In Ada, building permits come from the Community Development Department’s Building Division at City Hall, 231 S. Townsend, and are filed, paid for and inspected through the City’s GOVmotus web portal. Fees follow the value of the work under Resolution 26-12A, in force since July 1, 2026: $125 for the first $15,000 of a new building plus $1.35 for each further $1,000. Commercial and multi-family plans must clear the weekly Project Review Team before you apply.
What needs a permit in Ada?
The City’s permit table lists nine permit types, and a change of use needs its own permit. A new building, addition or remodel permit already includes the building, mechanical, electrical and plumbing work.
Permits the City issues
- Building: new homes and commercial buildings, room additions, remodels, pools, garages, carports and other accessory buildings
- Electrical, mechanical and plumbing
- Re-roofing (repairs may need one, depending on size and type)
- Demolition
- Storm shelters, above or below ground
- Solar panels
- Signs
- Change of use, with a new Certificate of Occupancy, when a commercial use changes
No permit (City checklist)
- One-story detached accessory buildings of 200 sq ft or less
- Fences up to 7 feet high
- Retaining walls up to 4 feet, unless supporting a surcharge
- Sidewalks and driveways (Public Works still sets curb cut rules)
- Painting, tiling, carpet, cabinets, countertops
- Detached decks up to 200 sq ft and 30 inches high that do not serve a required exit door
City ordinances do not allow an accessory building on a lot without a house, and buildings built off-site are generally not allowed unless specifically approved.

Ada’s web portal and contractor licences
You need a GOVmotus account before applying. In the application, describe the job (for example “Residential New Construction”), enter the construction cost for new construction, remodels, additions, accessory buildings, pools and signs, and give the square footage for new construction. Roofing, electrical, mechanical and plumbing contractors enter their Construction Industries Board licence number, and electrical, mechanical and plumbing contractors also enter their City of Ada licence number.
Every electrical, mechanical and plumbing contractor must be licensed with the City: $250 for a new licence and $80 for the annual renewal, with licences expiring on June 30. The application is on the City’s business licences page, and the Deputy City Clerk handles it (ext. 223).
Fees are paid in the portal by card or by ACH/eCheck, which carries no charge. Resolution 26-12A sets the card processing fee at 2% of the payment, while the City’s December 2025 portal guide still says 4%; cash is taken at the Building Department in City Hall during counter hours. No permit is issued until it is paid.
Electrical, plumbing and mechanical work in Ada
On a new building, addition or remodel, the trade work is part of the one construction permit, and the application must list every electrical, mechanical and plumbing subcontractor with their City and state licence numbers. The fee schedule also lists separate plumbing, mechanical and electrical permit fees of $50 each.
Not sure this scope needs a permit?
Get a free quote →The City’s FAQ notes that only a licensed mechanical contractor may install an HVAC system. For a solar installation, a homeowner who lives in the house may do the electrical work once the structural statement and sealed electrical drawings are provided. Commercial electrical work follows the 2023 National Electrical Code on the City’s adopted-code list. For commercial buildings, fire suppression and fire alarm plans go straight to the Deputy Fire Chief.
Ada building permit fees
The City Council and the Ada Public Works Authority approved the current schedule (Resolution 26-12A) on June 1, 2026, effective July 1, 2026. Construction permit fees are based on the total value of the work and include building, plumbing, electrical and mechanical.
| Project | Fee |
|---|---|
| New construction | $125 for the first $15,000, plus $1.35 for each additional $1,000 or fraction |
| Remodel, up to $25,000 | $35 for the first $2,000, plus $1.85 for each additional $1,000 |
| Remodel, over $25,000 | $123.50 for the first $25,000, plus $1.85 for each additional $1,000 |
| Pools and accessory buildings | Same as a remodel |
| Building moved in | Same as if built on site |
| In-house plan review | 50% of the construction permit fee |
| Outside agency plan review | Actual cost |
| Plumbing, mechanical or electrical permit fee | $50 each |
| Re-roofing, solar panels, storm shelter, demolition | $50 each |
| House moving | $110 |
| Re-inspection | $30 |
| Work started before a permit | $200 or 3 times the regular fee, whichever is greater, on top of the permit fee |
For example, the construction permit for a new house valued at $300,000 is $125 plus 285 × $1.35, or $509.75, before any plan review charge. The same resolution sets a $250 sewer tap and water taps from $1,400 for a ¾-inch connection.

The Planning & Zoning Coordinator confirms zoning; new commercial and multi-family developments must be platted.
Email the plans to building@adaok.com; the team (building, planning, engineering, public works, airport and fire) meets weekly and sends combined comments.
Set up the account before you apply.
Enter the cost, upload the plans, subcontractor list and insurance certificates.
Pay online when you are told fees have been applied, or in cash at City Hall.
Use the portal at least a day ahead, until the Certificate of Occupancy is issued.
Ada inspections
Request inspections in the GOVmotus portal against the issued permit, choosing the inspection type and date; requests should be made at least one day ahead, and the system does not accept a same-day date (write in the comments box if you need one). The City notifies you by email or text when the inspection is scheduled. For a permit not issued through the portal, call 580-436-6300, ext. 240.
Each failed inspection that has to be repeated costs $30. A permit is cancelled if no progress is made or no inspection is called for in 180 days. For commercial buildings, the Certificate of Occupancy is issued once the building inspector has approved the plans and all inspections have passed; only then may the business open.

Airspace near the airport: a structure taller than its surroundings, or the use of a crane, may need an airspace permit or study from the Airport Manager (580-436-8190) before the building permit is issued, with extra rules inside the runway protection zone.
Utilities and driveways: new water and sewer taps or meter sets are requested from the Engineering Department; curb cuts use the Driveway Street Modification Application from Public Works (580-436-8100).
911 addresses are requested by email from True North Mapping and Solutions, giving your phone number and the property owner’s name.
Solar systems need a structural engineer’s statement that the roof can carry the load and sealed electrical drawings.
Floodplain: Community Development makes floodplain determinations for property in the city, which takes part in the National Flood Insurance Program.
Code editions: the City’s published list still names the 2018 International codes, the 2023 NEC for commercial work and the 2021 Life Safety Code.
