What to submit with a McAlester application
- Construction documents: plans stamped by an Oklahoma design professional where the state architects and interior designers act requires it; otherwise dimensioned plans clear enough to show the work meets the code. The City’s 2022 information sheet asks for at least two sets, with footing, stem wall and slab details and, for homes, floor, electrical, plumbing-location and mechanical plans.
- Plot plan drawn to scale showing the lot, existing and proposed buildings, driveways and parking.
- Survey stamped by a registered land surveyor, showing topography, corners and easements, tied to a mean-sea-level benchmark from the flood map (assumed benchmarks are not allowed), with the lowest finished floor elevation of each proposed structure.
- Drainage plan: for a home, mean-sea-level elevations and how sheet flow will be controlled; for commercial work, a grading and drainage plan sealed by an architect or engineer. Post-construction runoff must not exceed pre-construction runoff.
Plan review can involve building, fire safety, engineering, utilities and planning staff, depending on the project. Once everything is in, the City asks you to allow 7 to 10 working days.

Floodplain: the survey must be tied to the City’s flood map benchmark, and the finished floor must be at least 6 inches above the curb or 6 inches above finished lot grade, whichever is higher. Development in the Flood Hazard Overlay District needs a floodplain permit: $100 for the application review, $50 for the permit and $50 per inspection, with a $25 variance fee (City Code, Chapter 48).
Manufactured and modular homes: modular buildings built to the adopted codes, set off-frame on a permanent foundation with a factory data plate, may be permitted in zoning districts that allow them. HUD-code mobile homes go in a mobile home park or trailer court that meets the City’s ordinances and must comply with the Flood Hazard Overlay District. Tiny houses are allowed if they meet zoning and building codes and sit on a permanent foundation.
