Idaho Falls moved permit intake to Cityworks on April 1, 2024. Cityworks replaced the city’s eTRAKiT system, and everyone needs a new Cityworks account before applying for permits or scheduling inspections. Using the same email address as an old eTRAKiT account links that account’s permits, and the email address on a Cityworks account cannot be changed once it is set up.
What requires a building permit in Idaho Falls?
Where a city or county enforces building codes, a permit is required under its ordinance before construction, alteration or repair (Idaho Code 39-4111).

Which work is exempt is set by the adopted codes (IBC and IRC Section 105.2) and the local ordinance, and an exemption from a building permit is not an exemption from zoning, setbacks, floodplain rules, utility approval or a fire authority review. In 2025, building permits issued in Idaho Falls authorized 710 new privately owned housing units, 252 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

Residential permits
For the permit fee, a new home is valued at $90 per square foot of dwelling, $25 per square foot of finished basement and $15 per square foot of unfinished basement or wood-frame garage (fee schedule item 2.9). Homeowners may pull permits for their own work alongside licensed contractors, engineers and surveyors.
Snow, seismic and wildland exposure
Idaho Falls publishes its own design criteria. The city’s Geographic Design Criteria give a ground snow load of 47.1 psf (elevation 4,710 feet), a flat roof snow load of 29 psf with a city minimum of 30 psf, a 30-inch frost depth, an ultimate wind speed of 115 mph (exposure C) and seismic design category D. Where the structural engineer determines a higher load, that load governs.
For the seismic design, the city’s criteria use Site Class D where soil properties are not known in enough detail, unless geotechnical data determine otherwise. Confirm the design criteria with the Building Division at the start of design.
Commercial permits
Commercial electrical, mechanical and plumbing permits are charged at 1.5% of the first $20,000 of the bid or wiring cost and 0.75% above that. Before an electrical permit is issued on a new or remodelled commercial building, a COMcheck lighting compliance form must go to the city’s electrical inspector.
A local government must say within 10 business days (residential) or 20 (commercial) whether an application is complete, and if an inspection is not made within 48 business hours the permit holder may hire a third-party inspector and is refunded the fee (Idaho Code 39-4117, 39-4118). Idaho Falls fees are set by the city fee schedule adopted by Resolution 2025-18, in force from October 1, 2025. Building permits are priced from valuation tables, and a plan check fee is added: 25% on residential work and 65% on commercial work (items 2.8.a and 2.8.b). For a new single-family home the city requires footing, foundation wall, wall sheathing, electrical, mechanical and plumbing rough-ins, framing, insulation, drywall, electrical service, shower pan, electrical, mechanical and plumbing finals, the building final, a Water Division final and a Public Works sidewalk final. Inspections are scheduled through Cityworks.
