Electrical, plumbing and mechanical permits in Bixby
Each trade is permitted separately in MyGov. The FY27 schedule charges $79.50 for each residential mechanical, electrical or plumbing permit and $104.50 for each commercial one. Every subcontractor except journeymen and apprentices must hold a City of Bixby contractor licence, applied for under Contractor’s Credentials in MyGov, and the City’s inspection guidelines require all subcontractors to be licensed by the State of Oklahoma, including out-of-state firms.
The general contractor answers for checking that every subcontractor is licensed and must give the City copies of its liability insurance and workers’ compensation certificates. Commercial fire and life safety, sprinkler and fire alarm plan reviews are charged under the schedule’s commercial fire code fees, with a $300 minimum per permit.
Bixby permit fees (FY27)
The City Council re-adopted Bixby’s fees for fiscal year 2027 on June 22, 2026 (Resolution No. 2026-17), and the comprehensive fee schedule lists the building fees as updated July 1, 2026. Homes pay a flat permit fee plus a plan review fee set by floor area, and the required inspections are billed as a package.

Inspections are requested on the 24-hour voice line, 918-366-0415, or by fax to 918-366-4416. Requests placed before 8:00 a.m. can be inspected the same day, and inspectors work Monday to Friday from 8:30 a.m. to 4:00 p.m. Leave your name and phone number, the permit number, the address (noting whether it is in a platted addition or unplatted), the type of inspection and a morning or afternoon preference; the City cannot promise a specific time.
The new-house inspection package covers piers, footing, stem wall, plumbing rough, slab electrical, slab, steel, framing, electrical rough and service, slab and overhead duct, top-out, water, sewer and gas lines, equipment set, roof deck and the trade finals. Nothing may be covered before it passes, and work covered early must be opened up at the contractor’s cost. A disapproved inspection costs $100, as does every later re-inspection.
Where approved plans call for special inspections, a letter from the engineer of record or owner must say which inspections will be done and by whom, and the City still has to be called for its own inspection. A temporary certificate of occupancy costs $100.
Local Bixby details
Building code: the City Code adopts the residential code automatically as the Oklahoma Uniform Building Code Commission adopts and amends it, once the City building inspector receives and approves the edition (Ordinance 2483, October 2024). Other buildings are governed by the 2018 International Building Code as adopted in City Code section 9-2-2.
Commercial footings: for commercial and other nonresidential buildings, which Bixby regulates under the 2018 International Building Code, the City’s amendments require slab-on-ground footings at least 16 inches wide and 18 inches deep, reaching 12 inches into undisturbed soil, unless a registered engineer designs the foundation; accessory structures under 400 sq ft, and accessory buildings used only for agriculture on agriculturally zoned land, are excepted.
Floodplain: development in a regulatory floodplain needs a floodplain development permit ($500). The City floodplain administrator can be reached on 918-366-0404.
Stormwater and sewer charges: where on-site detention is not built, the City charges a fee in lieu of detention of $0.20 per square foot of impervious area in the Fry Creek basin (or $1,800 per acre) and $0.21 per square foot in the Haikey Creek basin. Excess sewer capacity fees are set per acre by area of the city.
