Permits are priced by floor area, not value: under the FY2027 Master Fee Schedule a new house of 1,001 to 2,000 sq ft carries a $220 building permit before inspection fees, and review generally takes 3 to 10 working days.

What needs a permit in Sand Springs?

The City says most new construction, and any alteration involving load-bearing walls or electrical, plumbing or heating and air work, needs a building or trade permit. New signs and substantial sign changes need a sign permit, and demolition needs a permit too. Grading needs a separate earth change permit only where the ground is cut or filled more than 6 feet above or below the building pad.

Permit required

  • New homes, commercial buildings and additions
  • Remodels
  • Storage buildings over 300 sq ft, or any size with electricity
  • Roofs, carports, porches, patio roofs, decks, canopies, awnings and storm shelters (the City’s 2024 fee sheet lists a $59.50 permit for each, state fees included)
  • Swimming pools and solar panels
  • Curb cuts, sidewalks and pavement cuts; moving a building on city streets

No permit needed

  • Storage buildings of 300 sq ft or less with no electricity, plumbing or mechanical systems
  • Painting and routine repair and maintenance

Most of Sand Springs is in Tulsa County, with a small part in Osage County. Outside the city limits, Tulsa County Inspections permits unincorporated Tulsa County, while the state OUBCC list marks Osage County as not issuing building permits.

Trade work and contractor registration

All electrical, plumbing and mechanical work must be done by contractors licensed by the State and registered with the City. Registration costs $125 a year, runs from July 1 to June 30 (renewals open June 1), and needs both sides of the State licence and a driver’s licence. Journeymen and apprentices work under the contractor’s registration but must carry their State licences. Owners may pull their own building permit and do their own structural work.

The trade inspections for a new building are part of the building permit and are paid when it is issued. They are priced from the electrical service size, the cooling tonnage and the number of plumbing fixtures: a 100-amp single-phase electrical final is $83 plus $28 for each further 100 amps, plumbing is $55 for the first five fixtures, $55 for the next seven and $11 for each one after, and a cooling unit of up to 3 tons is $83. Where a remodel does not change the service or equipment, a $28 trip fee applies instead.

Sand Springs permit fees

The City Council adopted the FY2027 Master Fee Schedule (Resolution 26-29) on April 27, 2026. Building fees are set by floor area, including garages and unfinished space, and the City says they are not based on a building’s estimated value.

  • Building permit application with the legal description and estimated cost (for records only)
  • One detailed site plan with the structure’s distances to lot lines and other buildings, and the height of disturbed soil
  • One set of drawings, at least 11 x 17 inches, showing footing, floor, wall and roof plans and the electrical, plumbing and mechanical fixtures
  • Electrical amperage, cooling tonnage and fixture count for the inspection fees
  • Insurance verification form when a builder or contractor, not the homeowner, does the work

Applications can be handed in at City Hall, faxed to 918-245-0372 or scanned and emailed, and the City calls when the permit is ready. Building and sign permits are usually issued within 3 to 10 working days, depending on the project and how complete the plans are.

How to get a Sand Springs building permit

1. Check zoning and the site

Call zoning (918-246-2575) and the floodplain office (918-246-7912); grading beyond 6 feet needs an earth change permit.

2. Register the trades

Electrical, plumbing and mechanical contractors register their State licences with the City for $125.

3. Submit the application

File the application, site plan and drawings in person, by fax or by email to Neighborhood Services.

4. Pass review

Zoning, building code, floodplain and soil disturbance checks generally take 3 to 10 working days.

5. Pay and pick up

Permit and expected inspection fees are paid in full when the permit is collected.

6. Call inspections

Request inspections on 918-246-2572; the final covers all trades, and a new home’s certificate of occupancy follows.

Inspections in Sand Springs

Inspection requests can be left at any time on 918-246-2572 by choosing the right prompt, and requests made before 9 a.m. are usually inspected the same business day. A typical project has at least 18 inspections. On houses, the permit holder or builder calls in the rough and final inspections as group inspections: framing, electrical rough, mechanical duct and plumbing top-out are normally done in one visit so no trade covers another’s work. Licensed trades call their own stand-alone inspections, and on commercial jobs each trade requests its own.

The final is requested once all work, including paving, grading and landscaping, is done. A new home receives its certificate of occupancy after the finals and a CO compliance inspection, without a separate application. Commercial buildings, and existing commercial spaces that change occupancy, use or function, need a certificate of occupancy application before anyone moves in. A rejected inspection costs $28, and work covered before inspection is charged $110.

Local Sand Springs details

Code edition: the City’s July 1, 2024 notice put into effect the 2018 International Building, Existing Building, Plumbing, Mechanical, Fuel Gas and Fire Codes and the 2020 National Electrical Code, as adopted by the Oklahoma Uniform Building Code Commission, with no new local amendments.

Earth change and erosion: applicants show the difference between the floor or pad elevation and the lowest or highest point of disturbed ground on the site plan. A separate earth change permit ($25) is needed only where it exceeds 6 feet; new developments have drainage protections designed with the City’s engineers before building permits are issued.
