In unincorporated Grundy County, the Zoning Office at 706 H Avenue in Grundy Center (319-418-8222) issues a compliance permit before any non-farm building is built, moved in or structurally altered, and the same office, as County Sanitarian, issues septic and well permits. The permit checks the 2023 Development Ordinance rather than a building code, costs $100 to $300 by construction cost, and the office keeps Monday, Tuesday and Friday hours.
What requires a permit in unincorporated Grundy County?
All of Grundy County outside its nine cities is zoned. Section XXIII of the Development Ordinance requires a compliance permit from the Zoning Administrator before anyone starts or carries on the erection, construction, moving in or structural alteration of a building or structure, and no land or new building may be occupied, or its use changed, until the permit states that the building and use comply. The county’s guide for new rural residents sums it up: building permits are required for all non-agriculture related structures.
Permit needed
- Non-farm houses, garages and sheds
- Additions and structural alterations
- Buildings moved onto a lot
- A change of use
- Home occupations and home industries (renewed each year)
- Towers and wind turbines
- Any development in a floodplain, farm buildings included
- Septic systems and new wells
No compliance permit
- Farm houses, barns and outbuildings primarily adapted and used for agriculture, outside floodplains (owner files the agricultural exemption form)
- Work inside an incorporated city
Even exempt farm structures are asked to observe the district’s minimum yards voluntarily, and the owner must show that the property is used for agriculture. The same county form serves as both the compliance permit application and the agricultural exemption request.
The A-1 district lists what may be built without special approval: farm uses and livestock confinements, private stables and private kennels at least 50 feet from every property line, wind turbines under 100 kilowatts, towers under 200 feet whose base sits at least the tower’s height from any lot line, home occupations and home industries, churches and schools, and mobile homes under the ordinance’s mobile home section. Solar installations under 50 kilowatts are allowed as accessory uses, and a private grass landing strip used with a farm needs a commission recommendation and supervisors’ approval.
What the county decides and what the state holds
The county’s pages list no building code: the Zoning Office issues building and zoning permits and enforces the zoning ordinance. Its Development Ordinance, Ordinance 2023-4, replaced the 2009 ordinance after a Planning & Zoning Commission hearing on July 26, 2022 and three considerations by the supervisors ending April 3, 2023. It combines zoning districts, subdivision rules, natural resource protection, mobile home rules, signs and administration in one document. Flood plain management is a separate ordinance (No. 2005-12), and septic systems follow the county’s private onsite wastewater ordinance, posted with the date 8.12.24, alongside the state rules in Iowa Administrative Code chapter 69.

The county road system covers 195 miles of paved roads, 650 miles of granular roads and 15 miles of dirt roads, with 223 bridges over 20 feet long that are inspected every two years; Iowa 14, Iowa 175 and U.S. 20 are state roads outside the county’s care. Besides driveways, the Engineer issues work-in-right-of-way and utility permits, and the county’s rural living guide asks owners to check with the Engineer before building a fence near a road so it stays off the county right of way.
The county fee sheet is headed 706 G Ave and an older permit form lists 319-824-1212; the department pages give 706 H Avenue and 319-418-8222.
Cities in Grundy County
The Zoning Office’s area ends at the boundary of each incorporated city; inside a city, that city’s own rules apply.
| City | Who handles building permits |
|---|---|
| Grundy Center (2,814), Reinbeck (1,668), Dike (1,299), Conrad (1,086) | Each city under its own rules |
| Wellsburg (711), Holland (260), Stout (191), Beaman (155), Morrison (100) | Each city under its own rules |
Grundy County permit types
The compliance permit is filed with the Zoning Office on the county form, with a scaled sketch, drawing or plat in duplicate showing the lot’s actual dimensions, the size, shape and location of the building, the required yards, parking and open space, and a vicinity map. Septic applications can be made online through the county’s GeoPermits link on the Zoning and Environmental Health pages.

In the A-1 Agricultural District, which is meant to keep farmland from urban encroachment, a house is allowed on a tract of at least 35 acres; on a farmstead or lot of record that existed on April 17, 1978 and holds at least 2 but under 10 acres; or as a second dwelling for an immediate-family member actively farming, on one lot of 1 to 10 acres split from a farm that keeps at least 35 acres, after the Planning and Zoning Commission recommends it and the supervisors approve. The county warns that not every parcel taxed separately is a legal lot that can get a permit, so check before buying.
The application form asks for the parcel number and legal description, the contractor, the primary use of the building, the type of work (construction, addition, alteration or moving a building), its dimensions, estimated cost and start and end dates, and whether the site lies in an agricultural area of 35 acres or more or in a flood plain. An owner claiming the farm exemption describes the farm operation on the same form, and the Zoning Administrator marks it approved, disapproved or ag exempt.

Commercial permits
Business uses need the right zoning district, so many start with a rezoning ($200) through the Planning and Zoning Commission and supervisors. In A-1, special event centers, wineries and tasting rooms, outdoor concert venues and outdoor events such as mud runs or vendor fairs need a special exception from the Board of Adjustment, and seed and feed dealerships are allowed only without a showroom or other commercial activity.
For tenant improvements and new commercial builds, Alliance handles commercial permit filing through issuance. More on this: commercial building permits explained.
What comes before the compliance permit
- Zoning relief. Variances ($150) and special exceptions ($150) go to the Board of Adjustment; rezonings and subdivisions to the Planning and Zoning Commission and supervisors.
- Septic and well. Septic permits include soil probes, soil and site analysis and IAC chapter 69 compliance; new private wells are permitted under IAC chapter 49.
- Floodplain. Development in a flood hazard area needs the County Engineer’s floodplain development permit, with the base flood elevation and the proposed lowest floor elevation.
- Driveway. A new entrance needs the Engineer’s permit; location is not guaranteed and depends on sight distance and drainage.
Grundy County permit costs and fees
The county’s Zoning and Sanitation fee sheet, posted on the Zoning forms page without an adoption date, sets a flat building / compliance permit fee by construction cost band.
Rather talk it over?
Call 1-855-478-4290 →| Item | Fee |
|---|---|
| Building / Compliance Permit, construction cost $0-$75,000 | $100 |
| $75,001-$200,000 | $150 |
| $200,001-$500,000 | $200 |
| Over $500,000 | $300 |
| Rezoning | $200 |
| Variance / special exception | $150 each |
| Subdivision plat (preliminary or final) | $200 |
| Home occupation or home industry | $25, renewed at $25 a year |
| Onsite wastewater (septic) system | $150 |
| Septic installer certification | $25 |
| New well permit | $150 county plus $25 DNR |
| Tower | $300 |
| Wind turbine | $500 |
Because the fee is a flat amount per band, a new house costing $300,000 pays $200 for the compliance permit, and with a septic system ($150) and a new well ($175 in total) the county permits for a rural home site come to $525 before any driveway work. The county charges for a driveway only when it is asked to build one; otherwise the owner pays for the labor and materials of the entrance.
Trade permits and who may pull them
The county’s fee sheet lists no plumbing, mechanical or electrical permits for rural Grundy County. Its pages describe no county electrical program, so rural electrical permits and inspections fall to the state program run by DIAL, and trade licenses are state licenses.
- Septic installers pay the county a $25 installer certification fee, and the septic permit covers the soil probe, soil and site analysis and compliance with chapter 69.
- Well work: new private wells need the county permit; the office helps owners plug abandoned wells under IAC chapter 39 and helps well contractors rehabilitate old wells, using state Grants to Counties funds.
- Home sales: the county posts the list of time-of-transfer septic inspectors.
Environmental Health also tests private well water at no charge to the homeowner, sells radon test kits for $10 at the office and posts notices and takes public input on proposed confined animal feeding operations.

Review, corrections and what causes delay
Before buying, the county’s rural living guide suggests confirming the property lines with a licensed surveyor’s pins rather than relying on a plat, checking for easements that may not be recorded, and asking whether a drainage district ditch crosses the land, since the district may enter with heavy equipment to maintain it.
The Zoning Office keeps three days of operation a week and the Zoning Administrator also runs the septic and well program, so call ahead before visiting. A compliance permit becomes void 12 months after it is issued if construction, moving or the use has not begun. A lot that does not meet the 35-acre or 1978 lot-of-record rules needs zoning relief before a house permit, a family-farm second dwelling waits for a commission recommendation and supervisors’ approval, and a driveway site without the required sight distance may not be approved.
Inspections in Grundy County
The county pages describe no inspections of framing, plumbing or mechanical work. Its field checks are zoning inspections that enforce the Development Ordinance, septic permitting work by the Sanitarian, and the Engineer’s inspection of each new driveway, which the maintenance superintendent approves or rejects; the county may remove a driveway that is not built to its specifications.
Driveway specifications on the October 2025 permit call for new concrete or corrugated metal culvert pipe at least 18 inches across (dual-wall plastic only in 18- or 24-inch sizes and maintained by the landowner), a driveway top at least 24 feet wide, 2 inches of crushed rock on drives off paved roads, and sight distance of 1,000 feet on paved roads and 650 feet on gravel. County policy allows three driveways per mile unless the supervisors grant an exception. Electrical work is inspected by the state under its permit.
Iowa building code
Grundy County regulates rural land through its Development Ordinance, flood plain ordinance and septic ordinance; none of the ordinances on its pages is a building code. FEMA’s Community Status Book lists Grundy County as participating in the National Flood Insurance Program, with flood maps effective December 20, 2019.
