Building permits inside the City of Rexburg are issued by the Building Department at City Hall, 35 N 1st East. Rexburg had 40,334 people in the Census Bureau’s 2025 estimate, the tenth-largest city in Idaho, and the city runs its own electrical, plumbing and HVAC programs alongside building permits. Applications are filed online at apply.rexburg.org, a new-construction permit covers the building and all three trades, and the city’s estimator puts the building fee for a 1,501 to 2,500 square foot house at about $3,000.

This guide covers the department and how to reach it, the local conditions that shape a filing here, what permits cost and who may pull them, and how inspections are booked. Rules that apply everywhere in Idaho are summarized in each section, with a link to the full statewide explanation.

This guide covers work inside the City of Rexburg limits. Surrounding unincorporated Madison County is permitted by the Madison County Building Department.

⚠️

Converting a house to a duplex needs a building permit and the right zone. The city allows duplexes only in the LDR2 zone (7,260 square feet of lot per unit) and the LDR3 zone (4,356 square feet per unit), and no longer in MDR1 or MDR2. Each unit needs two parking spaces behind the front setback, a separate electric meter, separate heating and air ducting, a separate water shut-off, and fire separation from the other unit. A legal duplex must have been inspected and approved for that use by the Building Department.

What requires a building permit in Rexburg?

Where a city or county enforces building codes, a permit is required under its ordinance before construction, alteration or repair (Idaho Code 39-4111).

Permit required

  • New residential and commercial construction, additions, remodels and tenant improvements
  • Structural and load-bearing work, foundations, decks, porches, stairs, garages and accessory buildings
  • Electrical service changes, panel work, generators, solar, EV chargers and most wiring
  • Plumbing, water heaters, sewer and water connections, gas piping, backflow and fixture relocations
  • HVAC installation and replacement, ductwork, ventilation, combustion air and fuel-gas appliances
  • Roofing, siding, windows, signs, pools, demolition, grading, erosion control and right-of-way work where regulated

Typically exempt

  • Painting, wallpaper, flooring, trim, cabinets and countertops
  • Minor repairs replacing existing materials in kind with no structural or system change
  • Small detached accessory structures below the local threshold, without utilities, where zoning allows
  • Portable equipment or temporary work the adopted code specifically exempts

Which work is exempt is set by the adopted codes (IBC and IRC Section 105.2) and the local ordinance, and an exemption from a building permit is not an exemption from zoning, setbacks, floodplain rules, utility approval or a fire authority review. Confirm scope with the department before work starts rather than after.

Rexburg’s building FAQ answers two common questions directly. A yard fence needs no permit, but it must meet the city’s setback requirements or the owner moves it at their own expense, and the Code Enforcement office takes questions before the fence goes up. A temporary banner or sign does need a permit, issued at no cost. Demolition of any building or structure has its own application, which asks for an asbestos report and a site plan.

Which code edition applies

Rexburg has adopted the 2018 International Building, Residential, Mechanical, Energy Conservation, Fuel Gas, Existing Building and Fire codes, the 2023 National Electrical Code, the 2017 Idaho Plumbing Code and the 2016 NFPA 72 fire alarm code.

⚠️ Trade permits in Rexburg come from the city, not the state. Rexburg runs its own electrical, plumbing and HVAC programs with city inspectors, and the state’s permit-jurisdiction map sends electrical, plumbing and HVAC permits inside the city to the city. On rental property the city requires a licensed electrician, plumber or mechanical contractor who is not the owner to do that work.

Idaho’s building codes are set statewide and enforced by the cities and counties that run a building program: the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2018 Idaho Energy Conservation Code, the 2023 National Electrical Code, and a state plumbing code based on the 2015 Uniform Plumbing Code rather than the International Plumbing Code. Who handles permitting in Rexburg?

The Building Department handles plan review, permit issuance and inspections inside the city limits, and the Building Official supervises the city’s mechanical, electrical, plumbing and fire inspectors. The city says permitting takes up to 10 business days from application to issuance, longer when there is a backlog, and applications are handled first come, first served.

In 2025, building permits issued in Rexburg authorized 667 new privately owned housing units, 243 of them single-family homes, according to the U.S. Census Bureau Building Permits Survey.

Electrical, plumbing and HVAC permits come from the state’s Division of Occupational and Professional Licenses unless the city or county runs its own program by ordinance. Septic systems need a health district installation permit, a highway district controls the roads in its system, and since 2024 the county’s zoning applies in a city’s area of impact. Permit types

Residential permits

The city’s permit portal takes applications for single-family homes, apartment buildings, mobile home, duplex and demolition permits, mechanical, electrical and plumbing projects, solar panels and short-term rental registration. A legal bedroom needs an egress window with at least 5.7 square feet of opening, a working smoke alarm and at least 7 feet in any direction, including ceiling height.

The Single Family Home application covers new construction, additions, basement finishes, remodels and accessory structures such as sheds, shops and detached decks. For a new house the city asks for:

  • Site plans and building plans as digital PDF files
  • Structural calculations
  • An energy compliance report
  • A Contractor Work Acceptance Form from each subcontractor
  • The property line form, signed by the builder
  • The signed homeowner’s exemption, where the owner is doing work on their own home

Apartment buildings of 3 or more units in one structure have their own application, and so do mobile homes, duplex conversions and demolition. A duplex conversion must bring the property up to current code and pass a life safety inspection.

Snow, seismic and wildland exposure

Rexburg publishes one set of design criteria. Asked what climate and geographic design a commercial building must meet, the city’s building FAQ gives a ground snow load of 50 psf and a roof snow load of 35 psf, so confirm with the Building Department before designing to any other figure.

The same FAQ gives seismic design category D, a 90 mph wind speed and a 36-inch frost depth, and requires a flood elevation. Confirm the design criteria with the Rexburg Building Department at the start of design.

The city’s amendments to the residential code (City Code 15.01.030) adopt those values as minimum design criteria and add a winter design temperature of minus 5 degrees Fahrenheit, severe weathering and a requirement for ice barrier underlayment. The code also contains a prescriptive footing and foundation wall method, which may be used only with the Building Official’s permission after a review of the site.

Commercial permits

Commercial plans must be stamped by an Idaho-licensed architect or engineer, and fire systems have their own application on the city’s permit list.

For new commercial construction or a change of occupancy, the Commercial Building application asks for these files in its related documents section:

  • Structural calculations stamped by a licensed engineer
  • An energy compliance report
  • Building plans stamped by a licensed professional
  • Infrastructure plans drawn to scale, as a separate file from the building plans
  • A dimensioned lot layout plan showing how the building sits on the lot
  • The Affidavit of Legal Interest, signed by the owner
  • A Contractor Work Acceptance Form from each subcontractor, and a completed business registration

Rexburg’s digital plan standards call for vector-based PDF files, not scans or images, with no passwords or encryption, a recommended size of no more than 100MB, a PDF bookmark for each page number and a revision number and date in the file name. The title sheet of the building plans must give the square footages, occupancy groups, construction types, project location and scope of work.

Two local rules affect design. Rexburg’s amendment to the building code requires automatic sprinklers throughout buildings with a Group R fire area, and exempts single-family homes and dwellings of up to two units that stand 10 feet or more from the nearest building (City Code 15.01.020). Solar panels mounted on a roof need an Idaho-licensed engineer’s stamp for structural integrity.

A local government must say within 10 business days (residential) or 20 (commercial) whether an application is complete, and if an inspection is not made within 48 business hours the permit holder may hire a third-party inspector and is refunded the fee (Idaho Code 39-4117, 39-4118). Rexburg permit costs and fees

Under City Code 15.01.130, building permit and inspection fees are collected when the permit is issued, at the amounts in the City of Rexburg Master Fee List. The City publishes that list as an online report, the Master City Fee List, linked from its City Fees page, and the adopted building figures from it are tabled below, after the estimators. The building pages also publish average figures in three fee estimators, for single-family homes and townhomes, multifamily buildings and commercial buildings. The city says its building fees have multiple variables and the estimates may not reflect the final cost of the permit. In all three, review fees are 10 percent of the calculated building fee.

Rexburg fee estimator: new single-family homes and townhomes (average figures)
SizeEstimated building permit feeMechanical, electrical and plumbing fee, each
Up to 1,500 sq ft$2,000$130
1,501 to 2,500 sq ft$3,000$195
2,501 to 3,500 sq ft$3,800$260
3,501 to 4,500 sq ft$4,500$325
4,501 to 5,500 sq ft$5,500$390
5,501 to 6,500 sq ft$6,000$455

The trade fee is charged once for each of the three disciplines and is based on the living space, including a bonus room and basement but not the garage. For townhomes the total is multiplied by the number of units. On these figures a 2,000-square-foot house comes to about $3,000 for the building permit, $300 for review and $585 for the three trades, or about $3,885 before impact and capacity fees. The Master City Fee List also carries a 10 percent plan check on electrical, mechanical and plumbing permits, which the estimator does not add.

The multifamily trade fee is $65 per unit plus $130 per building for each discipline. Commercial trade fees follow the contractor’s bid: 2 percent of the cost plus $60 on the first $10,000; $260 plus 1 percent of the cost over $10,000 up to $100,000; and $1,160 plus 0.5 percent of the cost over $100,000. The city’s own examples are $260 for $10,000 of electrical work, $1,060 for $90,000 of mechanical work and $1,185 for $105,000 of plumbing work. Fire alarm and fire sprinkler permits use the same scale.

Trade permits and who may pull them

A new-construction permit in Rexburg is all-inclusive: the trades do not pull separate mechanical, electrical or plumbing permits, and each subcontractor instead files a Contractor Work Acceptance Form accepting responsibility for its work. Separate trade permits use the Mechanical/Electrical/Plumbing Misc. Project application, which is for work that is not new construction, such as new circuits, generators, furnaces, air conditioners, unit heaters, gas lines, water heaters and lawn-sprinkler backflow devices.

The city’s application portal says it carries certain applications and permits for Madison County as well as the city, and Madison County’s building page says mechanical, electrical and plumbing permits and inspections for county sites are handled through the City of Rexburg building department. The state’s permit map still sends electrical and plumbing permits for unincorporated Madison County to the state’s own permit portal, against the County page, so ask the city or the county which applies to an address outside the city limits.

Permit required

  • Service upgrades, panels, new circuits, solar PV, EV chargers and generators
  • New plumbing, fixture relocations, water heaters, sewer and water connections and gas piping
  • Furnaces, boilers, heat pumps, ductwork, ventilation and commercial kitchen exhaust
  • Fire alarm, sprinkler and suppression systems on commercial work

Typically exempt

  • Replacing a fixture, switch, receptacle or light with no alteration to wiring or piping
  • Clearing a stoppage without replacing or rearranging concealed piping
  • Filter, thermostat and routine component service
  • Appliance repair that does not alter the gas, electrical or venting connection

Contractors must register with the state, and electrical, plumbing and HVAC contractors are licensed by the state; a city or county may not require an extra licence or fee for HVAC work. Contractor registration in Idaho

How to apply for a Rexburg building permit

1. Fix occupancy classification before design develops

It moves egress, separation, ventilation and accessibility requirements.

2. Check the zone for a duplex conversion

Duplexes are allowed only in the LDR2 and LDR3 zones.

3. Apply through the city portal

Create an account at apply.rexburg.org; permitting takes up to 10 business days.

4. Use the city’s design criteria

50 psf ground snow load and seismic design category D.

5. The trades and utility connections are city permits

Electrical, plumbing and HVAC permits come from the city, and the city inspects the water and sewer connections.

6. Check contractor registration and trade credentials against the scope

Contractors register with the state; electricians, plumbers and HVAC contractors hold state licences.

Under Section 105.5 of the adopted codes a permit becomes invalid if work does not start within 180 days or stops for 180 days; check whether the local ordinance amends that. How long Idaho permits last

Inspections in Rexburg

The city’s residential inspection checklist runs from layout and footing through foundation, plumbing underground and radon where needed, the city water and sewer connections, sheathing, plumbing, HVAC and electrical rough-ins, framing, insulation and drywall, then the sidewalk, electrical, plumbing and HVAC finals and the building final, made after all other finals pass. A duplex conversion also needs fire separation between units, egress windows and working smoke and CO detectors.

Request inspections on the city’s inspection hotline, 208-372-2344, and not by calling an inspector directly. Leave the caller’s name, business name and contact number, the project name, permit number and address, with the building or unit number, and the inspection type, time and date wanted. A request left before 8 a.m. is scheduled for the same day, and one left after 8 a.m. for the following day. The permit in the city’s portal shows the inspections still to be done.

The sidewalk inspection has its own standard: 6 inches of gravel fill under the sidewalk in valley locations and 12 inches on the hill, a 5-foot width with a broom finish, and a cross slope of no more than 1/4 inch per foot toward the street.

Do not cover work before the required inspection has been approved. The approved construction documents must be kept at the site (IBC 107.3.1, IRC R106.3.1).

Rexburg permit search and official resources

Permit records sit with the body that issued them. Inside Rexburg the city issues building, electrical, plumbing and HVAC permits, so those records are with the city. A legal duplex must have been inspected and approved for that use by the Building Department, so ask the department for that record when buying a converted property.

Where a property has been annexed, permits issued before annexation may still be held by the county.

Confirm the code edition against Idaho’s adopted list. Idaho enforces the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2023 National Electrical Code and a plumbing code based on the 2015 Uniform Plumbing Code. A new edition takes effect on January 1 after the Idaho Building Code Board adopts it (Idaho Code 39-4109), so check the codes and local amendments in force on your filing date.

Frequently asked questions

What governs a student housing project?

Occupancy classification under the building code, which sets egress, fire separation, ventilation, accessibility and life-safety requirements, and the city’s zoning. A house converted to a duplex must meet the city’s duplex rules and be inspected and approved for that use.

How long does a permit take?

Up to 10 business days from application to issuance, according to the city, and longer when there is a backlog. Applications are handled first come, first served.

Do snow and seismic really matter here?

Yes. The city’s figures are a 50 psf ground snow load, a 35 psf roof snow load and seismic design category D.

Which code edition applies in Idaho?

Idaho enforces the 2018 International Building Code with Idaho amendments and the 2021 IBC mass timber provisions, the Idaho Residential Code based on the 2018 IRC, the 2018 Idaho Energy Conservation Code and the 2023 National Electrical Code (IDAPA 24.39.30; Idaho Code 54-1001).

Does the International Plumbing Code apply?

No. Idaho has adopted the Idaho State Plumbing Code, based on the 2015 Uniform Plumbing Code with Idaho amendments (IDAPA 24.39.20).

Does my contractor need a licence?

Contractors must register with the state unless an exemption applies (Idaho Code 54-5204, 54-5205). Electrical, plumbing and HVAC contractors are licensed by the state, and a city or county may not require an extra licence or fee for HVAC work (Idaho Code 54-5015).

How much is a building permit in Rexburg?

The city’s estimator gives average building permit fees of $2,000 for a new house up to 1,500 square feet, $3,000 for 1,501 to 2,500 square feet and $3,800 for 2,501 to 3,500 square feet. Review fees add 10 percent, each trade adds $130 to $455, and a single-family home also pays $9,488 in impact and capacity fees. The adopted rates are in the City’s Master City Fee List, which doubles all fees for work started without a permit.

Do I need a permit for a fence in Rexburg?

No, according to the city’s building FAQ, but the fence must meet city setback requirements. If it does not, the owner has to move it at their own expense.

How do I schedule an inspection in Rexburg?

Call the inspection hotline on 208-372-2344 and leave the permit number, address and inspection type. Requests left before 8 a.m. are scheduled the same day, and later requests the following day.
