The City of Muskogee’s Building Inspections office, part of the Planning & Community Development Department at City Hall, 229 W. Okmulgee Ave., issues every building, electrical, plumbing and mechanical permit inside the city limits. You email or drop off the application with two sets of plans; a new house costs $0.50 per square foot ($500 minimum), and residential plans are normally reviewed in 5 to 7 business days.
What needs a permit in Muskogee?
The department’s FAQ says every new structure needs a permit, as does any addition or structural change to an existing building. It lists these permit types:
Permit needed
- New construction, and additions of 121 sq ft or more that enlarge the footprint
- Work that repairs, replaces or alters 51% or more of a structure
- Remodels that rearrange up to half the layout, and replacement of siding, windows or the roof
- Accessory structures larger than 120 sq ft (site plan required)
- In-ground pools, solar systems and storm shelters
- Driveway approaches, curb cuts, sidewalks and parking lots that meet the street
- Tents, awnings, temporary signs and structures, fuel storage tanks
- Trade permits for major system repairs
No permit
- Painting, papering, tiling, carpet, cabinets and countertops
- Fences
- Prefabricated pools under 24 inches deep holding no more than 5,000 gallons
- Replacing existing fixtures or minor parts
- Portable heaters, fans and coolers (not mini-splits)
One FAQ answer says a storage building under 200 sq ft needs no permit, while the permit list sets the accessory-structure line at 120 sq ft. For a shed between those sizes, ask Building Inspections before you build; the inspector also has to be present when a storage building is delivered or built, to check setbacks.
Who issues permits in Muskogee?
Building Inspections handles permits and inspections; the Planning side of the department handles zoning, subdivisions, the Historic Preservation Commission and code enforcement. The department’s director is Sarah Winkle, and Dakota Haley is the Chief Building Inspector. The State Fire Marshal lists Muskogee as a city that does its own plan review, permitting and inspections.

Applications and forms
The FAQ tells applicants to email the completed application and documents to the inspections office; if the files are too large, drop them off at the first-floor counter in City Hall. The FAQ prints the address as inspections@muskogeeonline.org, while the department’s contact page uses inspections@muskogeeok.gov. Paper applications are also available at the counter.
The Planning Forms & Publications page carries the building permit application, a contractor registration form, a flood plain permit application, and separate applications for signs, demolition, temporary uses and utility work in the right-of-way, plus the City’s setback requirements and climatic design criteria.
Muskogee permit fees
Fees are set by the City Council in Appendix A of the City Code (building amounts adopted October 9, 2017), and the department’s fee page shows the same figures. New-construction fees are charged on gross floor area.
Not sure this scope needs a permit?
Get a free quote →| Project | Fee |
|---|---|
| New house | $0.50 per sq ft, $500 minimum |
| Residential addition or remodel | $0.15 per sq ft, $150 minimum |
| New commercial building | $0.50 per sq ft for the first 10,000 sq ft, then $0.04; $800 minimum |
| Commercial remodel or alteration | $0.20 per sq ft for the first 10,000 sq ft, then $0.04; $500 minimum |
| Plan review (new construction and remodels) | 25% of the permit fee, paid at application and credited toward the permit |
| Roofing or siding only | $50 |
| Mobile home in a park / outside a park | $100 / $200 |
| Private pool | $100 |
| Demolition | $100 per main structure, plus a $2 per sq ft bond |
| Certificate of occupancy (house) | $50 |
| State fee | $5 on every permit |
For example, a new 2,000 sq ft house (counting porches, patios and the garage, as the application asks) has a permit fee of $1,000. The $250 plan review payment made at application is credited against that fee, and the $5 state fee is added. If work never starts, the code allows a refund of building fees less a $50 processing charge when requested within six months of the permit being issued or applied for, or by the end of the fiscal year if that comes first; plan review fees are not refundable.
New homes on City water also pay tap, meter, meter can, yoke and transceiver charges when the permit is issued; the City’s own example for a 1-inch meter adds up to $1,343.50, though the same page lists the meter transceiver at $201.25 rather than the example’s $192.50 and a 1-inch tap at $62 rather than $51, so the exact charge depends on the meter, tap and main size. A new sewer connection is $5 per lineal foot, with a $250 minimum and $600 maximum for homes.
Electrical, plumbing and mechanical permits
Building Inspections issues the trade permits too. Homeowners cannot do their own electrical, mechanical or plumbing work: it must be done by contractors licensed by the state Construction Industries Board who are also registered with the City. Each trade inspection is $50, a re-inspection $50, and an inspection outside the 8 a.m. to 5 p.m. weekday hours $100; a plumbing inspection outside the city limits is $75.
Rather talk it over?
Call 1-855-478-4290 →Contractor registration: bring a copy of the state licence and a driver’s licence. Registration costs $300 new and $150 to renew; it is due by June 30, with a 60-day grace period, and a renewal paid after September 1 is charged as a new registration. A contractor and each worker can be fined $200 for working without registration.
What to submit
- The site address (unless it is a new structure), legal description, and owner, contractor and architect names
- Square footage of the new structure, including porches, patios and garages
- Two sets of plans, one digital and one paper, including a site plan
- Any other documents describing the work
City Code Sec. 18-94 makes a site plan part of every building permit; for projects under $20,000 the planning and engineering directors can waive it on written request. Check zoning and permitted uses with Planning before drawing plans.
How to get a Muskogee building permit
In a historic district, get a Certificate of Appropriateness from the Historic Preservation Commission before applying.
Download it from the Forms & Publications page or pick it up at City Hall.
Email the application, site plan and digital plans to Building Inspections and deliver the paper set.
The 25% plan review payment is due when you apply and is credited toward the permit.
Departments review homes in 5 to 7 business days and commercial jobs in 2 to 4 weeks; roof, siding and mobile-home-in-park permits can be issued on the spot.
Pay the permit fee, then keep the inspection card on the job site.
Inspections in Muskogee
Contractors call in the inspections for their own trade, and the inspection card must be posted on site before any inspection is made. Rough-ins must pass before the framing inspection, and all trade finals must pass before the building final.

|---|---|
| General contractor | Footings, slab, framing, driveway approach, building final |
| Plumbing | Underground rough-in, top out, water service, sewer service, gas, final |
| Electrical | Saw pole, rough-in, service, final |
| Mechanical | Rough-in, final |
After the building final, request the certificate of occupancy. For a house the street number must be displayed; for a business, fixtures and furniture must be in place and ready to open.
Local Muskogee details
Building codes: City Code Sec. 18-179 adopts the International Building Code and says later editions adopted by the state building code commission take effect in the city automatically. The department’s FAQ still lists the 2018 International codes and the 2023 National Electrical Code, adopted as of September 14, 2024.
Historic districts: the Historic Preservation Commission issues or denies Certificates of Appropriateness for building, demolition and moving permits on historic properties and in historic districts, and publishes district maps and design guidelines. Appendix A sets the certificate fee at $50.
Floodplain: a separate Flood Plain Permit Application is on the Planning forms page for work in a mapped flood zone; Appendix A sets the floodplain permit at $100.
