City of Naples Building Department is the local building-permit authority for projects within the city. The department reviews construction permits and conducts inspections under the Florida Building Code.

What requires a building permit in Naples?

Naples states that a building permit is required when an owner or authorized agent intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system regulated by the code.

The city also publishes a local list of work that generally does not require a building permit. Examples include carpet installation, painting or wallpaper, certain interior residential door replacements, gutters and leaders, floor or wall ceramic tile, limited residential drywall repair, some plumbing fixture replacements, residential appliance replacement and specified small roof repairs on a single-family home. Exempt work still must comply with applicable code requirements.

Naples permit fees

Naples permit fees are set by the city fee ordinance and its Appendix A fee schedule, and vary by permit type, project size and related reviews.

Under Ordinance 2025-15576 (adopted March 19, 2025), the plan-review fee is 35 percent of the permit fee.

Re-inspection fees are $60 for the first, $85 for the second and $100 for the third. A partial-inspection fee of $60 applies to the second and later inspections of the same type. The time-specific inspection request form lists a $100 per trade fee and a $100 per hour after-hours fee, with a one-hour minimum.

How to apply for a Naples permit

1. Confirm City of Naples jurisdiction and exact permit type

Start with the project address and select the city application that matches the scope: building, addition/alteration, electrical, plumbing, mechanical, roof, pool, site work or another listed permit type.

Inspections in Naples

Naples allows registered users to schedule permit inspections through the Public Portal. The city’s inspection guide states that inspections can be requested for an AM or PM window. Morning inspections may be available the same day when scheduled before 7:00 a.m., and afternoon inspections may be available the same day when scheduled before 11:00 a.m..

The department also provides a separate time-specific / after-hours inspection request process. The current form states that those inspections must be requested 24 hours in advance.

For closeout, all final inspections, surveys, elevation certificates and stormwater surveys must be complete before a TCO, CO or CC request is submitted. Check those items in the Public Portal first.
