The City warns that it never asks for or accepts permit payments by wire transfer; report any such request. Land outside the city is in Pottawatomie County, which the state code commission lists as issuing no building permits.

Shawnee applications and contractor licences

The residential and commercial building applications (October 2024 editions) ask for the general contractor and the mechanical, electrical and plumbing subcontractors with their Oklahoma licence numbers, plus any architect or structural engineer, the area under roof, service amps, HVAC tonnage, water and sewer tap sizes, driveway details and whether the site is in the 100- or 500-year flood zone. Both include a builder contract for utility service.

Electrical, mechanical and plumbing contractors must hold both a State of Oklahoma licence and a City of Shawnee licence. City registration costs $100 per trade, with a $75 renewal per trade within six months of expiration; general contractors, demolition, storm shelter and solar installers may pay $75, and exterminators and tree trimmers $25. Bring the state licence, a driver’s licence, a certificate of insurance and, where required, a $2,000 surety bond.

A free pre-application meeting with City staff can be requested for development proposals; meetings are held at the City Hall Annex, 222 N. Broadway Ave., where you check in at the permits office.

All fees are paid before a permit is issued or an inspection is made, and they are non-refundable.

How to get a building permit in Shawnee

1. Check zoning

The Unified Development Code, in effect since September 19, 2024, sets the districts; City Planning answers on 405-878-1672.

2. Book a pre-application meeting

Optional and free for development projects; send the request form to cosinspections@shawneeok.org.

3. Register your trades

Make sure each electrical, mechanical and plumbing contractor holds a City of Shawnee licence.

4. Submit the application and digital plans

Use the 2024 residential or commercial application; review starts at 9:00 a.m. the next day.

5. Answer comments and pay

Revise the plans if review fails, then pay before the permit is issued.

6. Inspections and certificate of occupancy

Your licensed contractors request each inspection; the certificate follows the finals.

Shawnee inspections

City staff complete inspection requests within 48 hours, and only licensed contractors may call them in, giving the construction address. A new house goes through plumbing, building, electrical and mechanical inspections and then a final; partial inspections can be arranged in advance. Nothing may be covered before it is approved, and the permit sign must be visible from the street.

The final is done only when the building is complete, including driveways, sidewalks, light fixtures, carpet, the posted address, landscaping, post-construction erosion controls and the elevation certificate. The certificate of occupancy is issued after all finals, and no one may occupy the building before then. Job sites need a concrete washout, a trash container and portable toilets.

A permit becomes invalid if work does not start within six months or stops for six months. The building official may grant one six-month extension on written request, and City Code Sec. 7-32 charges new permit fees for it.

Local Shawnee rules

Data center moratorium: on August 17, 2026 the Board of City Commissioners approved Resolution No. 6795, a moratorium until December 31, 2027 on accepting new applications for rezonings and permits, including building permits, that would allow a data center.

Floodplain: the City’s Flood Damage Prevention Ordinance (Ordinance No. 2661NS) took effect on May 6, 2019. Development in a flood zone needs the City’s floodplain permit, and the City Code adopts the newest FEMA flood maps automatically.

Septic systems and wells: an on-site sewage system needs a City permit as well as the Oklahoma DEQ permit to construct, a copy of which goes with the City application. A water well also needs a City permit; where City water is available the well may be used only for irrigation.

Housing options: the Unified Development Code allows accessory dwelling units and tiny homes in residential districts and removed the R-1 minimum lot size.

Code edition: the City’s page and its 2024 applications still cite the 2018 ICC codes (in effect in the city since February 21, 2023) and, for commercial work, the 2020 NEC.
