In Cedar Falls, Building Inspection Services (319-268-5161) issues building, electrical, plumbing and mechanical permits for the whole city. Building permit applications are filed at the Inspections desk in the lower level of City Hall, 220 Clay Street, while trade permits, contractor registration and inspection requests go through CF1Stop. Fees follow a project-cost schedule updated in July 2023, plus a $45 land use permit on new homes, additions and site work such as fences, and the city plans on about one week of review for residential work and three weeks for commercial.
What requires a building permit in Cedar Falls?
Cedar Falls reads its permit rule broadly: new construction, enlargement, alteration, repair, relocation, demolition or a change in occupancy of any building or structure needs a permit from the city, and the city names landscaping and painting as the only exceptions. Its inspection FAQ adds wall papering, tiling and carpeting to the list of finish work that needs no permit.
Permit needed
- New homes, additions and attached garage expansions
- Remodels and repairs, including basements and bathrooms
- Decks, using the city’s deck worksheet
- Sheds and detached structures over 120 square feet
- Reroofing and residing, on the exterior maintenance permit
- Any electrical, gas, mechanical or plumbing work regulated by the city code
- Demolition and relocation of buildings
No building permit
- Landscaping
- Painting, wall papering, tiling and carpeting
- Sheds of 120 square feet or less (a $45 land use permit is still required)
Fences, driveways, parking lots, signs and every shed need a land use permit, which the city prices at a flat $45 instead of the project-cost schedule. The city’s handouts on decks, detached accessory structures, fences, garage additions, residential driveways, handrails, windows and smoke and carbon monoxide detectors set out the zoning and code points it checks.
What Cedar Falls decides and what the state holds
Cedar Falls adopts its own codes. Building Inspection Services lists the 2021 International Building, Residential, Fire and Mechanical codes, the 2021 Uniform Plumbing Code, the 2021 National Fuel Gas Code, the 2023 National Electrical Code and the 2009 ANSI A117.1 accessibility standard, and enforces the state’s Iowa-amended 2012 International Energy Conservation Code. Appeals of an inspector’s ruling go first to the building official and then under sections 7-20(A)(12) and 7-20(B)(16) of the city code. Properties in the Central Business District Overlay, College Hill Neighborhood Overlay, MU, Highway Commercial or Planned Commercial districts may need Planning & Zoning Commission and City Council review before any permit.
Cedar Falls building department: who handles permitting
Building Inspection Services enforces the building, electrical, plumbing and mechanical codes, handles dangerous building cases and issues every construction permit inside the city. Planning and Community Services handles zoning, overlay districts and floodplain mapping, and the Fire Division runs rental inspections.

Cedar Falls permit types
Only the owner of the property or a general contractor may take out a Cedar Falls permit. Every general contractor must be registered with the State of Iowa and keep a certificate of insurance on file with INRCOG, the regional council of governments at 229 East Park Avenue in Waterloo (319-235-0311): at least $300,000 combined single limit and $100,000 property damage, naming the city as additional insured, re-filed every year with a $15 filing fee due each January. Homeowners working on their own principal residence are exempt from the insurance filing.
Residential permits
Separate applications cover new houses and residential remodels. A new house application must come with floor plans, exterior elevations, a window schedule, a dimensioned site plan showing setbacks and a stormwater pollution prevention plan, and it asks whether the lot is in the floodplain; lots in a subdivision the City Council has not yet accepted need an extra acknowledgement form. Reroofing and residing go on the exterior maintenance permit, which allows a layover of no more than two layers, requires an ice barrier reaching at least 24 inches inside the exterior wall line under the 2021 IRC (except on layovers and unconditioned detached garages), and is closed with a visual inspection from the ground. Trade work on a house takes its own separate permits, as the new house application points out. Remodels of an existing home use the shorter residential remodel application, and the deck worksheet and handrail handout show the details inspectors look for on decks and stairs.

Commercial plans go to Building Inspection Services as signed and sealed construction sets with a building permit or plan review application (the division page asks for two sets; the city’s FAQ says three, plus one for the Fire Department and one for the Health Department where needed), together with the site, landscaping, civil and stormwater plans. Digital plans can be uploaded in CF1Stop once the permit is entered, and the energy code compliance path form and supporting documents are emailed to Cedar Falls Utilities’ energy code address. The city reviews commercial plans within about three weeks and circulates them to the trades, fire, planning and engineering.
For tenant improvements and new commercial builds, Alliance handles commercial permit filing through issuance. More on this: commercial building permits explained.
What comes before the building permit
- Zoning. A site plan application is required for commercial, multifamily or overlay-district residential projects, and overlay districts can send a project to the Planning & Zoning Commission and City Council.
- Land use permit. $45 for new homes, additions, multifamily and commercial projects, driveways, parking lots, fences, signs and sheds.
- Right of way. Any work in the city right of way needs a sidewalk permit and hold harmless agreement; excavation and underground telecom work have their own permits.
- Floodplain. Lots along the Cedar River and other mapped areas are reviewed by the city floodplain administrator in Planning and Community Services, which keeps paper and digital copies of the flood maps for public viewing. The city’s flood page also points to the newer statewide two-dimensional Base Level Engineering mapping the Iowa Department of Natural Resources began in 2020, and to FEMA’s Map Assistance Center (1-877-336-2627) for questions on preliminary maps.
Cedar Falls permit costs and fees
Cedar Falls charges building permits on the total project cost, labor and materials, using the Building Permit Fee Schedule updated in July 2023. Below $100,000 the schedule is a table in $100 steps up to $2,000 and $1,000 steps above that.

| $1 to $500 | $25 |
| $500.01 to $600 | $28 |

| $1,900.01 to $2,000 | $70 |

| $500,001 to $1,000,000 | $3,493 plus $5.15 for each additional $1,000 |
| Over $1,000,000 | $6,068 plus $4.15 for each additional $1,000 |
| Plan review, commercial projects over $1,000 | 65% of the building permit fee |
| Land use permit (all sheds need one; sheds over 120 sq ft also need a building permit) | $45 |
| Fence permit | $45 |
| Sign permit | $40 plus $1 per square foot over 100; $200 maximum |
| Rental registration, new property | $250 base plus $20 per additional unit |
A $75,000 residential addition falls in the $74,000.01 to $75,000 row, so the building permit is $840, and the $45 land use permit brings it to $885. The same $75,000 job in a commercial building adds 65% plan review, $546, for $1,386 before the land use fee. Above $100,000 the schedule switches to a formula that starts at $1,021 rather than continuing from the $1,016 table row, so larger jobs are best priced with the office.
Trade permits and who may pull them
- Electrical, plumbing and mechanical: the city issues these permits itself; anyone who installs, alters, repairs or replaces an electrical, gas, mechanical or plumbing system regulated by the city code must first apply to the building official. Trade permits are filed online in CF1Stop.
- Trade contractors: CF1Stop is also where trade contractors register with the city and check their contractor status; the licenses themselves are state licenses.
- Homeowners: may do their own electrical, mechanical and plumbing work only if they qualify for the Homestead Tax Credit through the Black Hawk County Assessor and can show it, and only on the home they own and occupy.
- Energy: new homes and commercial buildings file an energy code compliance path form with the plans.

Review, corrections and what causes delay
Residential permits usually take about a week and commercial permits about three weeks, because commercial plans circulate to every trade, fire, planning and engineering. Paper applications are available at the Inspections desk and electronic copies on the city’s Permit Applications page. Common holdups are overlay districts that need commission or council action, a missing stormwater pollution prevention plan, subdivisions without final council acceptance, and plans submitted without the energy compliance form.
Inspections in Cedar Falls
Each permit comes with an inspection card listing the inspections required and when they must happen. Request them by calling 319-268-5161 between 7:30 am and 4:30 pm, Monday to Friday, or at any hour through CF1Stop if you are registered there. Progress on every permit can be followed in CF1Stop.
Reroofs are checked from the ground after the work is complete for ventilation, adhesion, drip edges, flashing and crickets at large penetrations. Rental properties are inspected separately by the Fire Division every three years, and a new rental, or one changing owners, needs its rental permit before tenants move in. Applications for higher occupancy go to the Group Rental Committee, which meets on the first and third Tuesdays; those received by noon on the first or third Wednesday are scheduled for the next meeting. Every new rental must have a hard-surfaced driveway or parking area of asphalt, concrete, pavers or brick, built under a land use permit, and rentals registered before August 19, 2014 must add one within three years of their next inspection.

Cedar Falls, a city of more than 15,000, enforces the 2021 International codes it adopted and the 2023 National Electrical Code, with the state energy code. FEMA’s Community Status Book lists Cedar Falls as participating in the National Flood Insurance Program with maps effective May 8, 2024, and as a Community Rating System class 5 community, which gives policyholders a 25% premium discount.
Iowa lets most cities and counties adopt the state building code, another code or none (a city of more than 15,000 must enforce at least the state code), but the energy, accessibility, fire, plumbing, mechanical and electrical rules apply statewide. Iowa rules
