In Chino Valley, building permits are issued by the Town’s Building Division, a part of Development Services at 1982 Voss Drive, and you apply online through CitizenServe. Permit fees run on a valuation table, with new homes valued at $80 per square foot and plan review charged at 65% of the permit fee, and a single trade permit costs $110.

What requires a building permit in Chino Valley?

Development Services states the rule broadly: all new construction, and the remodel or improvement of any structure, including storage buildings and signs, may require a permit. The practical guide is the set of permits the Town prices in its fee schedule and the checklists it posts.

  • Remodels and additions
  • Garages, carports, patio covers, decks and gazebos
  • Storage buildings and sheds larger than 200 sq ft
  • Fences over 6 ft and retaining walls over 4 ft
  • Pools that require a permit
  • Roof structure replacement
  • Solar, roof or ground mount
  • Manufactured home placement
  • Electric-only, mechanical-only and plumbing-only jobs, fireplaces and wood stoves

  • Commercial accessory structure
  • Addition
  • Type 1 and Type 2 kitchen hoods
  • Underground storage tanks over 5,000 gallons
  • Demolition
  • Permanent and temporary signs
  • Solar

The Town also issues a Land Use Permit through the same portal, and has a separate land use application for metal storage containers.

Chino Valley permit applications and forms

Open the CitizenServe portal and select Building Permit to begin. One Building Permit Application (revised January 1, 2026) covers residential and commercial work; you tick the type, such as new structure, driveway, accessory, remodel, addition, solar or tenant improvement, and list the general, mechanical, electrical and plumbing contractors with their state licence and Town business licence numbers. Contractors working in town need a Chino Valley business licence.

The Forms page carries a checklist for each kind of application, all dated January 1, 2026:

  • Single-family Residence Checklist and Residential Accessory Structure, Remodel and Addition Checklist.
  • Expedited Building Permit Checklist, for electric-only, mechanical-only and plumbing-only permits and for freestanding fireplaces or wood stoves.
  • Commercial checklists for a new structure, a tenant improvement and an accessory structure.
  • Manufactured Home Checklist, with a separate contractor checklist that must be returned before the final inspection.
  • Solar Permit Checklist and Land Use Permit Checklist.
  • Special Structural Inspections Certificate and the IVR Codes sheet for booking inspections.

Two forms come up on most jobs. A bond exemption form is required when the job value is over $50,000, and an owner-builder doing the work files the Exempt from Licensing form in place of contractor details.

Chino Valley building permit fees

Fees are set in the Town’s Consolidated Fee Schedule, adopted on January 27, 2026 by Resolution No. 2026-1300 and effective March 1, 2026. Most building work is priced in two steps: the schedule gives a valuation per square foot for the type of structure, and the Building Valuation Table turns that valuation into the permit fee. The per-square-foot figures are valuations, not fees.

Chino Valley Building Valuation Table (effective March 1, 2026)
ValuationPermit fee
Up to $500$91.14
$501 to $2,000$91.14 plus $4.63 for every additional $100
$2,001 to $25,000$160.59 plus $21.27 for every additional $1,000
$25,001 to $50,000$603.04 plus $15.34 for every additional $1,000
$50,001 to $100,000$977.69 plus $10.63 for every additional $1,000
$100,001 to $500,000$1,509.50 plus $8.51 for every additional $1,000
$500,001 to $1,000,000$4,912.06 plus $7.21 for every additional $1,000
Over $1,000,000$8,515.13 plus $4.78 for every additional $1,000

Valuations in the schedule include $80 per sq ft for a single-family residence, $100 per sq ft for a residential remodel or addition, $20 per sq ft for a garage, $14 per sq ft for tenant improvements, and $7 (metal) or $9 (wood) per sq ft for a storage building larger than 200 sq ft. Plan review is 65% of the permit fee.

For example, 2,000 sq ft of new house is valued at $160,000, which gives a permit fee of $2,020.10 and a plan review fee of about $1,313 on the March 2026 table, before garage and porch areas are added. The schedule says the table’s base rates rise by the Consumer Price Index each July 1 starting in 2026, so expect current figures to be slightly higher.

Electrical, plumbing and mechanical permits in Chino Valley

The Building Division issues trade permits itself. The Consolidated Fee Schedule sets a flat Plumbing, Electrical, and Mechanical Fee of $110 per permit type, and lists plan review for that fee at 65%. A stand-alone trade job is filed with the Expedited Building Permit Checklist: state the subtype on the application, then upload contractor information or the Exempt from Licensing form, a detailed description with materials, the project valuation, manufacturer’s specifications for all mechanical equipment and fireplaces, and a mechanical, electrical or plumbing plan where it applies. Add a site plan if the job adds yard lines.

On a new building the trade plans are part of the main plan set. On a manufactured home, the Town’s building inspector performs the gas test, and utilities are released at the final inspection. The commercial final inspection sign-off sheet has spaces for Public Works, the county health department, Engineering, the fire official and the zoning official, so allow for those sign-offs before the building inspector’s final visit.

Application documents for a Chino Valley permit

Plans and documents have to be complete before the Town accepts an application. Every checklist asks for plans drawn to the 2024 IBC, IRC, IFGC, IMC and IPC, the 2012 IECC and the 2023 NEC.

For an addition or accessory structure on a lot with an existing septic system, get the septic plot plan from Yavapai County’s Environmental Services with its approval stamp. Solar applications need scaled plans showing panel layout and fire access, the panel manufacturer’s specifications, and structural engineering for any roof mount on a manufactured home.

Chino Valley inspections

There are three ways to schedule. Log in to CitizenServe, choose the permit and add an inspection. Or text or call the Town’s IVR line with the permit number (no dashes), the 3-digit inspection code from the Town’s IVR Codes sheet and the date you want in mmddyy form. The January 2026 checklists and the IVR guide give the number as 855-855-8919. A request made before midnight can be scheduled for the next business day.

If you need to know roughly when the inspector will arrive, or want a morning or afternoon visit, call a building inspector on 928-636-3480 between 7:00 and 8:00 a.m. on the day of the inspection. Inspectors are also in the office from 4:00 to 5:00 p.m., Monday to Thursday.

The IVR code sheet shows the range of inspections the Town performs, from building setbacks, footings and steel, and slab on grade through roof sheathing, insulation and drywall nailing. For a manufactured home, address numbers at least 5 inches high must be readable from the street at the first inspection.

Local Chino Valley details that matter

Snow and frost design: the Town’s Building Criteria sheet sets a 43 psf ground snow load (reducible), a 30 psf non-reducible roof snow load, a 30 psf roof live load, an 18-inch frost line, 105 mph wind speed (3-second gust, Exposure C) and Seismic Design Category C.

Septic: the Town’s checklists send applicants to Yavapai County for the septic Authorization to Construct, and to the county’s Environmental Services for the stamped plot plan of an existing system.

State Route 89: commercial projects on the highway need Arizona Department of Transportation approval; elsewhere the Town’s own Driveway Application applies. New manufactured homes need a proposed driveway plan and the $30 driveway permit.

Flood hazard: the Town lists the Building Official as the administrator for flood hazard areas.

Manufactured homes: a home must be at least 12 ft wide with at least 400 sq ft of livable space and built after June 15, 1976. Installers give their state installer licence number and Town business licence details, and a used home needs a copy of its title or registration.

Water: commercial applicants are asked whether the site has a private well or is served by the City of Prescott, and for a water budget where one applies.
