Anoka County states that it does not issue permits nor inspect permitted projects; each city or jurisdiction issues and finals its own. Zoning and planning are handled by the cities and Linwood Township as well. The county’s municipality list names Andover, Anoka, Bethel, Blaine, Centerville, Circle Pines, Columbia Heights, Columbus, Coon Rapids, East Bethel, Fridley, Ham Lake, Hilltop, Lexington, Lino Lakes, Linwood Township, Nowthen, Oak Grove, Ramsey, Spring Lake Park and St. Francis. By the Census Bureau’s latest estimates the largest cities are Blaine (76603), Coon Rapids (64193), Andover (33874) and Fridley (30829).

This guide covers the building offices of the four largest cities and the permits the county itself issues for work on county roads.

What requires a building permit in Anoka County?

The Minnesota State Building Code applies statewide and supersedes local building codes, but Anoka County does not enforce it: each city (and Linwood Township) does. What changes from place to place is the office, how it takes applications and what it adds locally.

One local example: Coon Rapids no longer issues or inspects stand-alone radon mitigation permits (since August 10, 2020); those go to the Minnesota Department of Health.

Residential building contractors, remodelers and roofers, electricians and plumbers are licensed by the state Department of Labor and Industry, so the same credential is valid in Anoka County as anywhere in Minnesota. Building without a required permit exposes a job to stop-work orders, penalties and delayed occupancy, and unlicensed residential contracting is a separate violation enforced by the state. Local rules in the largest Anoka County cities

Blaine

The Building Inspections Division reviews plans, issues permits and inspects. Applications go through the city’s iMS system, where contractors register and resubmit license and insurance information. Residential plumbing, mechanical, roofing, siding and window replacement permits may be issued at the time of application. Septic owners must have an MPCA-licensed service provider file a Septic Tank Maintenance Reporting Form with the Inspections Department at least every three years.

Coon Rapids

Apply through the city’s BS&A Online portal, and call ahead before coming to City Hall in person. Allow 7-10 business days for Planning/Zoning approval of exterior permit applications.

Andover

Online applications go through the Baseline permit portal. Mechanical contractors (heating, ventilation, air conditioning, refrigeration, gas fireplaces and fuel piping) must hold an Andover Mechanical Contractor License. The city issues its own septic system permits.

Fridley

The Building Inspections Division administers the State Building Code, and all permits, for building, demolition, mechanical, plumbing and electrical work, must be applied for online.

Electrical permits in Anoka County

The electrical route differs between neighbouring cities. In Blaine, electrical permits and inspections are through the State Department of Labor and Industry (state electrical inspector: 612-528-2533). Andover’s electrical inspections are by Tokle Inspections, 763-421-2360 (M-F 7-8:30am). In Fridley, electrical inspections are scheduled separately with the electrical inspector.

Whether an electrical permit goes to the state Department of Labor and Industry or to the city depends on the area: if the state’s Authority Having Jurisdiction directory lists “State”, file with the state; if it lists “Local”, contact the city or township.

Electrical and plumbing work must be done by state-licensed trades, though an individual may do electrical work on a home they own and occupy if it has its own electrical service. Whether the electrical permit comes from the state or the local office depends on whether that city or township has taken on electrical inspection. Electrical and plumbing rules in Minnesota

How to get a building permit in Anoka County

1. Find the city

2. Check county road work

3. Apply in the city system

Blaine through iMS, Coon Rapids through BS&A Online, Andover through Baseline, Fridley online.

4. Septic

Septic permits come from the city, not the county; Andover issues its own.
