Inside Gainesville city limits, building, electrical, plumbing and mechanical permits come from the City’s Community Development department at 104 W. Hird St., and applications go through the EnerGov self-service portal or by email. A new house costs $1.15 per square foot ($1,575 minimum) under the fee schedule effective October 1, 2026, with impact fees added, and inspections requested before 4:00 p.m. are processed for the next day.

Each accessory structure needs its own permit, and any wiring, plumbing or mechanical work on it is permitted separately. Boat docks on Moss Lake also need a City building permit.

Gainesville building department: who handles permitting

The Permits & Building Inspection division of Community Development reviews plans, issues building and trade permits, registers contractors and schedules inspections for property inside the city. It works from the Public Works Facility rather than City Hall. Commercial plans are passed to every other City department involved, and the permit is approved only once all of them have signed off.

Land outside the city limits is unincorporated Cooke County. Septic systems on both sides of the city limit are permitted by Cooke County (a conventional residential system was $410 under its 2026 process): TCEQ lists the City of Gainesville’s septic program as administered by the County.

EnerGov filing and contractor registration

Create an EnerGov account to apply, upload plans, pay and request inspections; the City publishes an online citizen guide for the portal. You can instead print the application for the job type (residential building, commercial building, residential accessory, sign, fire protection equipment, Moss Lake dock or tent) and email it to cs@cogtx.org or bring it to the office.

No contractor can obtain a permit without registering with the City first. Registration takes the application, a copy of the driver’s licence, a liability insurance certificate for at least $1,000,000 per occurrence naming the City as holder, any state trade licence, and the fee: $210 the first year and $105 to renew, every year. Registered contractors receive an ID card. The registration form does not treat private citizens doing their own work as contractors.

On new homes and new commercial buildings, every electrical, plumbing and mechanical subcontractor must “validate” on the job by filing the trade validation application. Validation is free because the trade fees are charged on the parent permit, and the building permit is not issued until all three trades have validated.

For example, a 2,000 sq ft new house is $2,300 before impact fees. Commercial and multi-family work is charged on construction value, which includes plan review: $275 up to $10,000, rising to $1,590 for the first $100,001 plus $9 per additional $1,000, and $8,415 for the first $1,000,001 plus $7 per additional $1,000. Commercial trade, fence, roofing and fire system permits use the same valuation table.

Gainesville trade and fire permits

Electrical, plumbing and mechanical permits are issued by Community Development, and plumbers, electricians and air-conditioning contractors must hold a state licence as well as City registration. On a remodel or accessory building each trade pulls its own $160 permit; on a new house the trades validate on the building permit instead.

Fire alarm and sprinkler work needs a Fire Protection Equipment Permit, submitted as three paper sets plus a PDF, and fire system contractors register with the City like other trades. Sprinkler, alarm and underground fire line permits are priced on the commercial valuation table, and kitchen hood suppression systems are $300.

Plans and documents to submit

  • Site plan at 1 in = 20 ft or larger with lot lines, building lines, setbacks, driveways, easements, address and legal description
  • Floor plans and exterior elevations at 1/4 in = 1 ft
  • Framing plans where needed, and a foundation plan unless the slab is engineered
  • Electrical and plumbing layouts (may be on the floor plan)
  • REScheck or equivalent energy report

Commercial

  • Four full sets of drawings at 1/4 or 1/8 in scale plus a PDF or DWG
  • Cover sheet with code study, civil plans and site plan
  • Foundation, framing, floor, MEP and elevation drawings, sealed where state law requires
  • Fire protection plans and COMcheck
  • TDLR accessibility registration number for work over $50,000
  • Asbestos survey for remodels, repairs and demolition

An engineered slab design must be filed before the permit is issued, with the engineer’s letter confirming the pour after it is done. Drawings marked “Not for Construction” or “For Pricing Only” are refused. For commercial jobs, Community Development emails plan review comments within 10 business days of a complete submittal. A shed, fence or carport application needs only a plot plan at 1 in = 20 ft or 1 in = 100 ft on paper at least 8½ by 11 inches.

How to apply for a Gainesville building permit

1. Check zoning and the flood map

Use the City zoning map, and if the lot is in a flood hazard area, file the Flood Hazard Development Application with an elevation certificate first.

2. Meet the Design Review Committee for commercial work

The DRC meets on the 1st and 3rd Wednesday mornings from 9 a.m.; send a complete application and plans by noon the Wednesday before, or a concept site plan by the Friday before for a pre-DRC.

3. Register the contractors

The builder and every trade contractor must hold a current City registration.

4. Apply in EnerGov

Upload the application and plan set, or email the paper application to cs@cogtx.org.

5. Validate the trades and answer comments

Have the electrical, plumbing and mechanical subcontractors validate, and resubmit full revised sets if reviewers ask for changes.

6. Pay and pick up the permit

Pay the fees, sign the permit, keep the stamped plans on site and post the site card where it can be seen from the street.

An accessory permit becomes void if work does not start within 180 days, or if work stops for 180 days at any point.

Inspections in Gainesville

Request inspections in EnerGov or by calling 940-668-4799 with the address or permit number and the inspection type; do not call inspectors directly. Requests made before 4:00 p.m. are processed for the next day, the City does not do same-day inspections, and inspections are generally made within 24 to 36 hours, excluding weekends and holidays.

Keep all work exposed until it passes. An inspection fails if the work is not ready or nobody is on site to meet the inspector, and the re-inspection fee must be paid in advance. Manufactured home permits cover the meter base, sewer and water connections, gas test, HVAC, disconnect and tie-down inspections. A commercial building needs a Certificate of Occupancy application approved before anyone occupies it, along with any backflow certification and special inspection reports.

Floodplain: no construction permit is issued in the floodplain until the Flood Hazard Development Application and elevation certificate are approved; the City’s decision tree sets out what each project must provide.

Asbestos and accessibility: commercial additions, remodels and repairs need an asbestos study before the permit, and the job must be notified to the state asbestos program at least 10 days before work starts. Projects with accessibility elements carry a TDLR project number on the application or plans.

Moss Lake: dock construction is $1.15 per sq ft ($550 minimum) and needs a site plan, survey and dimensioned drawing, and docks also carry an annual permit.

Texas building code

Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
