The City of Sandpoint Building Department at City Hall, 1123 Lake Street, issues building and mechanical permits for property inside the city, and every application is submitted through the City’s BS&A permit site. Fees follow a valuation table with a $190.80 minimum, plan check is 65% of the permit fee (25% for a new single-family home with professionally stamped plans), and compliance review takes 15 business days for residential plans and 20 for commercial.

What requires a building permit in Sandpoint?

The Building Department says a permit is required for any new construction, demolition or alteration of a structure within city limits. Its permit-types sheet lists what you can apply for online:

Permit needed

  • Residential Construction: new one- and two-family homes and townhouses, plus substantial alterations, additions and relocations
  • Residential Minor: limited remodels, covered patios and decks with no added floor area
  • Commercial Construction, Commercial Minor and Commercial Tenant Improvement (any change of use)
  • Reroof, whenever roof covering is installed or replaced
  • Door and window replacement
  • Decks that are attached to a building, 30 inches or more above grade, or 200 sq ft or more
  • Any occupied structure, whatever its size
  • Demolition of a whole structure
  • Mechanical work on permanently installed equipment, including hydronic heat
  • Signs, parking lot work, floodplain development and stormwater

Exempt on the City help sheet

  • One-story detached sheds and playhouses up to 200 sq ft at a home (120 sq ft on commercial property)
  • Fences not over 7 ft high
  • Retaining walls not over 4 ft from the bottom of the footing, unless supporting a surcharge
  • Sidewalks and driveways
  • Painting, tiling, carpeting, cabinets and countertops
  • Prefabricated pools no more than 4 ft deep at a home
  • Detached decks up to 200 sq ft and no more than 30 inches above grade that do not serve the required exit door
  • Ordinary repairs that do not cut walls, structure, egress, piping or wiring

Exempt structures still have to meet the zoning placement rules (City Code 8-1-5). An interior or partial demolition is filed as a residential or commercial construction permit, not a demolition permit. After an emergency repair, the permit application is due the next business day.

Outside the city: the City permits only parcels within its limits. Property in unincorporated Bonner County goes to the Bonner County Planning Department (208-265-1458), whose permit is the Building Location Permit.

Sandpoint permit types and online filing

There are 2 ways into BS&A. Design professionals and contractors register for an account, and a new account needs a Web PIN from Building staff before it is active. Homeowners use a separate link that needs no account. Either way, the City’s PDF application has to be attached to the online submission, and files should carry descriptive names.

Forms on the Building Permit Forms page:

  • Building Permit Application: applicant, parcel number, occupancy group, construction type, construction value, contractor registration number and City business licence number, with flood and wetland check boxes.
  • Owner Authorization Form, required whenever the applicant is not the owner.
  • Mechanical Permit Application, which lists each appliance and prints the mechanical fee schedule.
  • Fire Alarm / Sprinkler Application.
  • Residential and Commercial / Multi-Family Construction Checklists, the Erosion Control Handout and the Cold Weather Concrete handout.

For a new home or commercial building, several permits can be combined under one primary permit, with all fees on a single invoice. A Site Improvement Permit for early grading, utilities or foundation work exists only as a sub-permit of a building permit, and a Sewer Connection Permit rides on the building or access permit without its own application.

For example, a house valued at $400,000 has a building permit fee of $1,268.36 + (300 × $7.13) = $3,407.36. Standard plan check adds $2,214.78, or $851.84 at the 25% rate for a professionally stamped single-family plan, and zoning review adds $681.47.

The schedule also sets valuation rates, not fees, for small residential structures: $24.23 per sq ft for garages and storage buildings, $21.89 for pole buildings and $18.25 for carports, decks and porches. The result goes into the valuation table above.

Impact and connection fees: new homes pay a development impact fee by floor area (in effect since January 1, 2026): $11,246 for 1,400 to 1,800 sq ft, $12,571 for 1,800 to 2,200 sq ft, $13,643 for 2,200 to 2,600 sq ft and $15,887 for 3,000 sq ft or more. New utility users pay a water facility fee of $7,875 for a 3/4-inch meter and a wastewater facility fee of $6,311 per equivalent resident.

Up to 80% of a permit fee can be refunded on a written request made within 180 days of issuance; plan review fees are not refunded once the review is done (City Code 8-1-4).

Electrical, plumbing and mechanical permits in Sandpoint

Sandpoint issues mechanical permits itself and enforces the 2018 International Mechanical Code and International Fuel Gas Code. The City’s permit-types sheet states that electrical permits and plumbing permits, including water and sewer service lines on private property, are issued through the State of Idaho.

Review sequence: after the completeness check you receive a Plan Review Invoice covering only the plan check fees. When it is paid, the compliance reviews are assigned and take 15 business days for residential projects and 20 business days for commercial ones. A Plan Check Letter means you resubmit with every comment addressed. The Final Permit Invoice follows a few days after the last review is approved.

Design values the Building Department publishes: 24-inch frost depth, 56 lb ground snow load and 55 lb roof snow load, 90 mph wind speed and seismic category C.

An application is treated as abandoned 180 days after filing unless it has been pursued in good faith; one 90-day extension can be requested in writing.

How to apply: 7-step Sandpoint process

1. Check for site plan review

New commercial and industrial development, commercial expansions of 2,000 sq ft or more and 4 or more dwellings on one lot need Site Plan Review approval before the building permit.

2. Pick the permit type and checklist

Use the Permit Types sheet and the residential or commercial construction checklist, and read the exemption help sheet for small jobs.

3. Fill in the PDF application

Complete the Building Permit Application, plus the Owner Authorization Form if you are not the owner.

4. Submit in BS&A

Professionals sign in to their account; homeowners use the no-account link. Attach the application, plans and checklist documents as clearly named PDFs.

5. Pay the Plan Review Invoice

Review starts only after the plan check fees are paid.

6. Answer the Plan Check Letter

Resubmit with all comments addressed, then pay the Final Permit Invoice and collect the permit packet.

7. Schedule inspections

Book online with the permit number from your permit card, or call 208-263-3423.

Sandpoint inspections

Inspections can be scheduled online or by calling 208-263-3423, Monday to Friday; an inspection wanted on a Friday has to be booked by phone. Online, you enter the permit number from the permit card, choose the inspection type and date, add contact details and any documents or notes for the inspector, and submit. If the phone goes to voicemail, leave the project address, permit number and a call-back number.

The building permit fee covers the standard single inspection for each phase. An extra inspection during business hours is billed at cost plus 15% on the City’s hourly administration and inspection labor rate ($81.40 from October 1, 2026), a re-inspection is billed at that hourly rate, and an inspection outside business hours, when available, is 1.25 times the rate with a 2-hour minimum.

Changes to an approved job copy go to the Building Department by email for a new review, and fees may apply. Before a temporary Certificate of Occupancy, the Building Official may require a bond or other security equal to 150% of the cost of any required public improvements.
