What requires a permit in Copperas Cove?
A permit is needed to build, enlarge, alter, repair, move or change the occupancy of a building, and for any electrical, gas, mechanical or plumbing work. The City’s own lists include:

- Decks more than 30 inches above grade, demolition and moving more than 50 cubic yards of earth
- Signs and non-residential changes of occupancy
No permit
- Painting, wallpaper and floor coverings
- Cabinets and storm doors
- Replacing rotten wood on less than 20% of exterior surfaces
- Roof maintenance up to 5% of the roof surface
- Landscaping, including rock or brick work
- Plugging in approved portable appliances and minor part replacements
Emergency repairs can start before a permit, but the application must reach the Building Department the next business day. A new industrial, commercial or multifamily building also needs site plan approval from the Development Review Committee, which normally meets on Tuesdays, before the building permit is issued.

The Building Department, part of Development Services, permits and inspects construction inside city limits, including the part of Copperas Cove that lies in Lampasas County (about 1,100 of its 40,118 residents; the rest is in Coryell County). Create an MGO account, choose the Copperas Cove jurisdiction and the project type, then upload the documents the City lists for that job. Through the same account you pay fees, follow review comments, request inspections and download inspection reports and approved plans.
Contractors register the same way, by starting a Contractor Registration application in MGO. The Development Application covers site plan review and other planning requests, and a scaled site plan showing existing and proposed development is filed with it online.
Homeowners: if you hold a homestead exemption from the County, you may do work with your own hands on your own single-family home under a permit. Without the exemption, you must register as a contractor first. The City recommends using a licensed master electrician for electrical work.

For example, a 2,500 sq ft home under roof works out to $253.25 for the permit and $157 for plan review, plus the technology fee. Commercial buildings are charged per trade from square-footage tables (a 5,000 sq ft multifamily or commercial building pays $1,066 for the building permit and $1,122 for plans), and commercial remodels and finish-outs are charged on project value. Other City fees: certificate of occupancy $71, site plan review $130, land disturbance permit $50, floodplain development permit $44 and street cuts $200 plus $10.15 per sq ft. Expedited review, with first comments within 5 business days, costs double.

Every contractor working in the city registers in MGO, and all registrations expire on December 31. Electricians, plumbers and mechanical contractors upload their state license and driver’s licence; general contractors, roofers, sign contractors and other trades upload a driver’s licence. The registration fee is $106, and the October 2026 fee schedule exempts electrical and plumbing contractors; the City’s permit process sheet also lists mechanical contractors as free. Describe the work in the comments box of each electrical, plumbing or mechanical permit request, for example a service upgrade or a water heater replacement.
Copperas Cove permit application: step by step
Confirm the use and setbacks under the City’s zoning code; new commercial, industrial and multifamily projects go to the Development Review Committee for site plan approval first.
Each contractor on the job must have a current MGO registration for the calendar year.
For a new house: the Water and Sewer Form, REScheck, 2024 IECC compliance certificate, plot plan with drainage arrows and sidewalks, Manual J, S and D reports and the house plans.
Submit in MGO; inspectors review it within 10 business days for residential or 15 for commercial once everything is in, and email any requests.
Pay the invoice in MGO. The permit becomes void if work or inspections have not started within 6 months, or if work stops for 6 months.
Request each inspection in MGO Connect and pass the final and Certificate of Occupancy inspection before anyone moves in.

Request inspections in MGO Connect or through MGO customer support at 866-957-3764. Inspectors work morning (9:30–11:30 a.m.) and afternoon (1:30–4:30 p.m.) windows, and results are emailed and recorded on the permit. A failed inspection must have its re-inspection fee paid before the next visit is booked; the October 2026 schedule sets it at $69, although the City’s permit process sheet still says $67.
The City’s general inspection list for a new home runs: temporary power pole, plumbing underground, concrete slab (plans on site), wind bracing before house wrap, the combined framing, electrical, mechanical, plumbing stack-out and energy inspection before insulation, batt insulation, yard water and sewer lines, flatwork, temporary final to release power, final and Certificate of Occupancy. Duct leakage and blower-door test results, with the duct leakage affidavit, are uploaded to MGO before the final. The lot address must be posted from the first inspection.
Inspectors will not enter an occupied home unless an adult is present, and approvals are only given in writing or recorded on the permit. Permitted work may be done between 7 a.m. and 10 p.m.
Texas building code
Texas has no single statewide building code: state law makes the International Residential Code the base code for homes in cities and the International Building Code the base for commercial buildings, with each city choosing the edition and its own amendments, while the National Electrical Code and the energy code apply statewide.
