Chisago County enforces the Minnesota State Building Code itself: Environmental Services, in the Government Center at 313 North Main Street in Center City, issues building and demolition permits in every township and in Center City, Chisago City, Harris, Lindstrom, Rush City, Shafer, Stacy and Taylors Falls. Applications are online only. Permit fees follow the 1997 Uniform Building Code table with a $111.25 minimum, plus 65% plan review, under the fee schedule of January 6, 2026.
What requires a permit in Chisago County?
Wherever it is the building-code office, the county requires a building permit for all new construction and for most remodeling, alteration and repair work, and a separate permit for demolition. Its fee schedule prices even replacement windows in existing openings and the installation of a pre-built shed.
County building permit
- New houses, additions and garages
- Pole buildings and other accessory buildings
- Decks
- Re-roofing, re-siding and replacement windows or doors
- Furnace, boiler, air-conditioning and other mechanical work
- Plumbing, gas piping, gas fireplaces and wood stoves
- Demolition of a house or a commercial building
County zoning, shoreland or septic permit
- Land uses under the zoning ordinance (general land use permit)
- Farm building sites under Minn. Stat. 326B.103
- Moving over 10 cubic yards in the shore impact zone or on a steep slope
- Moving over 50 cubic yards elsewhere within 1,000 feet of a lake
- Installing, repairing, altering or adding to a septic system
- Wetland delineations, replacement plans and ponds
- Short-term rentals (annual license)
In the townships a single-family dwelling needs at least 960 square feet on the ground floor, a width of at least 20 feet and a permanent foundation at least 42 inches below grade enclosing the house; a manufactured home qualifies if it meets the same criteria, and an addition cannot be counted toward them.
What the county decides and what the state holds
The technical rules are the State Building Code’s, and the county applies them in every township and in the eight cities named above. The land-use layer is the county’s own: Zoning Ordinance No. 2024/1218-1, adopted in December 2024, took effect on January 1, 2025 with new subdivision and shoreland ordinances. Most of the county is zoned Agricultural, with a 5-acre minimum lot, 300 feet of public road frontage and 1 buildable acre. For wells the county refers owners to the Minnesota Department of Health; it regulates only a well’s distance from a septic system.
Chisago County building department: who handles permitting
Environmental Services, directed by Kurt Schneider, runs zoning, shoreland, septic, solid waste and the Wetland Conservation Act and enforces the building code. Building permit customers are asked to arrive by 3:30 p.m.

Townships and cities
The county is the zoning office for Amador, Chisago Lake, Fish Lake, Franconia, Nessel, Rushseba, Shafer and Sunrise townships. Lent Township handles its own zoning, so ask the township there, although the county issues its building permits as it does in every township. In the eight cities where the county enforces the building code, zoning stays with the city: owners talk to the city’s zoning staff before applying, and the county wants zoning approval for any project that may affect setbacks.
| City | Building permits and zoning |
|---|---|
| Chisago City (5,955), Lindstrom (5,039), Stacy (4,367), Rush City (3,300), Taylors Falls (1,054), Center City (634) | County building permits; city zoning; flood program participants |
| Shafer (1,212) | County building permits; city zoning; no flood program entry listed |
| Harris (1,139) | County building permits; city zoning; listed as not in the flood program |
| North Branch (12,398), Wyoming (8,121) | Not on the county’s building-code list: the county sends owners to the city; flood program participants |
The county’s short-term rental license applies in the cities as well as the townships; a rental inside a city needs the city’s acknowledgement form.
Chisago County permit types
Building and septic applications, and the shoreland grading permit, are filed in the county’s EnerGov online permitting portal, and the office no longer takes paper building applications. An application names the owner, the contractor with address and license number, the type of project and a phone number, and carries a site plan, drawn and uploaded, for any project that affects setbacks. No building application is accepted for a new split or plat until the new parcel number has been created.
Residential permits
A new house needs two complete sets of plans, including cross sections, the foundation wall assembly with insulation and radon venting; one set comes back with corrections and stays on site. The new home checklist also asks for:
- an Energy Code Compliance Certificate, reviewed and then posted before the final;
- two copies of a percolation test with 2 perc holes, 4 deep soil borings, a site plan and the septic design, by a Minnesota-licensed, disinterested individual;
- an approved driveway access permit, or one applied for, before the application is taken;
- a survey for any building in a city or in Lent Township;
- staking of the house site and the driveway centerline, with the perc area fenced off.
Not sure this scope needs a permit?

No accessory building may go on a lot without a house until the house permit is issued and its foundation inspection approved, and unpainted galvanized steel siding or roofing is not allowed on houses or their accessory buildings, farm structures excepted.
Building or remodeling a home here? Alliance handles residential permit filing, so the crew isn't waiting on the counter.
Commercial and other permits
Commercial plumbing, mechanical and roofing permits have a higher minimum fee, and commercial demolition needs independent asbestos testing and a bond. Zoning applications cover conditional and interim use permits, variances, rezonings, plats, planned unit developments, commercial solar and gravel mining.
What comes before the permit
- Driveway. Environmental Services no longer processes driveway access permits: the township issues them for township roads and the County Highway Department for county roads, where a separate $1,000 deposit check is needed, with up to $800 refundable. In Shafer, Rushseba and Franconia townships, a house on a township road gets no permit until the township has approved the installed driveway.
- Variance or conditional use. These zoning applications go through county hearings, and a zoning decision can be appealed for $500.
- Shoreland. Lots within 1,000 feet of a lake need an impervious surface calculation.
- Floodplain. The county applies its 2012 Flood Plain Ordinance.
- Subdivision. Parcels under 20 acres or under 500 feet wide must be platted; parcels at least 500 feet wide and 20 acres may use an easement instead of road frontage.
- Address. An address is assigned with the building permit, and most areas charge $75 to $225 for the 911 sign and its installation.
Chisago County permit costs and fees
The figures below come from the countywide fee schedule dated January 6, 2026. A building permit needing formal plan review requires a non-refundable $750 payment with the application, credited when the permit is issued. The permit fee comes from the 1997 Uniform Building Code schedule with a higher minimum, applied to an ICC-based valuation; for 2026 one- and two-family homes are valued at no more than 85% of $170.80 per square foot, or $145.18. Plan review adds 65% of the permit fee, the state surcharge is 0.0005 times the valuation (up to $1,000,000), and a $12.50 records fee applies.
| Valuation | Fee |
|---|---|
| $1 to $5,000 | $111.25 minimum |
| $5,001 to $25,000 | $111.25 for the first $5,000 plus $14.00 for each additional $1,000 |
| $25,001 to $50,000 | $391.25 for the first $25,000 plus $10.10 for each additional $1,000 |
| $50,001 to $100,000 | $643.75 for the first $50,000 plus $7.00 for each additional $1,000 |
| $100,001 to $500,000 | $993.75 for the first $100,000 plus $5.60 for each additional $1,000 |
| $500,001 to $1,000,000 | $3,233.75 for the first $500,000 plus $4.75 for each additional $1,000 |
| Over $1,000,000 | $5,608.75 for the first $1,000,000 plus $3.15 for each additional $1,000 |
Rather talk it over?
Call 1-855-478-4290 →| Item | Fee |
|---|---|
| Residential plumbing, mechanical, re-roof, re-side, windows, shed install, gas fireplace or piping | Value-based, $113.75 minimum (includes $2.50 state surcharge) |
| Commercial plumbing, mechanical or roofing | $186.25 minimum (includes $5.00 surcharge) |
| Single-family demolition | $700 including asbestos lab fees, plus a $10,000 bond or deposit |
| Re-inspection / inspection outside business hours | $61.35 an hour (1-hour / 2-hour minimum) |
| General land use permit / agricultural building site permit | $150 / $75, plus $12.50 records fee |
| Shoreland grading, filling or excavation | $250, plus $12.50 |
| Septic: new house or full replacement / drainfield or mound repair | $406 / $203, plus $12.50 |
| Septic compliance inspection | $350 ($400 in winter) |
| Variance | $750 plus recording |
| Conditional or interim use permit | $900 plus recording and escrow |
| Short-term rental license | $400 a year |
| After-the-fact administrative zoning permit | Double the fee |
Worked example. A project valued at $60,000 falls in the $50,001–$100,000 band: $643.75 for the first $50,000 plus 10 × $7.00 gives a permit fee of $713.75. Plan review at 65% adds $463.94, the state surcharge is $30.00 and the records fee $12.50, for $1,220.19, of which the $750 paid with the application is credited. The county sets the valuation.
Online card payments carry a 3.95% fee ($2.50 minimum) and eChecks $1.95. A project showing no progress within 6 months of issue expires; renewal is requested within 12 months and costs the original charge less plan review and surcharge.

The county does not issue electrical permits or inspect electrical work. Owners and electricians file with the Department of Labor and Industry, which applies the 2026 National Electrical Code to permits filed on or after August 17, 2026; the state’s electrical inspector also checks pole buildings.
- Plumbing and mechanical. These are county permits where the county is the building-code office, valued like other work with a $113.75 residential minimum.
- Builders. General contractors working in a township need a state license from the Department of Labor and Industry (651-284-5034); the county page tells contractors to ask each city whether it wants a city license too.
- Septic. Perc tests and designs need a Minnesota-licensed, disinterested individual.
How to apply for a Chisago County permit
Check that the parcel is in a township or one of the eight listed cities; in a city, talk to its zoning staff first.
A new split needs its own parcel number, and a lot in a city or Lent Township needs a survey.
Apply to the township or the County Highway Department before the building application.
Commission the perc test, borings and design, and apply for the septic permit online.
Upload two sets of plans, the site plan, the energy certificate and contractor details; incomplete files are refused.
Pay the $750 plan review payment at application, then the balance once review is done.
Stake the house and driveway, fence the perc area and call 651-213-8370 for inspections.
Review, corrections and what causes delay
The office takes no incomplete application and no new-home application without a driveway access permit. A city lot waits on the city’s zoning sign-off for setbacks. Soil verifications need substantial thawing in winter, which can hold up a septic permit. Hearings take longer: the Board of Adjustment and Appeals tours sites on November 23, 2026 and meets on November 24, and a special meeting costs $1,000 plus the application fee.
Inspections in Chisago County
All county inspections are booked by phone at 651-213-8370. A pole building has a footing inspection before concrete, a framing inspection and a final, and the framing and final can be combined when the interior is not finished; footings go at least 42 inches deep and roofs are designed for a 50-pound ground snow load. An attached deck needs footings at least 42 inches deep and guards 36 inches high where it is more than 30 inches above grade.
Before a new house may be occupied the county needs the septic as-built drawing, the posted energy certificate and the attic insulation card, and a blower door test, and then issues the certificate of occupancy. New septic installations need 24 hours’ notice for inspection, scheduled between 8:00 and 4:30 with the name, site address and permit number. A tank must sit 10 feet and a drainfield 20 feet from an occupied building, and both 10 feet from every property line, road right of way included.

Minnesota building code
Chisago County enforces the State Building Code in its townships and eight cities; under the state rule its fee schedule cites, an application with no permit issued is abandoned after 180 days. FEMA’s Community Status Book lists the county as participating in the National Flood Insurance Program since April 18, 1983, with a current flood map dated April 17, 2012.
Minnesota has one State Building Code that applies statewide and overrides local building codes, but enforcement is local: whether a building permit is needed depends on whether the city, township or county enforces the code there. Electrical permits come from the Department of Labor and Industry unless the local government runs its own electrical inspection. Minnesota rules
