What requires a permit in Crowley?
The Permits and Building Inspections staff enforce the City’s rules on building construction, fences, floodplain, signs and zoning. MyGov, Electronic Plan Review and the CO
Applicants, contractors and design professionals each set up a MyGov “Collaborator” account (the City publishes a fact sheet on registering). Applications filed online must upload all plans, and every revision or resubmittal, through the Electronic Plan Review (EPR) module. Garage sale permits are the exception: they are issued in person at City Hall.
On a residential job the general contractor pulls all the permits; subcontractors validate under that permit rather than pulling their own. The City contacts the contractor named on the application when the permit is ready and tells them the total fees due, and a printed copy of the permit and approved plans must be kept on site.
Certificates of Occupancy: a new home receives its CO once it passes all inspections, and it lasts for the life of the building. A commercial CO is applied for in MyGov with the lease or proof of ownership, a letter of intent describing the business, a dimensioned floor plan and a site plan; review typically takes 3 business days, and commercial buildings also need an annual fire inspection.

For example, a 2,500 sq ft house under roof carries a $1,875 building permit fee and a $225 plan review fee before the trade permits. Commercial buildings up to 2,500 sq ft pay $1,300, with commercial plan review at 65% of the permit fee. Inspections outside business hours cost $50 an hour with a two-hour minimum, and correcting, revising or voiding a submitted permit costs $25. Work started before the permit is issued carries a penalty equal to the usual permit fee. The schedule also sets a park land fee in lieu of dedication and a park development fee, each $600 per dwelling unit.

Every contractor and subcontractor must hold a City registration, called a credential, before a permit is issued. Credentials are applied for in MyGov with a certificate of liability insurance and last one year. State-licensed electrical, mechanical and plumbing contractors pay no registration fee; other contractors, irrigators and backflow testers pay $100 the first year and $50 to renew within 30 days of expiry.
Homeowners: on a property that is your homestead, you may do your own electrical, mechanical or plumbing work without hiring a contractor, but you still need the permit and the work has to pass inspection.

Since November 1, 2025, inspection requests must reach the City by 3 p.m. to be scheduled for the next business day. City offices close at 11:30 a.m. on Fridays, so a Monday inspection must be requested by 11 a.m. the Friday before; later Friday requests are set for Tuesday.
