-hour minimum, and a job that is not ready or not accessible is charged a fee.

New homes and additions are inspected in groups: the form board survey is emailed to permits@hursttx.gov, then plumbing rough-in, the foundation group (footing, sewer and water service, Ufer ground, temporary pole), the “all seconds” group (framing, wall bracing, roof deck, brick ties, top-out, shower pan, gas line, electrical and mechanical rough-in), an emailed energy compliance review before insulation, sheetrock, gas test and service release, and a final covering every trade, the approach, flatwork and landscaping.

On site: post the address and permit where they can be seen, keep the City-stamped color plans on site, provide a toilet and a trash container, keep erosion control in place and keep grass and weeds cut.

Certificate of occupancy: required before occupying a new building or addition, and for any new tenant, new business, or change of owner or business name. It costs $60.
