Inside Marshalltown city limits, the Building Division of Housing & Community Development at 36 N. Center Street (641-754-5756) issues building, demolition, electrical, plumbing, mechanical and solar permits; applications go to bldginsp@marshalltown-ia.gov or the counter at City Hall. The city works under the 2021 International codes with the 2020 National Electrical Code, prices building permits from the ICC valuation table with plan review at 65% of the permit fee, and uses Veenstra & Kimm (515-850-2980) for most inspections.

What requires a building permit in Marshalltown?

The city’s general rule is that a permit is needed to erect, construct, enlarge, alter, repair, move or convert any building or structure, and its permit process sheet adds that new construction, alterations, additions and accessory buildings of every use type, residential to institutional, need one. Separate trade permits cover wiring, outlets and service panels, gas and water lines, drains, water heaters, furnaces and air conditioners.

Permit needed

  • New houses, additions and alterations
  • Sheds and detached garages of 120 square feet (10 by 12 feet) or more
  • Decks and porches (post holes inspected at 42 inches if attached)
  • Basement finishing
  • Demolition of a building
  • Electrical, plumbing, mechanical and solar work, including appliance replacements
  • Driveways, driveway extensions and curb cuts, plus work in the street right of way
  • Most signs

No building permit

  • Accessory buildings under 120 square feet
  • Fences, which need no permit but must meet height and material rules

Residential fences may be 4 feet high in a front yard and 6 feet in side and rear yards; commercial and industrial fences may reach 8 feet west of 18th Avenue and 10 feet east of it. Electric, barbed wire, razor wire, chicken wire, plastic garden and concrete block fences are banned in residential districts, snow fence is allowed only from November 1 to March 31, the finished side must face the neighbor, and nothing between 2 and 8 feet high may block the 20-foot vision triangle on a corner. A pool deeper than 18 inches needs a fence 5 to 6 feet tall with a self-latching gate at least 4 feet above ground.

What Marshalltown decides and what the state holds

With more than 27,000 residents, Marshalltown must enforce a model-code-based building code, and the Building Division lists the 2021 International Building, Residential, Fire and Existing Building Codes, the 2021 Uniform Plumbing Code, the 2021 International Mechanical Code as adopted by the state, and the 2020 National Electrical Code. For rental housing the City Council adopted the 2021 International Property Maintenance Code. Zoning (Chapter 156 of the city code, which also holds the flood hazard districts), right-of-way rules and fees are local; licensing of electricians, plumbers and mechanical contractors and the energy code stay with the state.

Marshalltown building department: who handles permitting

The Building Division issues the permits and the Housing & Community Development Director runs the department, which also handles planning and zoning, rental inspections, nuisance enforcement and the dangerous building program. Veenstra & Kimm, under contract, acts as the city’s building official staff for plan review and most inspections, the city electrician handles electrical permitting and inspections, and the Public Works Engineering Division permits work in the right of way.

Marshalltown permit types

There is no online portal for building permits: the application, plans and any trade forms are emailed to the Building Division or handed in at City Hall, and staff then tell the applicant the total fee. Trade permits for residential work carry flat fees that may be paid with the application.

Residential permits

The building permit application covers one-family, two-family and multi-family work, new construction, additions, alterations, demolition, driveways and driveway extensions. New homes and additions may need a site plan with property lines, easements and runoff, floor, foundation and structural plans, elevations, sections and energy code documents with Manual J and S calculations; a simple project may only need before-and-after floor plans. An owner may apply as owner-builder, while a hired contractor signs for the permit and lists its Iowa contractor registration number and a current insurance certificate.

Commercial permits

Commercial, industrial and multi-family projects are encouraged to meet the Development Review Committee early; it brings together building inspections, the fire department, housing and community development, public works, the sewer division, Marshalltown Water Works and the utilities, usually on the first and third Tuesday by appointment through the department director. New multi-family developments need Site Plan Review Board approval, and commercial trade permits are priced on the trade contract value.

What comes before the building permit

  • Zoning. The Zoning Administrator checks lot size and coverage, density, parking, setbacks and height. Variances go to the five-member Board of Adjustment, which meets at 5:00 pm on the third Tuesday at 10 W. State Street and needs three votes; complete applications are due by 4:30 pm three weeks before the meeting, after a pre-application meeting. Special use permits cost $300 and go to the Plan & Zoning Commission and then the Board of Adjustment. A rezoning takes about four months.
  • Floodplain. Development in the flood hazard districts needs a floodplain development permit; new or substantially improved buildings must have the lowest floor, basement included, at least 1 foot above the base flood elevation, certified as built by an engineer, architect or surveyor, and an Iowa DNR permit may also be required.
  • Right of way. Driveway approaches and public sidewalks must be built by a bonded contractor, with a driveway permit and an excavation permit from Engineering.
  • Data centers. A city Plan and Zoning Commission member told the Marshall County Zoning Commission on September 29, 2026, as that commission’s minutes record, that the city’s data center moratorium would take effect that day and remain in effect through November 23, with a possible 60-day extension by the City Council; the city pages read for this guide do not mention it, so ask the Building Division.

Marshalltown permit costs and fees

Building permit fees are set from the ICC Building Valuation Data table, which the city updates as ICC republishes it twice a year; the table posted on the Building Division page is ICC’s February 2025 edition. The city computes the fee and asks applicants not to pay until it sends the total. The posted table does not show the multiplier that turns a valuation into a fee, so no house example is given here.

The Building Division page and the January 2023 trade permit form disagree on two trade fees, and neither shows an adoption date; the city confirms the amount before payment. Fees are paid at the City Hall Accounts Receivable office after approval.

Trade permits and who may pull them

Marshalltown issues its own electrical, plumbing, mechanical and solar permits on one trade permit application, which asks for the contractor’s state license number and is returned to bldginsp@marshalltown-ia.gov. The process sheet sends electrical permitting to the city electrician, so electrical permits inside the city come from the city.

  • Electrical: the process sheet sends electrical permitting and inspections to the city electrician (641-750-1652), and the residential checklist lists that number for the temporary pole and electrical rough-in; the trade form lists Veenstra & Kimm for commercial electrical.
  • Plumbing and mechanical: the residential checklist lists groundwork, plumbing rough and HVAC rough under City Building at 641-754-5737, while the trade form tells contractors to call Veenstra & Kimm for all inspections; ask which applies when you book.
  • Water and sewer connections: Marshalltown Water Works permits water work, and the sewer division (641-754-5749) inspects sewer work before backfill.

The trade form states that permits expire after 12 months, if work is abandoned for 120 days, or on failure to begin within 180 days. Rental properties are a separate program: every rental unit is registered each year at $25 per unit and inspected about every three years by Safe Building LLC (515-333-4161), at $90 for the first unit, $50 for the second, $20 each for units 3 to 15 and a $400 cap for complexes of 16 or more; a new rental pays a $75 application fee and a rental found unregistered pays $500.

How to apply for a Marshalltown building permit

1. Check zoning

Confirm the district on the city zoning map, or order a verification letter, and meet the Zoning Administrator if a variance may be needed.

2. Book development review

For commercial, industrial or multi-family work, ask the department director for a Development Review Committee slot.

3. Prepare the file

Fill in the building permit application and attach the site plan and drawings, or the construction questionnaire for a simple addition.

4. Submit

Email the package to bldginsp@marshalltown-ia.gov, mail it, or bring it to City Hall.

5. Add trade and right-of-way permits

Each licensed trade files the trade permit form; driveway and excavation permits go to Engineering.

6. Pay and build

After approval, pay the notified fee at Accounts Receivable and call for inspections.

Review, corrections and what causes delay

The process sheet puts review at 2 to 3 weeks depending on scope, with zoning, Engineering and the building reviewer each looking at the file, and staff contact the applicant when more information is needed. The permit application states the permit expires in one year, or sooner if work does not start within 180 days or stops for 120 days, while the older process sheet still describes a 180-day permit with extensions by letter. Larger developments may be asked to hold a development review meeting before they submit.

Inspections in Marshalltown

Inspections need 24 hours’ notice and take place between 8:30 am and 4:30 pm, Monday to Friday. The residential checklist runs from an initial site check (temporary address, silt socks, a portable toilet, a 3-inch gravel drive and a dumpster once framing starts) through the temporary pole, footings with rebar and Ufer ground, foundation walls, deck post holes, drain tile, sewer and water lines, groundwork, plumbing, electrical and HVAC rough-ins, framing after all trades are roughed in, the sidewalk and approach before concrete, and a final with grade, seed or sod and street cleanup.

A new house may not be occupied until every final is passed, a third-party energy compliance certificate is issued and the city issues the certificate of occupancy. Commercial jobs add shear wall and insulation inspections, fire alarm and sprinkler inspections by the Fire Department and special inspection records handed to Veenstra & Kimm. Disputes over code interpretation go to the five-member Building Board of Appeals, which must rule within 30 days of a hearing.

Iowa building code

Marshalltown enforces the 2021 International Building, Residential, Fire and Existing Building Codes, the 2021 Uniform Plumbing Code, the 2021 International Mechanical Code and the 2020 National Electrical Code. FEMA’s Community Status Book lists the City of Marshalltown as participating in the National Flood Insurance Program, with its current flood map effective November 16, 2011.

Iowa lets most cities and counties adopt the state building code, another code or none (a city of more than 15,000 must enforce at least the state code), but the energy, accessibility, fire, plumbing, mechanical and electrical rules apply statewide. Iowa rules
