What requires a permit in Coppell?

The City requires a permit for all commercial and residential construction and demolition, and the permit, or a copy, must be posted where it can be seen from the street. Building Inspections publishes a requirements sheet for each common job:

Fences: a permit ($50) is needed for a new fence, for a change of height, location or materials, for replacing more than half the fence within 12 months, for any fence around a pool or spa, and where the side or rear yard faces a public street.

A new-house permit covers only the house and driveway; the fence, irrigation, retaining walls, pool and any accessory building each need their own permit.

Building Inspections, part of Community Development, reviews plans and inspects all construction on private property inside Coppell city limits, including the small part of the city that lies in Denton County (about 1,000 of its 41,386 residents). Buildings other than one- and two-family homes are charged on construction value: for example $1,327 plus $7.47 per $1,000 over $100,000 for a project valued between $100,001 and $500,000, and $4,317 plus $6.43 per $1,000 over $500,000 up to $1 million. Forty percent of that fee is due when you apply, before plans are assigned to reviewers. Non-residential buildings of 5,000 sq ft or less in the Historic District get a 75% reduction. A Certificate of Occupancy costs $75, and same-day or after-hours inspections cost $100 plus $50 an hour after the first two hours.

Contractors and trade permits in Coppell

Electrical, plumbing and mechanical permits are issued by Building Inspections at flat rates: $80 for an electrical alteration or service change, $130 for a backup generator, $240 for a solar system, $80 for plumbing work or a water heater, and $130 for a mechanical change-out. Irrigation permits are $80 for homes and $100 for other properties.

Every contractor working in the city must register with Building Inspections before permits are issued, including subcontractors. Registration lasts one year and needs proof of $1 million liability insurance:

The registration form names up to three people allowed to pull permits for the company, needs a handwritten signature and is emailed to Building Inspections; the City then emails a link to pay in Civic Access. When a trade contractor’s state license expires, it must be renewed and the contractor must register again. Roofers need no state license but must register and show insurance like everyone else. An expired registration blocks further inspection requests.

How to get a Coppell building permit

New commercial construction must be through Planning and Civil review before the building submittal, and a first tenant finish-out needs Planning approval of the occupancy.

Email the Contractor Registration Form with licences and insurance; permits are not issued to unregistered contractors.

4. Apply in Civic Access

5. Pay and post the permit

Pay the invoice in Civic Access, then post the permit where it is visible from the street, with the address shown.

Inspections in Coppell

Book every inspection in Civic Access or by email to Building Inspections. Requests made before 4 p.m. on a business day are inspected the next business day, and documents an inspection depends on (such as the form board survey before a foundation inspection) must be uploaded the business day before. City-approved plans must be on site.

A typical new house is inspected for plumbing rough, temporary power pole, electrical underground, flatwork, foundation, framing (with plumbing top-out and electrical and mechanical rough), permanent electrical service, water and sewer connections (Public Works cameras the sewer line), gas and a final building inspection. The builder hires an approved third-party energy inspector for insulation and blower-door testing.

Before the final, upload the form board and final drainage surveys, termite treatment certificate, energy final report, the engineer’s pre-pour foundation and wind-bracing letters and the TCEQ customer service inspection report. Related fence, irrigation, retaining wall and pool permits must be finished first. A $50 re-inspection fee can be charged when the work is not ready, the address is not posted, plans are missing, trash is on the lot or the house is locked, and no further inspection can be booked until it is paid.
