Inside Ammon city limits the City’s own Building Department issues building, electrical, plumbing and mechanical permits, and every application is filed online in the BluePrince permit portal. Permit fees follow a valuation table in the City fee resolution adopted April 16, 2026, with homes valued at $120 per square foot of floor area, and the department’s target is 5 working days for a residential permit and 14 for a commercial one.
What requires a building permit in Ammon?
The City answers this question on its own FAQ page. A permit is needed for any new detached residential structure over 200 square feet and for an addition of any size to an existing home. Finishing an unfinished basement needs one, and so does a new deck attached to the house.
Permit needed
- New homes, commercial buildings and accessory dwelling units
- Additions, garage conversions and remodels that touch structural or mechanical systems
- Detached garages and sheds over 200 sq ft
- Attached decks, and basement finishes
- Furnace, water heater and air-conditioner change-outs
- Electrical work and new plumbing in an existing home
- Full or partial demolition, with confirmation that utilities are disconnected
- Solar arrays and signs
Exempt on the City’s list
- One-story detached accessory structures of 200 sq ft or less
- Fences not over 7 feet high
- Retaining walls not over 4 feet high
- Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work
- Prefabricated swimming pools less than 24 inches deep
- Swings and other playground equipment
- Window awnings that need no extra support from the home
- Decks of 200 sq ft or less that are no more than 30 inches above grade and not attached to the home
An exempt shed or fence still has to meet Ammon’s zoning rules. The City says accessory buildings sit at least 3 feet from the property line, and roof snow and water must stay on your own lot.
Who issues Ammon building permits?
The Ammon Building Department reviews plans, issues permits and inspects work on property inside the city limits. It works from the basement of City Hall, next door to the fire station. Greg McBride is the Building Official. Ammon also runs its own electrical, plumbing and mechanical permit programs, so those trade permits come from the City and not from the state.
A parcel outside the city limits belongs to Bonneville County’s building and zoning office, even with an Ammon mailing address. The City’s online map shows the boundary, and City Hall (208-612-4000) can check an address. One quick test the City suggests: if the City of Ammon collects your garbage, you are inside the limits.

Ammon permit types and the BluePrince portal
Ammon takes every building permit application through BluePrince, the same portal that handles fee payment, inspection requests and status tracking. Homeowners, contractors and companies each register for a free login and choose City of Ammon from the list; a company account can add sub-accounts for staff who apply, pay invoices or book inspections.
The portal sorts work into two project types:
- Residential or commercial project — new construction, additions and remodels. You enter the square footage of each part of the building (finished living space, garage, porch or deck, finished basement, unfinished basement) so the valuation calculates correctly, then upload the plans.
- Minor Permit — stand-alone mechanical, electrical and plumbing work such as a furnace or water heater change-out, a service upgrade or an EV charger.
Guides and forms the department posts beside the portal link:
- Energy Code Compliance Form for the prescriptive path.
- Detached Garage/Shed Guide, with the site plan items and placement rules for accessory buildings.
- ADU Information and Fencing Information.
- Solar Array Info, a one-page checklist.
- Knox Box Application and the Fiber Inspection Checklist.
Pre-application meetings are available by appointment.
Building permit fees in Ammon
Ammon’s fees are set by City Fee Resolution 2026-008, the “2026 Spring Fee Resolution”, adopted and effective April 16, 2026. The building permit fee is read from a valuation table. For homes the resolution fixes the valuation per square foot; for commercial work it is the contract price or the Building Safety Journal square-foot cost table, whichever is greater.
| Valuation | Permit fee |
|---|---|
| $1 to $500 | $40 |
| $501 to $2,000 | $60 for the first $501, plus $3 for each additional $100 |
| $2,001 to $25,000 | $100 for the first $2,001, plus $9 for each additional $1,000 |
| $25,001 to $50,000 | $300 for the first $25,001, plus $7.50 for each additional $1,000 |
| $50,001 to $100,000 | $480 for the first $50,001, plus $5.50 for each additional $1,000 |
| $100,001 and up | $750 for the first $100,001, plus $3.50 for each additional $1,000 |
Not sure this scope needs a permit?
Get a free quote →Residential valuation rates are $120 per sq ft for each floor of the residence, $25 for a finished basement, $10 for an unfinished basement, a covered patio or a carport, $5 for a crawl space or deck, $15 for a shed with no foundation or slab, and $21 for a garage or shed with a foundation.
| Item | Fee |
|---|---|
| Building code plan review, residential | 10% of the building permit fee |
| Building code plan review, commercial | 65% of the building permit fee |
| Planning and zoning code review | 10% of the building permit fee |
| Residential re-roof | 1% of the contract price, capped at $100 |
| Alternative energy system | 0.5% of project valuation, $120 minimum |
| Demolition | $50 |
| Signs | $75 for the first sign, plus $40 for each additional sign |
| Re-inspection | $70 per hour |
| Deferred submittal | 25% of the plan review fee, each |
| Temporary Certificate of Occupancy | $1,000, non-refundable |
| Starting work without a permit | $500 penalty |
As an example, a single-story 2,000 sq ft house with no basement or garage is valued at $240,000. The table gives a permit fee of about $1,240 ($750 plus 140 × $3.50), with $124 for building plan review and $124 for planning and zoning review on top. Trade permits and utility charges are separate.
All permit and plan check fees are due in full when you apply. New homes also pay capacity and contribution charges set in the same resolution: $1,300 per connection for City sewer capacity, $1,400 for a water connection of 1¼ inches or less, a water meter fee ($793.50 in total for a 1-inch residential meter), and a parks contribution of $2,318 per detached dwelling or $1,086 per attached dwelling where a development agreement requires it. The Eastern Idaho Regional Sewer District’s own capacity fee is paid directly to the district, and the City confirms that payment. Ammon’s FAQ page puts the district fee at $5,639 and names it as the main reason a permit costs more here than in neighboring places. That page still describes the fee as collected with the building permit; the fee resolution is the adopted rule.

Call 1-855-478-4290 →Electrical, plumbing and mechanical permits in Ammon
Ammon issues and inspects its own electrical, plumbing and mechanical permits; the Idaho Division of Occupational and Professional Licenses’ permit map sends all three trades for Ammon addresses to the City Building Department. Apply in BluePrince, as a Minor Permit when the trade work stands alone.
For a new single-family home, each of the three trade permits is priced by the home’s square footage on an identical scale:
| Home size | Fee per trade | Inspections included |
|---|---|---|
| Up to 1,500 sq ft | $160 | 3 |
| 1,501–2,500 sq ft | $190 | 3 |
| 2,501–3,500 sq ft | $250 | 4 |
| 3,501–4,500 sq ft | $310 | 5 |
| 4,501 sq ft and up | $310 plus $60 for each additional 1,000 sq ft or part | 6 |
A basement finish costs $90 per trade up to 1,500 sq ft, $135 up to 2,500 sq ft, $180 up to 3,500 sq ft and $225 above that. Common small jobs in an existing home:
- Electrical: $60 plus $10 for each additional branch circuit; a temporary construction service of 200 amps or less is $60.
- Mechanical: a $30 base fee plus a $50 inspection fee for the first furnace, air conditioner, water heater or similar appliance, and $20 for each additional one. A decorative gas fireplace is $50 per unit.
- Plumbing: a $50 permit fee plus $10 per fixture. Residential sewer and water service lines are $50 each, or $75 for both when one inspection covers them and the same person does the work. Lawn sprinklers are $60 per backflow prevention device.
Trade re-inspections are $70, and starting trade work with no permit doubles the fee. Commercial trade fees are a percentage of the installed cost.
Fire review is done by Bonneville County Fire District 1, whose Ammon Division is stationed next door to City Hall. Fire Department approval is required before a building permit is issued, and its plan check fee is collected by the Building Department with the application.
Application documents and plan review
The City will not issue a partial permit, such as one for the foundation only: all plans and engineering for the whole scope have to be submitted and approved first. Planning Department approval and Fire Department approval both come before the building permit.

Do not move in before the Certificate of Occupancy. The fee resolution sets a fine of $500 for a home and $1,000 for a commercial building occupied without one, plus $200 for each further day. A Temporary Certificate of Occupancy is issued only in rare cases, costs $1,000 and lasts no more than 14 days.
Local Ammon details that matter
Accessory dwelling units: one ADU per lot, only in the RE, RP, RP-A and R-1 zones and only where a main house already exists. It can be no larger than 75% of the main house’s above-grade living space or 1,000 sq ft, whichever is smaller, must share the main driveway, gets no separate address and takes all utilities through the main house.
Backyard coverage and placement: covered structures (shops, sheds, patio covers) may cover up to 30% of the backyard. A building 12 feet or more behind the house can sit 3 feet from the property line; closer to the house it has to keep the zone’s side yard (20 feet in RE, 10 feet in RP and RP-A, 8 feet in R1 and R1-A).
Fences: no permit under 7 feet, but City Code 10-7-10 limits fences, walls and hedges to 3 feet high within 15 feet of a front lot line, and 10-5-8 keeps a 30-foot sight triangle clear at street corners.
Sewer and water: Ammon’s sewage is treated by the Eastern Idaho Regional Sewer District at its Oxbow plant in Shelley; some addresses are served by the Iona Bonneville Sewer District, and Falls Water supplies several developments on the north side. Rocky Mountain Power and Intermountain Gas are the electric and gas utilities.
Dust: builders are expected to control dust on their lots; neighbors can complain to the Idaho Department of Environmental Quality or to the Building Department.
Idaho building code
Idaho’s building codes are set statewide and enforced by the cities and counties that run a building program: the 2018 International Building Code and the Idaho Residential Code (based on the 2018 IRC), the 2018 Idaho Energy Conservation Code, the 2023 National Electrical Code, and a state plumbing code based on the 2015 Uniform Plumbing Code rather than the International Plumbing Code.
