Inside Tahlequah city limits, building permits come from the City’s Building Inspector in Community Development at City Hall, 111 South Cherokee Avenue, where applications are taken Monday to Friday between 8 and 10 a.m. A new house is charged $0.20 per square foot under roof plus $30 for each inspection under the fee schedule the City Council adopted on August 3, 2026, and a new building needs three forms: the building permit, a floodplain and development permit, and a land disturbing permit.
What needs a permit in Tahlequah?
The City’s construction booklet requires a permit to build, enlarge, alter, repair, move, demolish or change the occupancy of a building, and a building permit is needed before any dirt work starts.
Permit needed
- New buildings and additions
- Alterations and renovations
- Carports, including portable carports
- Swimming pools and storm shelters
- Factory-built structures over 120 sq ft under roof
- Demolition and moving a building
No permit
- One-story detached sheds and playhouses up to 120 sq ft (200 sq ft beside a house or duplex)
- Fences up to 7 feet high
- Retaining walls up to 4 feet, unless they support a surcharge or hold back flammable or combustible liquids
- Painting, tiling, carpeting, cabinets and similar finish work
- Swings and playground equipment at a house
Who handles permitting in Tahlequah?
The Building Inspector in the Community Development department reviews applications, issues permits and inspects construction, and the City of Tahlequah Fire Marshal performs fire and life safety inspections. The Floodplain Administrator, also at 111 South Cherokee Avenue, handles the floodplain and development permit. Tahlequah is on the State Fire Marshal’s July 2026 list of local authorities that do their own plan review, permitting and inspections.

Forms and contractor licences
For a new building the City requires three forms:
- Building Permit Application, as an online fillable form or a printable PDF, with plan drawings uploaded through the City’s Submit Plan Drawings form.
- Floodplain and Development Permit, returned to the Floodplain Administrator with a $50 fee payable to City of Tahlequah Flood Plain.
- Land Disturbing Permit Application: one form for sites under 1 acre, another for larger sites or sites in a larger common plan of development.
General, electrical, mechanical and plumbing contractors must hold a City licence before working in Tahlequah, showing a state licence and liability insurance. A licence costs $300 new and $50 to renew, and all licences expire on June 30; the application asks for each trade contractor’s City licence number. The City publishes a current contractor list.

The City’s Building Permit and Construction Information booklet still charges a house $200 for inspections on top of the square-foot fee and lists a $30 re-inspection fee; the adopted schedule sets $30 per inspection and a $60 re-inspection.
Trade work and fire reviews
Electrical, plumbing and mechanical work is inspected under the building permit by the Building Inspector, and the trade contractors must hold City licences. Water, sewer, electric and mechanical work is inspected at every phase. The City charges $0.03 per sq ft ($54 minimum) to review fire alarm, sprinkler and alternative suppression plans, and $120 for the final fire inspection of a new or remodeled commercial building under 4,000 sq ft ($170 for 4,000 sq ft and over). The first fire re-inspection is free and later ones cost $50.

Call 1-855-478-4290 →Plans and documents
A house application needs the permit form, two sets of building plans and a site plan. Plans must be prepared by a registered design professional for houses over 4,000 sq ft, multifamily buildings over two stories or 5,000 sq ft, and other buildings over 4,000 sq ft or with more than three tenant spaces, and all construction documents may need State Fire Marshal approval.
The residential checklist asks whether the lot is properly zoned, whether it is in a floodplain, which utilities serve it, what the setbacks are and whether a plat is filed with the County Clerk. A new commercial or multifamily building, or a house on a lot that needs platting, goes through the Technical Advisory Committee, the Planning and Zoning Commission and the City Council for site plan or plat approval before the Building Inspector can issue the permit.
How to get a Tahlequah building permit
Confirm the zoning and setbacks and whether a plat is filed; commercial and multifamily site plans go to the Technical Advisory Committee first.
Every general and trade contractor needs a current City licence.
Submit the building permit, floodplain and development, and land disturbing applications with plans, online or at 111 South Cherokee Avenue between 8 and 10 a.m.
Commercial and multifamily projects need Planning and Zoning and City Council approval of the site plan.
Have a registered land surveyor mark the property lines, easements and building lines before construction.
Call or email the Building Inspector a day ahead for each stage through the final.
